Special Meeting
August 25,1999
CALL TO ORDER
A duly noticed special meeting of the Burlingame City Council was held on the above date in
the City Hall Conference Room A. The meeting was called to order at 5:03 p.m. by Mayor
Mary Janney.

REVIEW OF BIDS RECEIVED BY SAN MATEO UNTON HIGH SCHOOL DISTRICT
(SMUHSD) FOR THE EXPANDED BURLINGAME AQUATIC CENTER AT BHS
City Manager reviewed this "work in progress" and acknowledged the presence of the SMUHSD
Superintendent Tom Mohr and Business Manager Bob Arnold; he noted yesterday the district
opened one bid on the construction project for the expanded pool; assuming a net additional
construction cost of $975,000, this would require a donation of $1.2 million from the donor who
is pledging funds for an expanded pool project; the expa-nded project will require an additional
$70,000 per year in maintenance cost for the city. Bob arnold explained he met with the
contractor and they reduced some items in the project to get the costs in line, for example the
pool cover could be a fund raising project for booster club. City Manager said today the city
received a list of conditions required by the donor from the San Francisco Foundation which is
administering the donor's funds; the city attorney and the school district's attomey are reviewing
these conditions. The district has some concerns about deposit of funds before they award the
contract and the city has some concerns about guarantee by the city for a school district project.
The donor is clear about wanting public access to the pool during school hours, and the district
and city staff have worked out a feasible plan to accomplish this goal.
Mohr noted the district is not sure it is ready to award the contract at the school board meeting on
August 26,1999. They feel close to agreement but may be some things that need amendment,
may take another few days. Council commented on trinuning numbers in the contract; asked if
the 5 percent contingency is it sufficient, yes; noted almost two years ago council and school
board agreed to this project, now we have an even better project to move ahead on.
Councilwoman O'Mahony moved to approve revision of the project to a 50 meter pool subject to
district acceptance of a donation to pay additional construction costs and award of contract
changes and approving RESOLUTION 9l-1999 "Approving the First Amendment to Agreement
with the SMUHSD for development, Maintenance, Operations and Use of the Burlingame High

School Aquatic Center." Seconded by Councilman Galligan.
Council discussion; where will additional maintenance costs come from, general fund noting it is
anticipated the driving range will bring in additional funds to cover this cost; discussed shared use
of pool during school hours by organized groups, Mohr responded several lanes could be
available; noted the donor does not want to hold up the project but wants public access; Mayor
Janney noted she and staff met with donor who seemed satisfied the plans meet his desire for
public access; Mayor was very pleased with the expanded project which she desired from the
beginning when funding was not available, noted then the "angel" donor appeared with the funds;
only similar 50 meter pools are in Menlo Park and Mountain View, Mohr noted our pool will be
beautiful. City Attorney noted there will be need for council to approve the donor agreement and
may need to call another special meeting, any school district action is contingent on city approval.
The motion to approve the project was carried 4-0-1 on roll call vote, Vice Mayor Knight being
absent. It was noted that Vice Mayor Knight would need to abstain from voting because she lives
near the project site.
The Mayor asked if there were any public comments. There being none, the Mayor adjourned the
meeting at 5:25 p.m.
