CA Anderson requested Council provide direction in the above referenced matters.
1. CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City Hall
Council Chambers. Mayor Mike Coffey called the meeting to order at 7:00 p.m.

4. MINUTES
Vice Mayor O'Mahony made a motion to approve the minutes of the September 2,2003 Council meeting;
seconded by Councilwoman Baylock, approved unanimously by voice vote, 5-0. Councilwoman Janney
made a motion to approve the minutes of the August 13,2003 special meeting; seconded by Councilman
Galligan, approved unanimously by voice vote, 5-0.
PRESENTATION
-
Steve Morrison, Project Manager for the Water Transit Authority, made a presentation on how the County
could improve public transit with an environmentally friendly ferry system.

PUBLIC HEARINGS
ADOPT ORDINANCE #I723 DF,I.G THE REOUIREMENT THAT A
CERTIFICATION BE FILED REGARDING PROTECTION ON SANITARY
DRAINAGE SYSTE,MS BEFORE TRANSFER OF PROPERTY
DPW Bagdon recommended Council hold a public hearing regarding the proposed ordinance deleting the
requirement that a certification be filed regarding backwater protection on sanitary drainage systems before
transfer of property.
Mayor Coffey opened the public hearing. There were no comments from the floor and the hearing was
closed.
Vice Mayor O'Mahony made a motion to approve Ordinance #1723 deleting the requirement that a
certification be filed regarding backwater protection on sanitary drainage systems before transfer of property;
seconded by Councilwoman Baylock, approved unanimously by voice vote, 5-0.
Mayor Coffey requested CC Musso publish a summary of the ordinance at least 15 days before proposed
adoption.
b.PUBLIC HEARING TO CONSIDE R SPENDING PLAN FOR THE 2OO3 LOCAL LAW
ENFORCEMENT BLOCK GRANT (LLEBG)
COP Palmer requested Council hold a public hearing and consider the spending plan for the 2003 LLEBG
Funds.
Mayor Coffey opened the public hearing. There were no questions from the floor and the hearing was
closed.
Vice Mayor O'Mahony made a motion to approve the spending plan for the 2003 Local Law Enforcement
Block Grant; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0.
6, PUBLIC COMMENTS
Mike Spinelli, 1301 Mills, spoke against a ferry system on the Peninsula. The following people spoke in
favor of naming the soccff center after Jim Murray: Len Privitera, 831 Fairfield, Gay Younger,737
Neuchatel, Al Deranieri, 1611 Willow, Roberta Lighting, 432YistaAvenue, San Carlos, Steve Hamilton,
105 Crescent. Mr. Hamilton also noted that "Candidates Night" will be on October 1,2003 at 7:00 p.m.,
Burlingame City Hall.
7. STAFF REPORTS AND COMMUNICATIONS
Fire Chief Reilly recommended Council approve a proposed 90-day "Coverage Area Study" for fire services
with the Town of Hillsborough commencing on October 1,2003. Chief Reilly presented an excellent power
point presentation to Council describing the study. Council thanked Chief Reilly for all his hard work on this
very important proj ect.

Janney, approved unanimously by voice vote, 5-0.
CONSENT CALENDAR
APPROVAL OF ATTENDANCE OF TWO PUBLIC WORKS STAFF MEMBERS AT GIS
CONFERENCE IN NEVADA
DPW recommended Council approve the attendance of two Public Works employees at the George Butler
Associates (GBA) Master Series User Development Conference in Las Vegas, Nevada, on October 27 to 31,
2003.

VARIOUS BROADWAY BUSINESS DISTRICT PARKING LOTS
DPW Bagdon recommended Council approve Resolution #100-2003 approving the following changes:
Change the parking time limits for Lot P and Lot Q to two hours maximum at arate of $0.50 per hour;
change the parking meter rate in Lot Y to $0.50 per hour; change the parking meter rate in Lot T to $ 1.00 for
10 hours.

HRD Bell recommended Council approve Resolution #99-2003 approving the Joint Powers Authority
Agreement (JPA) and Memorandum of Understanding between the City of Burlingame and the Califomia
Public Entity Insurance Authority (CPEIA).
d. WARRANTS & PAYROLL, AUGUST,2OO3
FD Nava requested approval for payment of Warrants #90793-91268 duly audited, in the amount of
$2,423,585.38 (excluding library checks 90794-90827),Payroll checks #155123-155726 in the amount of
$2,412,760.35, and EFT's in the amount of $698,344.30 for the month of August, 2003.
e. APPROVE RESOL #98-2003 TO APPLY FOR GRANT FOR PER CAPITA
GRANT PROGRAM UNDER THE WATER, CLEAN AIR. SAFE
NEIGHBORHOOD PARKS, AND COASTAL PROTECTION BOND ACT OF 2OO2
P&RD Schwartz requested Council approve Resolution #98-2003 to approve the application for grant funds
under the Clean Water, Clean air, Safe Neighborhood Parks, and Coastal Protection Bond Act of 2002.
f. RESOLUTION #97 ORIZING TRANSFER OF FUNDS BETWEEN GENERAL
FUNDS DEPARTMENTS
FD Nava requested Council approve Resolution #97-2003 adjusting selected appropriations as described in
his staff report dated September 16,2003.

approved unanimously by voice vote, 5-0.

Council requested the letter from Len Privitera be sent to the Parks & Recreation Commission for discussion
on whether to name the soccer center after Mr. Jim Murray.
