CALL TO ORDER
A duly noticed special meeting of the Burlingame City Council was held on the above date in the City
Hall Council Chambers. The meeting was called to order at 7:00 p.m. by Mayor O'Mahony.

RESOLUTION 90-97 CERTIFYING RESULTS OF THE ELECTION OF NOVEMBER 4. 1997
Mayor O'Mahony announced the election resulted in the re-election of Rosalie O'Mahony and Mike
Spinelli, the election of a new council member, Joe Galligan, and the re*election of City Clerk Judy
Malfatti. Vice Mayor Spinelli moved to adopt RESOLUTION 90-97 Certifying the Results of the
Election. Seconded by Councilwoman Janney and carried unanimously.
INSTALLATION OF NEWLY ELECTED OFFICERS
The Mayor stated the Oath of Office was a purely ceremonial occasion, as the candidates already took
the Oath when they filed for candidacy. She said the ceremonial oaths would be administered to the
newly elected council members in the order of the ballot, Jackie Speier, former legislator, adminis-
tered the Oath of Office to Vice Mayor Spinelli. Newly elected Councilman Joe Galligan was given
the Oath of Office by his uncle, Robert F. Kane, former Ambassador to Ireland. Consul General of
Ireland Declan Kelly administered the Oath to Mayor O'Mahony. The newly elected council members
took their seats.
Mayor O'Mahony thanked all who helped with her campaign; especially Katie and Dennis O'Brien
and co-chairs Jim Shypertt, Maureen Lennon, and treasurer Patricia Mayer; she reflected on the past
year as mayor and all the accomplishments, noting the landfill project, the high school pool project,
the streetscape plans for the business districts and the most memorable opening of our magnificent
new Libraryl the city enjoys a wonderful staff led by our city manager and she noted the new brass
fire hydrant which was a special project of the Water Department employees; she took particular pride
in Resolution 83-96 that she introduced requesting BART be Undergrounded in Burlingame; our city
enjoys a splendid economy, led by our hotel taxes; she said serving as mayor has been an honor and
she looked forward to serving on the council for another four years.

SELECTION OF NEW MAYOR AND VICE MAYOR
Mayor O'Mahony said the time has come to install a new mayor and she nominated Vice Mayor Mike
Spinelli as mayor. Councilwoman Janney moved nominations be closed. Seconded by Knight and
carried" Spinelli was unanimously confirmed as Mayor. They exchanged seats.
Mayor Spinelli asked our new Councilman Galligan to make some comments.
Councilman Galligan thanked his uncle for swearing him in; noted everything in his life has led him to
this position; his father was city attorney of San Bruno for many years; he said Burlingame may have
some problems, but they are success problems like parking because everyone wants to shop in
Burlingame; he thanked all his campaign workers, his parents, brothers and sisters and his wife Helen
and children for their support; his kids walked some precincts for the election and every precinct they
walked he won; he recalled past Councilman Harrison's warning not to take himself too seriously; he
said he would always keep his sense of humor.
Mayor Spinelli presented a plaque to Councilwoman O'Mahony commemorating her year as mayor.
He thanked his supporters and campaign workers, his wife Ro, Councilwoman Knight and former
Councilwoman Gloria Barton; Fran Chilcote and Ruth Jacobs and his campaign treasurer Theodora
Grant-Adel; he thanked Jackie Speier for coming tonight to swear him in; the landfill is undergoing a
metamorphosis and will soon emerge as a great new park with a driving range; our retail area has
become the envy of the Peninsula; he was very proud of the streetscape plans; he said it's been an
interesting four years as council member; council has had some stofiny times but it always proved it
could sit at the same table and work together for the greater good. He said in keeping with the
tradition of rotating mayor and vice mayor positions he would nominate Councilwoman Janney as
Vice Mayor. Councilwoman Knight moved nominations be closed. Seconded by Councilman
Galligan and carried unanimously. Councilwoman Janney was confirmed as Vice Mayor.
PUBLIC COMMENTS
Stan Clark, local merchant, suggested that council consider making Parking Lot H at Ralston and El
Camino a free employee parking lot for Burlingame Avenue employees; this would give employees a
free place to park and prevent them from parking downtown in patrons parking spaces; he noted the
lot is seldom used. Council suggested this be put on the next council agenda.
Councilwoman Knight asked to put the City Selection Committee nominations on the next agenda also
and asked for council's support in her request to be appointed as "member at large" on the Transporta-
tion Authority.
ADJOURNMENT
Mayor Spinelli adjourned the meeting at 7:33 p.m. to a in the lobby.
