Special Study Meeting of February 8,2003
1. CALL TO ORDER
A special study meeting of the Burlingame City Council was held on the above date in the Lane Community
Room of the Main Library. Mayor Mike Coffey called the meeting to order at 9:03 a.m.

BUDGET STRATEGIES
BUDGET SUBCOMMITTEE REPORT ON FOUR.PRONGED BUDGET STRATEGY
ACM Becker requested council review the four-pronged budget strategy detailed in his staff report dated
February 8, 2003. ACM Becker reviewed the budget subcommittee report and explained the budget strategy
from 2001/02,2002103, and into 2003/04.
b.OVERVIEW OF PROPOSED 2OO3/04 CAPITAL IMPROVEMENT PROJECT (CIP)
PROGRAM AND FUNDING OPTIONS
ACM Becker referred to his staff report dated February 8, 2003, outlining the capital improvement project
At 9:58 a.m., Mayor Coffey called for a ten-minute recess. The meeting reconvened at 10:10 a.m.
c. PROVIDE STAFF DIRECTION FOR TION OF 2OO3/04 BUDGET
Council provided direction to staff regarding the preparation of the 2003104 budget.
4. REVIEW DEPARTMENT 2OO2l03 GOALS AND 2OO3/04 PROPOSED GOALS
Council reviewed the department head goals that were accomplished in2002103 as well as the proposed
goals for 2003104.
5. PUBLIC COMMENTS
Andrew Gurthet, 1452 Floribunda, thanked Council for their support of the Burlingame library; a Balboa
Avenue resident requested Council keep the Easton library branch open, increase ovemight parking permit

fees and to reinforce the policy; Jane Dunbar thanked the Council for library support; John Root, resident on
Montero, commended staff on the budget issues; Matt Biggar, BHS Principal, urged Council to retain the
police department school liaison position.
CONSENT CALENDAR
CHANGE REGULARLY SCHEDULED CITY COUNCIL MEETING FROM MONDAY.
MARCH 17.2003 TO TUESDAY. MARCH 18.2003
Council requested the date of the regularly scheduled city council meeting be changed from Monday, March
17 ,2003 to Tuesday, March 18, 2003.
Councilwoman Janney made a motion to change the date of the March 17th meeting; seconded by Vice
Mayor O'Mahony, approved unanimously by voice vote, 5-0.
7. ADJOURNMENT
Mayor Coffey adjourned the meeting at 11:30 a.m.
