CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was held on the above date in the City
Hall Council Chambers. The meeting was called to order at 7:00 p.m. by Mayor O'Mahony.

MINUTES
The minutes of the Regular Meeting of November 3, 1997 were approved after an addition on page 4
to show Councilwoman Janney seconded a motion.
CEREMONIAL MATTER - PRESENTATION OF POLICE COMMENDATION TO WACEK
DENNAOUI
The Mayor announced that Wacek Dennaoui would receive a Commendation from the Police Chief
for heroism. Chief Missel related that Wacek had witnessed a hit-run auto/pedestrian accident on
California Drive and had pursued the suspect driver who fled the scene, stopped him and reasoned
with the driver to return to the scene until police arrived. In an era when many people don't want to
get involved, he was to be commended for his bravery. The audience applauded Wacek.
CEREMONIAL MATTER - PRESENTATIONS TO COTINCILMAN HARRISON UPON HIS
RETIREMENT FROM CITY COUNCIL
Mayor O'Mahony said she has had the pleasure of working with Councilman Harrison for the past
eight years on the city council. She invited a representative from Assemblyman Papan's office to
come forward and read an Assembly Resolution honoring Bud Harrison. Senator Kopp came forward
and told about his 38 years of acquaintance with Bud, starting with the Presidential campaign of John
F. Kennedy. He presented a Senate Resolution honoring Bud. A representative from Congressman
Tom Lantos' office read from the Congressional Record a statement made by Lantos and presented it
to Councilman Harrison. Supervisor Mary Griffin along with Supervisor Gordon presented a procla-
mation signed by the entire Board of Supervisors honoring Councilman Harrison. Councilman
Harrison's daughter Mary and granddaughter Mishell read a letter from President Bill Clinton and
presented the framed letter and photograph of the President with Bud. Bruce Carlton, representing
the Restaurant and Hotel Owners Association, presented a plaque thanking Bud for his support.
Carlton commented on the large number of people present who were giving up Monday night football
to honor Bud. Mayor O'Mahony read a proclamation from the mayor of the City of San Mateo. She
then presented a proclamation and gift from the Burlingame city council, the gift was a woodcut

depicting the new Burlingame Library. Council members all commented on their acquaintance with
Councilman Harrison, his service to the city and wished him well in his retirement.
Councilman Harrison recalled his years of service and thanked the citizens for giving him the
opportunity to serve; he recalled the many department heads he has worked with, many of whom
were in the audience; he said he took particular pride in instituting the exemption for sidewalk repair
costs for single-family homes, the wonderful new Fire Station and Library built during his tenure and
the new parking lots in the business districts; he looked forward to the city continuing with the
streetscape improvements and he encouraged the new council to ask Saks Fifth Avenue to contribute
$1.25 million for a new parking lot as mitigation for their project, and to ask Safeway to consider
relocating the building placement so that it backs onto Fox Plaza Lane and does not cause degradation
of Primrose Road commercial frontage. He reminded council that the role of government is to serve
the will of the people, not impose its will on the people. The large audience gave Councilman
Harrison a standing ovation.
PUBLIC HEARING - ADOPTION OF ORDINANCE 1583 AUTHORIZING THE CITY
ENGINEER TO EXTEND THE TIMES AND DAYS IN WHICH LOADING ZONES AND SHORT
TERM PARKING ZONES ARE EFFECTIVE
Director of Public Works reviewed his memo of November 12 which recommended council hold a
public hearing and adopt this ordinance. The current ordinance specifies times for yellow, white and
green zones which are effective between the hours of 8:00 a.m. to 6:00 p.m. of any day except
Sundays and holidays. This change will authorize the City Engineer to install signs for these zones
which would extend both the times and days as may be requires at a particular location, such as at the
intersection of Lorton and Burlingame Avenues. This will allow the police to provide enforcement of
these zones, thereby assisting in eliminating the parking of autos and motorcycles at times when
drivers of these vehicles are causing considerable disturbance in the surrounding area.
Mayor O'Mahony opened the public hearing. There were no comments and the hearing was closed
Councilwoman Janney moved adoption of ORDINANCE 1578. Seconded by Councilman Harrison
and carried unanimously 5-0 by voice vote.
PUBLIC COMMENTS
Karen Key presented a gift to Councilman Harrison and asked him to open it; it was a needlepoint
pillow of the Burlingame City Seal. Carol Mink mentioned that Councilman Harrison should also be
remembered for his many years of dedication as a teacher; he always encouraged his students to
attend city council and planning commission meetings. Jackie Speier, former county and state
legislator, commended Councilman Harrison for his exemplary service to the city and the county.
Vic Mangini, former council member, also commented on working with Councilman Harrison at
Burlingame High School.
COMMISSION APPLICANTS - SCHEDULE INTERVIEWS AND MAKE APPOINTMENTS
City Manager reviewed his memo of November 12 which recommended council extend the filing
deadline for Civil Service and Beautification Commissions to December 22 because of an insufficient
number of applicants. He suggested scheduling interviews prior to the December 1 council meeting
for the other open seats and making appointments at that meeting. There is only one applicant for one

opening on the Senior Commission.
Councilman Harrison moved to reappoint the incumbents, Harber, Mayer, and Simonetti, to the
Traffic Safety Parking Commission. The motion was seconded by Councilwoman Janney and carried
unanimously 5-0.
Councilman Harrison moved to appoint David Plyer to the Senior Commission. Seconded by Vice
Mayor Spinelli and carried unanimously 5-0.
Councilwoman Knight suggested continuing the deadline until December 22 for applications to the
Beautification Commission and the Civil Service Commission. Council concurred. The mayor said
appointments to the Park & Recreation Commission would be made at the December 1 meeting after
interviews by Councilwoman Janney and herself.
COUNCIL AUDIT COMMITTEE
City Manager reviewed his memo of November 7 which suggested council designate two members to
meet with the city's auditors, KPMG Peat Marwick, the City Manager and the Finance Director/
Treasurer in connection with the 1996-97 Audit and Financial Report. The City Attorney suggested
that council wait to take action until the December 1 meeting because of the unique qualifications of
our newly elected council member Joe Galligan who will be seated by then. Council concurred.
CONSENT CALENDAR
Councilman Harrison asked that item "b" be removed for a separate vote
City Attorney's memo of November 10 recommended council reject all bids. The California
Drive Interceptor Sewer Project is one of the key projects in the city. It is necessary to
upgrade the sanitary sewer system and continue compliance with RWQCB and EPA
requirements. Its construction will be extremely sensitive because it will occur in the center of
the BroadwaylCaltrainlCalifornia Drive intersections and its total cost will exceed $4 million.
The city opened bids on October 14 and the apparent low bidder was a joint venture of Darcy
& Harty and Ranger Pipelines. However four contractors promptly protested the award of the
bid because they alleged that the subcontractor listed to do the micro tunneling work was not
qualified. State law does not allow substituting another subcontractor. Therefore, staff
recommended council reject all bids and the specifications and notice inviting bids be redrafted
and require a clear statement of qualifications to do the micro tunneling work as part of the bid
submittal. Staff should be able to advertize for new bids in a few days. This will not greatly
delay the project but the award of bid may require a special meeting in December.

Public Works memo of November 10 recommended council approve this permit subject to
standard conditions.

Finance Director recommended payment of Warrants 54869 - 55294, duly audited, in the
amount of $2,470,215.49, Payroll Checks for the month of October L997 in the amount of
$ 1 ,603 , 161 .66 , and Electronic Fund Transfers for the month of October 1997 it the amount of
$342,179.26.
Councilwoman Knight moved approval of the Consent Calendar excepting item 'b. " Seconded by
Vice Mayor Spinelli and carried unanimously 5-0.
REMOVED CONSENT CALENDAR ITEM
Councilman Harrison said he would like a separate vote on this item because he had voted in
opposition to the motion to deny the project at the last meeting. Councilwoman Janney said she had
also voted in opposition.
RESOLUTION 89-97 ADOPTING FINDINGS AND REVERSING THE PLANNING
COMMISSION DECISION TO GRANT A TAKE-OUT PERMIT FOR A JUICE BAR
BUSINESS AT 1112 BURLINGAME AVENUE AND DENYING THE APPLICATION
City Attorney's memo of November 10 recommended council adopt this resolution making
findings and deny the application for a take-out permit, reflecting the 3-2 vote taken after the
public hearing on November 3, 1997.
Vice Mayor Spinelli moved approval. Seconded by Councilwoman Knight and carried 3-2 on roll call
vote, Councilman Harrison and Councilwoman Janney voting no.
COUNCIL COMMITTEE REPORTS
Vice Mayor Spinelli discussed the Airport Roundtable meeting. Councilwoman Knight attended the
Educational Summit and a JPB meeting. Councilwoman Janney also told about the Education Summit
and noted Burlingame could be proud of its "Burlingame Together" organization. Mayor O'Mahony
attended a CCAG meeting.
OLD BUSINESS
Vice Mayor Spinelli asked about the parking and storing of trucks and recreational vehicles on
California Drive and noted the ordinance would have to be changed to deal with this problem. Staff
said the TSP Commission has reviewed this issue and will report back to council.
