HomeMy WebLinkAboutOrd 18741 2 3 4 5 6 7 e 9 10 11 12 13 14 is 16 17 18 19 20 21 22 23 24 25 26 27 2e 29 30 31 32 ORDINANCE NO. 1874-2012 ORDINANCE OF THE CITY OF BURLINGAME AMENDING TITLE 22 OF THE BURLINGAME MUNICIPAL CODE (SIGN CODE) TO REFLECT NEW ZONING DISTRICTS WITHIN THE DOWNTOWt SPECIFIC PLAN, TO ADD A MAXIMUM SINGLE SIGN SIZE IN CERTAIN COMMERCIAL DISTRICTS AND AMENDING CHAPTER 25.33 OF THE MUNICIPAL CODE (ZONING CODE) TO CORRECT NUMBERING OF PERMITTED USES IN THE HMU DISTRICT The CITY COUNCIL OF THE CITY OF BURLINGAME does hereby ordain as follows: Section 1. In 2010, the City Council adopted the Burlingame Downtown Specific Plan to provide a framework for future development within the downtown area. In 2011, City Council adopted an ordinance which created new zoning districts within the downtown area. This ordinance would revise the sign code to include these new zoning districts within the current sign code regulations, and would add a limitation on single sign size in certain commercial districts. In addition, this ordinance corrects the numbering of the permitted uses in the HMU zoning district, one of the new zoning districts in the downtown area. Section 2. The revisions to the sign code do not substantially change the sign regulations for the Downtown area, and the proposed changes to the sign code are Categorically Exempt from review pursuant to the California Environmental Quality Act (CEQA), per Section 14305 of the CEQA Guidelines, which states minor alterations to land use limitations are exempt from environmental review. Section 3. Chapter 22.14 is amended to read as follows: Chapter 22.14 C-1, BAC, DAC, CAC AND CR DISTRICT REGULATIONS Sections: 22.14.010 Permitted signs. 22.14.020 Prohibited signs. 22.14.030 Sign area and placement for wall signs, awning signs, and projecting signs. 22.14.040 Number. 22.14.050 Freestanding monument signs. 22.14.060 Illumination requirements. 22.14.070 Additional criterion. 22.14.010 Permitted signs. Awning' signs, freestanding monument signs, projecting signs and wall signs are permitted in the C-1, BAC, DAC, CAC and CR districts, as specified in this chapter and as described in Chapters 22.26, 22.34, 22.42 and 22.48, subject also to the size, number and height regulations specified in this chapter. In addition to the signs specified in Chapter 22.40, Prohibited Signs, pole signs are prohibited. 22.14.030 Sign area and placement for wall signs, awning signs, and projecting signs. (a) The maximum total sign area for wall signs, projecting signs and awning signs allowed o each building frontage shall be determined based on the length of the building frontage and calculated in accordance with the following table: Building Frontage Length Maximum Total Sign Area 50 feet or less 51 feet to 100 feet 101 feet to 150 feet Over 150 feet for Building Frontage 60 square feet 120 square feet 180 square feet 200 square feet (b) Wall signs shall be permitted on any designated frontage subject to the sign area limitations listed above and the placement requirements listed in Chapter 22.48. (c) The maximum height of wall signs shall be limited to the height of the signable area of wall face as defined in Section 22.04.520. (d) When located below twenty-four (24) feet in height, awning signs and projecting signs, in accordance with the regulations stated in Chapters 22.26 and 22.42, shall be permitted as well as wall signs. (e) Any single sign on any frontage shall not exceed 60 square feet in area. 22.14.040 Number. There shall be no more than five (5) signs for each building frontage. 22.14,050 Freestanding monument signs. (a) One two-sided freestanding monument sign shall be permitted on a parcel frontage of one hundred (100) feet or greater based on the following criteria and subject to the standards of Chapter 22.34. Two (2) two-sided freestanding monument sign shall be permitted on a parcel frontage of at least three hundred (300) feet based on the following criteria and subject to the standards in Chapter 22.34. Three (3) two-sided freestanding monument signs shall be permitted on a parcel frontage of four hundred (400) feet or greater based on the following criteria and subject to the standards in Chapter 22.34. In order to promote monument signs in this district, two-sided monument signs are considered to be a single sign and in measuring total sign area, only one side of the sign is included in the calculation. (c) Freestanding monument signs are prohibited on parcels with a parcel frontage of less than one hundred (100) feet. 22.14.060 Illumination requirements. (a) A permanent sign may be non -illuminated, illuminated by internal, internal indirect, or external indirect illumination. Consistency with Section 22.08.110 is required. Signs that are externally lit shall be illuminated only with steady, stationary, down -directed, and shielded light sources directed solely onto the sign. (b) A sign may not be animated, have changeable copy or have flashing illumination. (c) Awning signs shall not be internally illuminated. 22.14.070 Additional criterion. In addition, up to a total of six (6) signs per parcel, not to exceed three (3) feet in height and no larger than three (3) square feet each, located at driveway entrances and within parking areas shall be exempt from the total square footage calculation. Section 4. In addition to the wall, awning and projecting signs allowed in Section 22.16.030, the following freestanding signs shall be permitted as follows: (a) Monument Signs: (1) One two-sided freestanding monument sign shall be permitted on a parcel frontage of at least one hundred -fifty (150) feet based on the following criteria and subject to the standards in Chapter 22.34. Two (2) two-sided freestanding monument signs shall be permitted on a parcel frontage of at least three hundred (300) feet based on the following criteria and subject to the standards in Chapter 22.34. Three (3) two-sided freestanding monument signs shall be permitted on a parcel frontage of four hundred (400) feet or greater based on the following criteria and subject to the standards in Chapter 22.34. (1) One freestanding pole sign shall be permitted on each parcel frontage of at least one hundred -fifty (150) feet on the following streets and subject to the following criteria. (3) Pole signs are prohibited on parcel frontages less than one hundred -fifty (150) feet in length. 22.16.060 Illumination requirements. (a) A permanent sign may be non -illuminated, illuminated by internal, internal indirect or external indirect illumination. Consistency with Section 22.08.110 is required. Signs that are externally lit shall be illuminated only with steady, stationary, down -directed, and shielded light sources directed solely onto the sign. (b) A sign may not be animated or have flashing illumination. (c) Awning signs shall not be internally illuminated. 22.16.070 Changeable copy signs. A portion of a monument or freestanding pole sign may include changeable copy, subject to Chapter 22.28. 22.16.080 Additional criterion. In addition, up to a total of six (6) signs per parcel, not to exceed three (3) feet in height and no larger than three (3) square feet located at driveway entrances and within parking areas shall be exempt from the total square footage calculation. (e) Any single sign on any frontage shall not exceed 60 square feet in area. Section 22.48.020 of Chapter 22.48 is amended to read as follows: 22.48.020 Signable area. (a) Wall signs shall only be erected within areas that are signable area as defined in Chapter 22.04. The maximum area of the signage allowed is restricted by the total sign area designated for each frontage in each zoning district. The signable area(s) on each fagade of the building that has frontage on a public street, right-of-way or parking lot shall be an area of the building fagade which does not contain architectural features and windows. (b) Sign area shall not exceed a maximum of eight (80) percent of the signable area and no greater that fifty-five (55) percent of the vert ical dimension of a designated sign band, and in no event shall the sign area be greater than the maximum sign area specified by this title for the zoning district in which the parcel is located. Section 7. Section 25.33.020 of Chapter 25.33 is amended to read as follows: 25.33.020 Permitted uses.
