HomeMy WebLinkAboutMin - CC - 2000.02.15BURLINGAME, CALIFORNIA February 15,2000 CALL TO ORDER Mayor O'Mahony called a special meeting of the Burlingame City Council to order at 5:01 p.m. on the above date in Conference Room A of City Hall. ROLL CALL MEMBERS PRESENT: JANNEY, SPINELLI, COFFEY, GALLIGAN, O,MAHONY MEMBERS ABSENT: NONE PUBLIC COMMENTS: NONE CONSIDER APPROVAL OF PURCHASE AND SALE AGREEMENT BETWEEN THE CITY AND THE DOUGHERTY CHARITABLE TRUST FOR ACOUISITION OF 1140 LAGUNA AVENUE (APN 026.192.210) AND AUTHORIZATION TO CITY MANAGER TO ACCEPT GRANT DEED FOR PROPERTY City Attorney stated that as instructed by the City Council, Mr. Nave, Special Counsel, presented an offer to the owner of the property at 1140 Laguna Avenue. The offer had a number of contingencies, which the seller agreed to by providing a declaration concerning the structure of the bids. Mr. Nave was also supplied with copies of the written bids received by the seller. The escrow time for purchasing the property is set at February 18, which is the same date to be used for the regular sale. A Resolution was presented to the City Council that would approve the Purchase and Sale Agreement, which has been signed and approved by the Seller. A Grant Deed has been drafted and submitted to the Title Company. This Resolution would also authorize the City Manager to execute the acceptance of the Deed after it is processed through the Title Company. In addition to the $615,000, there is approximately $5,000 in title fees and closing costs. Also presented to City Council was the Negative Declaration that was forwarded by the Planning Commission and their findings that this purchase would be consistent with the General Plan. Councilman Spinelli inquired whether the Broadway Streetscape would be carried around the corner to the Laguna parking lot. Since this was not in the original contract awarded for the Broadway Streetscape, this would have to be completed at a later date. Vice Mayor Galligan made a motion to purchase 1140 Laguna Avenue for $615,000, seconded by Councilwoman Janney; unanimously approved by voice vote 5-0. City Manager stated a budget had been set at $770,000 to cover the purchase of the property plus improvements, which is also stated in the Resolution. Burlingame City Council 79 February 15,2000 Vice Mayor Galligan made a motion to amend the motion to approve the purchase of the property at 1140 Laguna Avenue for $615,000 with the remaining $155,000 to be used for improvements, closing and legal costs; seconded by Councilwoman Janney; unanimously approved by voice vote 5-0. At this time, Mayor O'Mahony suggested a special meeting or closed session be scheduled regarding the purchase of 999 Howard Avenue. It was agreed that it would be added as a closed session to the agenda for the regularly scheduled Council Meeting to be held on February 23.
