Due to an error in photocopying, the last page of the minutes was not included in Council's agenda packet; approval of the minutes was continued to the meeting of October 16, 2001 . 5. PUBLIC HEARINGS a. Approve a Donation of a Thermal Imaging Camera bv the Masonic Lodge to the Burlingame Fire Departueut Fire Chief Reilly noted the three firefighters on Task Force 3 returned from their assignment at the World Trade Center. FC Reilly recommended Council accept the offer of the Burlingame Masonic Lodge to donate a Thermal Imaging Camera to the City of Burlingame Fire Department. Councilwoman Janney made a motion to accept the donation of a Thermal Imaging Camera by the Masonic Lodge to the Burlingame Fire Department; seconded by Councilman Coffey, approved unanimously by voice vote, 5-0. b. Adont ORDINANCF #1666 to Amend CaIPERS Miscellaneous Contract Burlingame City Council 392 October 1,2001 1. REGULAR MEETING CALLED TO ORDER A regular meeting of the Burlingame City Council was held on the above date in the City Hall Council Chambers. The meeting was called to order at7:07 p.m. by Mayor Joe Galligan. 2. PLEDGE OFALLEGIANCE TO THE FLAG Led by Commander Tom Marriscolo. 3. ROLL CALL Council Present: COFFEY, GALLIGAN, JANNEY, O'MAHONY, SPINELLI Council Absent: None 4. MINUTES Director of Human Resources Bell recommended that Council adopt the proposed Ordinance to amend the CaIPERS Miscellaneous Contract and direct the City Clerk to publish a summary of the Ordinance within 15 days of adoption. Mayor Galligan opened the public hearing. There were no comments from the floor and the hearing was closed. Councilman Coffey made a motion to adopt Ordinance #1666 to amend CaIPERS Miscellaneous Contract and requested the City Clerk to publish a summary of the Ordinance; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0. c.Appeal Hearins of the Planning Commissionts Approval of a Fence Exception for a New and Existine Fence at 1705 Easton Drive. Zoned R-l CP Monroe referred to her staff report dated September 24,2001requesting Council hold a public hearing and take action on the appeal of a fence exception for a new existing fence at 1705 Easton Drive. Mayor Galligan opened the public hearing. Mr. Dan Berger, property owner of 1705 Easton Drive, spoke regarding the history of the fence at his home. Mr. Alvin Potter, attorney for Mr. Bill Thomson, owner 1709 Easton Drive, spoke on behalf of Mr. Thomson, the resident appealing the Planning Commission's decision. Vice Mayor Spinelli made a motion to uphold the Planning Commission's approval of a fence exception for a new existing fence at 1705 Easton Drive, Zoned R-1, with the Commission's conditions, based on the hardship of removing a fence that is at least 40 years old at a significant cost to the applicant, and there being no public hazard or material damage from the fence, particularly now that root barrier has been installed; seconded by Councilman Coffey, approved by a voice vote, 4-1, with Mayor Galligan dissenting. 6. PUBLIC COMMENTS Dan Anderson, 728 Vernon Way, spoke regarding Council Members Coffey and Janney being on the selection committee for the Planning Commission; suggested another Council Member be included on the panel. 7. STAFF REPORTS AND COMMUNICATIONS a.Commissioner Term Expirations. Beautification and Civil Service Commission CM Nantell noted that, with the exception of Craig Rossi, all the commissioners whose terms are expiring have expressed a desire to serve another term on their commission. Burlingame City Council 393 October 1,2001 Councilwoman Janney made a motion to reappoint Jo-Ellen Ellis and Will McGowan to the Beautification Commission and conduct interviews for the vacant position; seconded by Vice Mayor Spinelli, approved unanimously by voice vote, 5-0. Councilwoman O'Mahony made a motion to reappoint Jim Delia, Michael Lennon and Vic Richmond to the Civil Service Commission; seconded by Councilman Coffey, approved unanimously by voice vote, 5-0. b. Procedural Rule Regardine Abstentions CA Anderson referred to his staff report dated September 17,2001requesting Council direct staff to prepare procedural rules, including the effect of an abstention. Council directed staff to return to council at a future meeting with procedural rules, including the effect of an abstention. c. ADlrrove Lease Asreement and Resolution #110-01 with Peninsula Joint Powers Board for Property Alons California Drive This item (8a) was removed from the consent calendar and placed under "staff Reports" at the request of Councilman Coffey. DPW Bagdon referred to his staff report dated September 24,2}}l,recommending Council approve the attached monthly lease with the Peninsula Corridor Joint Powers Board (JPB), for two pieces of property along Califomia Drive. Councilman Coffey made a motion to approve Resolution #110-01 and the Lease Agreement with the Peninsula Joint Powers Board for Property along California Drive; seconded by Councilwoman Janney, approved unanimously by voice vote, 5-0. 8. CONSENT CALENDAR b. Amend Meeting Calendar to add Meeting on November 20. 2001. to canvass election returns and install Mavor/Vice Mavor CA Anderson recommended Council amend the City Council meeting calendar to set a meeting on November 20,2001to canvass election returns and install the Mayor and Vice Mayor. c. Resolution #108-01 Authorizing Asreement Amendment #1. SCADA Master plan and contract Document comparison with cvberNet consulting DPW Bagdon recommended Council approve Resolution #108-01 and the Agreement Amendment No. 1 for Professional Engineering Services with CyberNet Consulting, Inc., in the amount of $38,180. Burlingame City Council 394 October 1,2001 d. Resolution #109-01 Approvins 3-1/2 year Labor Asreement with the Teamsters Local 856 HRD Bell recommended Council approve Resolution #109-01 approving the three and one-half (3-Ll2) year labor agreement with the Teamsters Local 856. This unit represents the police dispatcher employees of the City of Burlingame. Councilwoman O'Mahony made a motion to approve items 8b through 8d of the Consent Calendar; seconded by Vice Mayor Spinelli, approved unanimously by voice vote, 5-0. 9. COUNCIL COMMITTEE REPORTS Councilwoman Janney attended the Child Care Partnership Council, CMAC meeting, Burlingame School District Strategic Planning Committee meeting, Convention and Visitor's Bureau update meeting, City and BCE golf tournament, dedication of the football field, ABAG Smart Growth Conference, Police/Fire/Lions pancake breakfast. Vice Mayor Spinelli attended the County Emergency Services Meeting, Housing Element Workshop, dedication of the football field, City golf tournament, and the Police/Fire/Lions pancake breakfast. Councilwoman O'Mahony attended the Housing Element Workshop, Police/Fire/Lions pancake breakfast, dedication of the football field, City department head's briefing of Council candidates, BCE fundraiser, ABAG Smart Growth conference, Relay for Life Walk, OLA Festival, and the San Mateo County Investment Advisory Committee meeting. Councilman Coffey attended the Chamber of Commerce Monthly Board Member meeting, Housing Element Workshop, San Mateo County Congestion Relief Alliance meeting, dedication of football field, OLA Festival, and the Police/Fire/Lions Pancake breakfast. Mayor Galligan attended the Relay for Life Walk, OLA Festival, dedication of the football field, and the City and BCE Golf Tournament. 10. OLD BUSINESS Vice Mayor Spinelli noted staff contacted Matt Meade from SFO regarding the DX6 alternative; due to the events on September 11th, he will not be available to give a presentation to Council until November. 11. NEW BUSINESS There was no new business. 12.
