CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was held on the above date in the
City Hall Council Chambers. The meeting was called to order at7:30 p.m.by Mayor Knight.

The minutes of the Regular Meeting of September L8, 1995 were approved unanimously.
JURRICULUM PROJECT ABOUT BURLINGAME
Mayor Knight welcomed Betty Casey, Burlingame School District, who thanked council for the
donation oi$:OO last year to itart this history project for third grade students; she showed council
the teacher,s binder, laminated photos and maps, and videos of interviews with Burlingame seniors;
she said she received lots of contributions from the city and the historical society; eighth grade
teachers and even high school teachers have expressed an interest in the project.
PUBLIC COMMENTS - none
NIA DRIVE
City Attorney reviewed the memo of September 26 which recommended council review this permit
and take action. This permit is for a new establishment opened in March 1995 with a six month
review period. The police report indicates there were seven calls for service since March, of which
three were hazardous calls in March. The police recommend renewing the permit for another six
months. The City Attorney recommended renewing until June 1996 so the review is with the annual
amusement p".-it reviews. Subsequently staff received a letter requesting an amendment to the
permit to aliow live music on Friday and Saturday nights. Staff recommended allowing this request
with conditions that the live music with no dancing is allowed on Friday and Saturday nights until
1:00 a.m.; the sound from all music must not be heard beyond the premises; and the permit with
this and all original conditions included is subject to review based on complaint.
A representative from Burlingame Station said they opened in March and had large crowds, with
p.opt" lined up outside; customers have leveled off now and they are doing well; desire to have live
music to keep up with their competition. In response to council he said they agreed to all conditions.

Councilwoman O'Mahony moved renewal of the amusement permit with added live music with
conditions. Seconded by Councilman Harrison and carried unanimously.
BROADWAY/BURLINGAME AVENUE STREETSCAPE STEERING COMMITTEE APPOINT-
City Planner reviewed her memo of September 28 which recommended council review the list of
candidates developed by the consultant and nominate two steering committees, one for Burlingame
Avenue and one for Broadway. Each committee would work directly with the consultant; in
addition there will be two workshops for each commercial area with everyone in the city and
commercial community encouraged to attend. The consultant recommends 7 to L2 members on each
steering committee, consisting of a balanced representation of merchants, owners, residents, council
and plaruring commission; the Chamber of Commerce, Merchants Associations and BID might also
be participants. The consultants compiled a list of candidates from names mentioned in interviews
with a number of people as a place to start. It was anticipated the first steering committee meetings
would take place in October.
Council asked if the people on the list had been contacted about serving. Staff replied no. Council
agreed that Vice Mayor Pagliaro should be on each committee; Councilman Harrison nominated
Louisa Kao for Burlingame Avenue; Councilwoman O'Mahony nominated Irene Paimerou for
Broadway area; Mayor Knight nominated Sally Preston Catnozzi for Broadway.
The City Manager distributed a copy of the list of candidates to each council member who marked
or wrote in 12 or 13 people for each commercial area. The City Planner will contact these people
to determine if they can serve and bring back to council a list for a committee for each area.
REPORT ON ALAMO LANDSCAPING
City Manager reviewed the Park Director's memo of September 18 which reported on his inspection
of Alamo Car Rental at 1380 Bayshore. The fence designed to screen cars from view on Bayshore
was properly installed and the trumpet vines are growing at a rate consistent with their species. He
expected the fence to be covered within the next 18 months and would provide effective screening
before then.
Vice Mayor Pagliaro was perturbed with the report; he noted three years ago council required the
cars to be screened from view, he asked that council review this again in eighteen months.
REOUEST FOR STOP SIGN ON OAK GROVE AT CROSSWAY
Public Works Director reviewed his memo of September 26 which recommended council concur
with the commission and deny the request. On September 14 the commission considered this
request and denied it because traffic and accidents do not warrant a stop sign.
Councilman Harrison moved to deny the request for stop signs. Seconded by Councilman Spinelli
and carried unanimously. Mayor Knight asked the speed trailer be placed on Oak Grove at
Crossway.

REPORT ON NEW PERMIT REOUIREMENTS FOR THE WASTEWATER TREATMENT
PLANT
Public Works Director reviewed his memo of September 27. State and Federal regulations require
wastewater treatment plants to obtain a discharge permit every five years. Our permit expired in
July and the new permit shows relaxed requirements in some areas and stricter requirements in
others. The plant has performed well and met all requirements in the past and the tighter require-
ments do not pose a problem. The new permit also requires a special study on certain toxic
pollutants and the plant will do this. The permit not only outlines discharge limits for the plant, but
also has several requirements pertaining to the collection system. These requirements are to limit
overflows from our collection system that eventually end up in the bay. During wet years we have
several areas that periodically overflow, such as the manhole at the corner of El Camino and
Hillside. The permit requires we take corrective action to prevent this. This project was awarded
at the last council meeting and should be complete by December. The second requirement of the
permit is construction of a major interceptor from the main pump station on Rollins to Rosedale and
California. The interceptor will carry flows north of Broadway and west of the railroad directly to
the main pump station at a depth that will lower the flow levels in existing mains. The permit
requires a report to be filed by January l, 1996 listing milestones to be met in order to complete the
construction by June l, 1999. Preliminary estimates for the interceptor are in the range of $3 to
$3.5 million. These funds will have to be budgeted in the next three fiscal years, currently the
sewer fund does not have funds available and the existing sewer rates will not raise this amount.
Mayor Knight asked how this might affect our landfill project and the library reconstruction project
City Manager explained sewer work can be financed by rate increases.
COMMISSIONER TERM EXPIRATIONS
Councilman Harrison moved to set November 27 as deadline. Seconded by Councilwoman
O'Mahony and carried unanimously.
CONSENT CALENDAR
CHANGE SHARED EMPLOYEE STATUS FROM TEMPORARY PART-TIME TO
PERMANENT PART-TIME
Finance Director's memo of September 20 recommended council approve converting one
temporary part-time account clerk to permanent part-time; this position is shared by Police
and Finance. The cost of added benefits for the remainder of the year is $5,800.
APPROVE PLACEMENT OF TEMPORARY SIGN AT RECREATION CENTER FOR
THE BCE ANNUAL FUND RAISING DRIVE
City Manager recofirmended council allow the Burlingame Community for Education
Foundation (BCE) to place a sign in front of the Recreation Center denoting progress of their
fund raising drive. Dimensions and specifications would be the same as the sign installed
last year, it would be installed in mid-October and removed in mid-November.

City Manager's memo of September 25listed 11 term expirations on various commissions,
Beautification, Park and Recreation, Traffic Safety Parking, Civil Service and Senior Commissions.
He recommended council set November 27 as the deadline for accepting applications.

Councilman Harrison moved approval of the Consent Calendar. Seconded by Councilwoman
O'Mahony and carried unanimously.
COUNCIL COMMITTEE REPORTS
Mayor Knight reported on a meeting with BART representatives about the new Supplemental
DEIR/DEIS for the revised aerial route into the airport including a suflrmary of changes this would
cause to the portion of the project in Burlingame. There was a lengthy discussion.
OLD BUSINESS - none.
NEW BUSINESS
Vice Mayor Pagliaro called up for review the Planning Commission action on 177 California, a
conditional use permit for snack sales at a gas station. Hearing will be October 16.
Councilman Harrison presented a letter of resignation from Senior Commissioner Jim Hamrock. He
mentioned that Karen Key had taken a fall and was hospitalized. He also told about possible funds
available for bikeways to complete the section on the bayfront; Councilwoman O'Mahony had also
received calls about this.

Mayor Knight commented she sympathized with Oribe. Councilman Spinelli told about two Caltrain
workers using leaf-blowers early on Sunday morning in commercially zoned land across from
residentially zoned land.
ADJOURNMENT IN MEMORY OF H. JEROME COLEMAN AND RAY WHELAN
Mayor Knight noted with sadness the death of the City Attorney's father, H. Jerome Coleman.
Councilwoman O'Mahony said long-time resident Ray Whelan had also passed away. After a
moment of silence, the meeting was adjourned in their memory at 8:23 p.m.
