CALL TO ORDER A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. Mayor Mike Coffey called the meeting to order at 7:01 p.m. 2. PLEDGE OFALLEGIANCE TO THE FLAG Led by Paul Prendiville 3. ROLL CALL a. MEMBERS PRESENT: MEMBERS ABSENT: Baylock, Coffey, Galligan, Janney, O'Mahony None 4. MINUTES Vice Mayor O'Mahony made a motion to approve the minutes of the September 16,2003 Council meeting; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0. 5. PUBLIC HEARINGS There were no public hearings. 6. PUBLIC COMMENTS Len Privitera, 831 Fairfield, and Gay O'Brien, 737 Neuchatel, spoke in favor of naming the soccer field after Jim Murray. Tom Marriscolo, 440 Lomita, Millbrae, stated he felt his first amendment rights were being violated by the City Manager. Katie O'Brien, 2204Poppy Drive, Stephen Hamilton, 105 Crescent Avenue, and Sue Fuller, 2210Poppy Drive, spoke regarding the Burlingame Hall of Fame. - Mayor Coffey closed the public comment period. Councilman Galligan responded to Mr. Marriscolo's comments regarding the City Manager. Burlingame City Council Approved Minutes 49 October 6,2003 7. a. STAFF REPORTS ESTABLISHMENT OF A BURLINGAME HALL OF FAME, AUTHORIZATION FOR THE PARK AND RECREATION COMMISSION AND STAFF TO OVERSEE AND OPERATE THE HALL AND APPROVAL OF THE FIRST CLASS TO BE INDUCTED P&R Director Schwartz recommended Council establish a Burlingame Hall of Fame and authorizethe Parks and Recreation Commission and staff to oversee and operate the Hall and approve the first class to be inducted. Council directed P&R Director Schwartz to take the idea of naming the soccer field back to the Parks and Recreation Commission for their recommendation. Council also directed P&RD Schwartz to take the development of a "Hall of Fame" back to the Parks & Recreation Commission in order to work out more details. b.INTRODUCE ORDINANCE TO CORRECT TABLE REGARDING NEW SEWER CUSTOMERS (SECTION 15.08.072) CA Anderson requested Council introduce an ordinance to amend Section 15.08.072 to correct the table for charges to new customers of sanitary sewer system. Mayor Coffey requested the City Clerk to read the title of the proposed ordinance. Councilman Galligan made a motion to waive further reading of the proposed ordinance; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0. Vice Mayor O'Mahony made a motion to introduce the proposed ordinance; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0. Mayor Coffey requested the City Clerk to publish a summary of the proposed ordinance at least five days before proposed adoption. c.CONSIDER APPOINTMENTS TO PARKS & RECREATION COMMISSION EA Netie Shinday recommended Council reappoint Kirkland Heathcote and Mara Kahn to the Parks and Recreation Commission, or take other action. Vice Mayor O'Mahony made a motion to reappoint Kirkland Heathcote and Mara Kahn to the Parks and Recreation Commission; seconded by Councilman Galligan, approved unanimously by voice vote, 5-0. 8. CONSENT CALENDAR There were no consent items. 9. COUNCIL COMMITTEE REPORTS Council reported on various events and committee meetings they each attended on behalf of the City. 10. OLD BUSINESS Burlingame City Council Approved Minutes 50 October 6,2003 Councilwoman Baylock requested a brief update from the Council sub-committee appointed to meet with Safeway and also asked if the committee is now dissolved for Brown Act purposes. 11. NEW BUSINESS There was no new business. 12. ADJOURNMENT Mayor Coffey adjourned the meeting at 7 :47 p.m. in memory of Beverly Wallace, wife of former Mayor and Councilmember Bill Crosby and stepmother of John Crosby. Mayor Coffey also requested a moment of silence in prayer of thanksgiving for the safe return of Lance Corporal Apinderjit Grewal.
