HomeMy WebLinkAboutMin - CC - 2003.03.10Approved Minutes Joint City Council Meeting Burlingame and Hillsborough City Councils March 10,2003 CALL TO ORDER A joint City Council meeting with Burlingame and Hillsborough City Councils was called to order at 4:04 p.m. by Hillsborough Mayor D. Paul Regan in the Hillsborough Council Chambers. 1. PLEDGE OF ALLEGIANCE 2. NEW BUSINESS a.CONSIDERATION OF FIRE DEPARTMENT COMBINED SERVICES A number of cities in the central San Mateo county area have been holding meetings exploring the possibility of sharing fire department services. These discussions have been held over the last two years and have at some point included Hillsborough, Burlingame, Millbrae, San Mateo and San Bruno. In an effort to pursue a more efficient methodology, some of the above cities have focused on developing an approach with their immediate neighbors. As a result, the Town of Hillsborough and City of Burlingame have been developing concepts toward a combined fire department. The intent of the recommended approach is to develop data from a combined department and determine whether it should be implemented on a perrnanent basis. In addition, a process should begin addressing the operational issues related to establishing a single department and the union concerns regarding salary and benefit differences. Hillsborough Councilwoman Mullooly made a motion to direct staff to develop a pilot examination of a combined Hillsborough and Burlingame Fire Department for a limited period and return to both City Councils for approval of the parameters of the pilot examination; seconded by Vice Mayor Kaster, approved 584 Burlingame City Council March 10, 2003 Approved Minutes Citv of Burlinsame by roll call vote, 4-0-1, with Councilman Adams absent. Burlingame Councilman Galligan made a motion to direct staff to develop a pilot examination of a combined Hillsborough and Burlingame Fire Department for a limited period and return to both City Councils for approval of the parameters of the pilot examination; seconded by Vice Mayor O'Mahony. approved by roll call vote, 3-0-2, with Mayor Coffey and Councilwoman Janney absent. 4. PUBLIC COMMENTS Dave Hood, resident of Hillsborough, noted concerns about the special police/fire assessment paid by Hillsborough residents if merger were to happen; Pat Kelly, 1415 San Raymundo Road, concemed about the possibility that due to the merger, the insurance rating in Hillsborough could be changed from a Class 4 to a Class 7; Chris Zwingle, resident of Burlingame, also noted some concerns regarding the merger. 5.
