Joint Study Meeting
Burlingame City Council and Burlingame Planning Commission
I. STUDY MEETING CALLED TO ORDER
A joint study meeting of the Burlingame City Council and Burlingame Planning Commission was held
on the above date at the DoubleTree Hotel. The meeting was called to order at 9:00 a.m. by Mayor
Mike Coffey.
2. ROLL CALL
Council Present:Baylock, Coffey, Janney, O'Mahony
Council Absent:Galligan
Commissioners Present:Auran, Boju6s, Brownrigg (arrived 9:35 a.m.), Keele, Keighran,
Osterling and Vistica
Commissioners Absent: (Auran and Vistica left at 9:45 a.m.)
Staff Present:CM Nantell, CP Monroe, CA Anderson, SP Brooks
3. DISCUSSION ISSUES
The Commission and Council discussed the following topics and gave direction to staff as follows:
Floor Area Ratio: Project with Emerging Lot Lines and How to Apply the Standard
At this time, there is no need to change the floor area ratio (FAR) regulations for single lots, the
design review process looks at FAR along with issues of mass, bulk and neighborhood
compatibility. There was a consensus that we need to look at the FAR regulations for standard
sized emerging lots, because two or three new houses side by side on a block results in a major
change in character.
Council/Commissioner comments: would like to see guidelines developed that offer a sliding
scale or multiple option approach to FAR on emerging lots, could offer a couple of different
options that may be appropriate in different situations; one approach would be to require
phasing, which would limit the FAR on the houses on emerging lots at the time of
development, but after a period of time, the owner could build out the remaining allowed FAR,
consistent with other properties in Burlingame. Directed staff to work with Planning
Commission to review the issue and develop criteria for standard-sized emerging lots.
b. The Broadway Commercial Area: Is Change Occurring?

There was consensus to look at expanding the food establishment criteria for Broadway to
include opportunities for additional restaurant sites beyond what is now allowed because the
merchants are looking at opportunities which will reduce vacancies, bring more people to the
area, and the shoppingarca serves a different function than Burlingame Avenue.
A number of alternative approaches were discussed, including allowing a use like a bakery
without seating as a conditional use, but not a food establishment. Staff was directed to speak
with representatives of the merchants in the area and the Commission on what changes might
be considered recognizing that the function of Broadway is a neighborhood serving area.
Single Family Residential On-site Parking
It was determined that there is no need to change the code requirement for single family
residential on-site parking now, may want to revisit this in the future. The issue seems to be
that even when we require two covered on-site parking spaces, they are not always used for
parking, requiring a two car garage in the rear increases paving and limits the area available for
back yards; also, the design of many of the older homes, with a single car attached garage in the
front, does not lend itself to adding another covered parking space; there are a lot of cars on the
street in residential areas; rather than change the requirement, could look at requiring permits
for on-street parking; there are a lot of gates being installed across driveways accessing
garages, would like to see a requirement that these gates be electric, so it is convenient to park
cars on site.
Multiple Family Housing: A New Era?
Although there was some concern with the trend towards larger, luxury condominiums in the
City's multi-family areas, it was determined that the inclusionary zoning ordinance, which will
be reviewed by the Planning Commission and Council in May and June, will resolve the issue
by requiring all new multi-family development with four or more units to include affordable
units. It was noted that the City may want to look at allowing increased height for projects near
the Burlingame Avenue area as well as allowing increased height for projects that include
affordable units.
Housing Element Work Program: Progress and Priorities for F"Y 2003-2004
CP Monroe noted that this year we had completed the update of the condominium regulations,
which will be considered by Commission and Council in April and May, and the inclusionary
zoning ordinance, which should be ready for Commission and Council review in May and June.
The items on the priority list developed by the Housing Element Implementation Subcommittee
were reviewed, and there was consensus to proceed with priorities as shown on that list.
4. WORK PROGRAM PRIORITIES
Progress and Status Report on FY 2002-2003 Current and Advanced Planning Programs
CP Monroe reviewed the status of the planning programs now under way, noted that the current
planning application workload is about the same this year as it was last year, and this is
expected to continue next fiscal year; we are working on both the North End and Bayfront
Specific Plans concurrently; there are also several major new development projects in process
now, including Safeway, the Peninsula Hospital replacement project, and a major hotel.

Identifying and Prioritizing the Ef 2003-2004 Work Program
Based on the discussion of issues noted above, the following work program was identified:
o Bayfront Specific Area Plan - finish work on this program and bring back to PC and
CC for action.
o North End Specific Area Plan - can take a little longer on this work program, want to
see impact of BART.
o Broadway Food Establishment Regulations
o Floor Area Ratio Requirements for Emerging Lots that are standard size
o Housing Element Work Program - transit oriented multi-family regulations and
incentives will be developed based on outcome of North End Specific Area Plan,
concepts can be applied to other areas as well.
5. PUBLIC COMMENTS
Ann Grimes, 1520 Drake Avenue, would like to add comment on the FAR discussion, think that a
moratorium should be placed on development on emerging lots until there is further study, would like
to see additional requirements regarding density, mass and bulk on these lots.
