AN ORDINANCE OF THE CITY OF BURLINGAME
AMENDING SECTION 13.36.040 OF THE MUNICIPAL CODE TO ESTABLISH
TWO-HOUR PARKING ZONES ON THE 1200 BLOCKS OF CAPUCHINO AVENUE
AND PALOMA AVENUE
The CITY COUNCIL of the CITY OF BURLINGAME does hereby ordain as follows:
Section 1. Factual Background and Findings.
WHEREAS, the City has received multiple complaints from residents of the 1200
block of Capuchino Avenue and the 1200 block of Paloma Avenue regarding long-term
daytime business parking on these streets; apparently, employees from the business
district have been parking on these parts of Capuchino Avenue and Paloma Avenue for
the duration of their work shift, making daytime parking for the residents nearly
impossible; and
WHEREAS, the 1200 block of Capuchino Avenue has no parking restrictions
beyond 495 feet north of Broadway; and
WHEREAS, the 1200 block of Paloma Avenue has no parking restrictions
beyond 130 feet north of Broadway; and
WHEREAS, on September 12, 2013, the Traffic Safety and Parking Commission
(TSPC) discussed this matter with residents of both the 1200 blocks of Capuchino and
Paloma; and
WHEREAS, at the conclusion of the meeting, the TSPC determined that the
parking situation in the 1200 blocks of Capuchino Avenue and Paloma Avenue met the
policy requirements to qualify for the current Residential Parking Permit Program and,
with near -unanimous support from the residents of the 1200 blocks of Capuchino and
Paloma, recommended that the City implement a 2 -hour parking restriction on these
portions of Capuchino Avenue and Paloma Avenue; and
WHEREAS, the 2 -hour parking time -limit restriction is apre-requisite to the
inclusion of these portions of Capuchino Avenue and Paloma Avenue in the Residential
Parking Permit Program (RPPP); the addition of these portions of Capuchino Avenue
and Paloma Avenue to the RPPP will occur by Council Resolution after the Public Works
Department has installed the 2 -hour parking limit restriction signage;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME
DOES ORDAIN AS FOLLOWS:
Section A. The City Council hereby modifies Sub -section (a) (7) and Sub -section (a)
(21) of Section 13.36.040 of the Burlingame Municipal Code to read as
follows:
"(7) Capuchino Avenue from four hundred (400) feet southerly of the
centerline of Broadway to Lincoln Avenue."
"(21) Paloma
Avenue from
three hundred and
ten (310) feet southerly of
the centerline
of Broadway
to Lincoln Avenue."
Section 3. The City Engineer and the City Transportation Engineer are directed to
install parking signs and to take all other necessary actions to implement
this parking restriction change on the 1200 block of Capuchino Avenue
and the 1200 block of Paloma Avenue.
Section 4. The City Clerk is directed to publish this ordinance in the manner required
by law.

certify that the foregoing ordinance was introduced at a public hearing occurred at a
regular meeting of the City Council held on the 21st day of October, 2013, and adopted
thereafter at a regular meeting of the City Council held on the 4th day of November,
2013, by the following vote:
