HomeMy WebLinkAboutMin - CC - 2001.10.16BURLINGAME, CALIFORNIA October 16,2001 The City Council met with the Burlingame Library Board of Trustees (Mary Herman, Chair; Cecile Coar, Andrew Gurthet, Jane Dunbar, Katie McCormack) in Conference Room A at 6:00 p.m. to discuss options for remodeling and refurbishingthe 75 year old Easton Branch Library facility. Also in attendance were staff members: Jim Nantell, City Manager; George Bagdon, Public Works Director; Laruy Anderson, City Attorney; Al Escoffier, City Librarian; Pat Harding, Library Services Manager; Foundation Board members: John Root, Kris Cannon, Don Roberts. Architect Hal Brandes reviewed the three proposed options for remodeling. Council gave direction to move forward with Option #2- Modernization of the facility. Modernization will include replacement of plumbing, electrical, mechanical, HVAC, seismic, and access for the handicapped. The exterior of the building will remain substantially the same; the interior will be completely remodeled. Funding for the project is primarily from donated funds. Design work will begin after the first of 2002; construction is anticipated to be completed sometime in 2003. Council also asked that additional hours, perhaps as many as a total of 45 hours per week be considered for Easton when it reopens for services after construction (current hours are 23 per week). 1. REGULAR MEETING CALLED TO ORDER A regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. The meeting was called to order at7:03 p.m.by Mayor Joe Galligan. 2. PLEDGE OFALLEGIANCE TO THE FLAG Led by Mary Herman. 3. ROLL CALL Council Present: Council Absent: COFFEY, GALLIGAN, JANNEY, O'MAHONY, SPINELLI None 4. MINUTES Councilwoman O'Mahony made a motion to approve the minutes of the regular meeting of September 17,2001 after the change to page 5, Council Committee Reports, should state "First Presbyerian Interfaith Vigil" instead of St. Paul's lnterfaith Vigil; seconded by Councilman Coffey, approved unanimously by voice vote, 5-0. Burlingame City Council 397 October 16,2001 Mayor Galligan noted in the minutes for the October 1, 2001 meeting, the findings were not included for the approval for Item 5c and requested they be included. Vice Mayor Spinelli made a motion to approve the minutes of the regular meeting with the referenced change to item 5c, seconded by Councilwoman O'Mahony, approved unanimously by voice vote, 5-0. Mayor Galligan removed item 9d) Compensation Philosophy for City Employees, from the Consent Calendar to be agendized at a later date. 5. CEREMONIAL MATTERS Commander Van Etten presented Wacek Dennaoui with a Certificate of Appreciation for his help producing videos for the Burlingame Police Department. 6. PUBLIC HEARINGS a. Continuance of Public Hearing for Appeal of Planning Commission Decision on a Permit Extension for the Office Proiect at 301 Airport Blvd. CA Anderson noted the City is waiting for the applicant to work with BCDC on the continuance; recommended Council continue the public hearing for the office project at 301 Airport Blvd. to November 19,2001. Councilwoman Janney made a motion to approve the continuance of the Public Hearing for Appeal of the Planning Commission Decision on a permit extension for the office project at 301 Airport Boulevard; seconded by Councilman Coffey, approved unanimously by voice vote, 5-0. 7, PUBLIC COMMENTS Dan Anderson, 728 Vemon Way, spoke regarding the proposed Community Center 8. STAFF REPORTS AND COMMUNICATIONS a.Approve Annual Renort of the Districtt Adopt Resolution 111-2001 of Intention to Continue San Mateo Countv Tourism Business Improvement District. to establish the basis for and to lew the Assessments for the District for the vear 2002, and to set dates for Pubtq Hearings on the District and the Proposed Assessments CA Anderson referred to FD Becker's staff report dated October 9, 2001; recommended Council adopt Resolution of lntention setting the Public Hearing for 7:00 p.m., Monday, November 5, 2001. Anne LeClaire , San Mateo County Convention and Visitors Bureau gave abrief presentation of the annual report. Vice Mayor Spinelli made a motion to approve Resolution of lntention #111-2001 to continue San Mateo County Tourism Business Improvement District, to establish the basis for and to levy the assessments for the District for the year 2002, and to set the Public Hearing on the District for and the a. Introduce Ordinance Amending Construction Hours under Uniform Administrative Code CA Anderson referred to his staff report dated October 3,2001, requesting Council introduce the Ordinance amending construction hours as discussed at the September 17 ,2001 Council meeting. Mayor Galligan requested CC Musso read the title of the proposed ordinance. Councilwoman Janney made a motion to waive further reading of the ordinance; seconded by Councilwoman O'Mahony, approved unanimously by voice vote, 5-0. Councilwoman Janney made a motion to introduce the ordinance; seconded by Vice Mayor Spinelli, approved unanimously by voice vote, 5-0. c.Introduce Ordinance to Amend the Contract for Fire Employees with the California Public Emnlovees' Retirement Svstem (CaIPERS) and the Citv of Burlinsame DHR Bell referred to his staff report dated October 9,2001; recommended Council approve Resolution of Intention #Il2-2001to approve an Amendment to the contract with the California Public Employees Retirement System. Also requested Council review the proposed Ordinance to amend the City of Burlingame's contract with the California Public Employees' Retirement System (CaIPERS). Councilwoman O'Mahony made a motion to approve the Resolution of Intention to approve an amendment to the contract with the California Public Employees Retirement System; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0. Mayor Galligan requested CC Musso read the title of the proposed ordinance. Vice Mayor Spinelli made a motion to adopt Resolution #113-2001 approving Addendum No. 3 to Shared Parking and License Agreement between the City of Burlingame and Today's III, Inc. to add 12 Parking spaces to the DoubleTree Hotel's use; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0. Warrants & Payroll Finance Director Becker requested approval for payment of Warrants #78476-78867, duly audited, in the amount of $3,470,890.50, excluding library check numbers 78476-78475; Payroll checks 141439- L42298 in the amount of $1,524,493.74 for September 2001; and EFT's for the month of September, 2001 in the amount of $354,427.76. b. Adopt Resolution #114-2001 Settins Rule of Procedure Resardine Abstentions and Revising General Rules of Procedures for Conduct of Meetings CA Anderson recommended Council adopt Resolution #ll4-2001establishing a rule of procedure regarding abstentions and disqualifications, and revising the general rules of procedure for conducting meetings. c.Approve Resolution #115-2001 Accepting the bid on Washington Park Renovation Proiect. CP 80190. Scapes Landscape Companv.Inc. Acting DPR Schwartz recommended Council adopted Resolution #115-2001 accepting Scapes Landscape Company, Inc. as the low responsible bidder for the Washington Park Renovation; bid is in the amount of $118,750. e. Citv Council Calendar for 200t City Clerk Musso recommended Council review and make changes to the draft City Council calendar for 2002. Vice Mayor Spinelli made a motion to approve the Consent Calendar, excluding item 8d); seconded by Councilman Coffey, approved unanimously by voice vote, 5-0. 10. COUNCIL COMMITTEE REPORTS All Council Members participated in the OLA golf tournament and dinner and the Roosevelt School Chili Cook Off. Vice Mayor Spinelli attended the Airport Roundtable Committee meeting and the vigil held at City Hall. Councilwoman Janney attended a the Chamber of Commerce Trade Show, Chamber Board meeting and a SamTrans Board of Director meeting, strategic planning meeting for Burlingame School District regarding facilities and the vigil held at City Hall. Mayor Galigan attended the Public Works Department picnic, Lunardi's ribbon cutting, Chamber Board of Director's meeting, and vigil held at City Hall. 11. OLD BUSINESS Councilwoman O'Mahony congratulated Jane Gomery for all her work on the Broadway Streetscape. 12. NEW BUSINESS Burlingame City Council 400 October 16,2001 Vice Mayor Spinelli requested the police department pay particular attention to the bench at Broadway and Chula Vista as it is being used by skateboarders as a ramp and are causing damage to it. CM Nantell requested two members of the City Council attend a meeting regarding shared fire services on October 24th; Councilwoman Janney and Mayor Galligan volunteered to attend the meeting. 13.
