The regular meeting of the Burlingame Planning Commission was called
to order at 7:55 P. M., by Chairman Roy Henderson, on the above date.
The minutes of the regular meeting of November 22, 1954, were approv-
ed as written.
FIRST ORDER OF BUSINESS:
Application was made by Mr. R. A. Anderson, owner, for re -subdivision
of Lots 4 and 5. Bloch 52, Easton Addition #5, more commonly known as
1517 Balboa Avenue.
Director of Public Works, Geo. Marr, wrote the Planning Commission
that in the event the re -subdivision is approved, it will be necess-
ary for the owner to have recorded the five foot easement along the
existing sanitary sewer.
Mr. Anderson spoke on his own behalf, stating he had obtained estim-
ates on moving the present house, which would be in excess of $500.
for moving the house, replumbing, etc.
Planning Consultant Mann suggested that the easement for the sewer be
dedicated and recorded as it is not recorded at the present time.
Planning Commissioner Mattock made a motion that the re -subdivision
be approved and the owner required to have the five foot easement ddd-
icated and recorded, which was unanimously carried.
SECOND ORDER OF BUSINESS:
Donald G. Roberts has made application for a re -subdivision of Parcel
#52, Easton Industrial, thereby establishing a lot 751 x 100' on
Marsten Road.
After a discussion, a motion was made that the re -subdivision be allow-
ed. All Commissioners voted in favor of the re -subdivision.

Block #6. This application for subdivision is only to allow the pur-
chase of one parcel. A subdivision map will be submitted. Planning
Consultant Mann stated that property cannot be sold without a record-
ed map.
Planning Commissioner Martin asked City Attorney Karmel, if once this
map is recorded would it have to come before the Commission again.
Planning Commissioner Martin firmly believes that a representative of
the Atlantic Life Insurance Company should come,'before the study meet-
ing just as any other property owner.
Planning Commissioner Mitchell made a motion for approval of the map,
which was seconded and carried by the following vote:

COMMUNICATIONS:
First Church of Christ, Scientist,-1449 Oak Grove Avenue, Burlingame,
submitted proposed parking plan which provides 81 for each automobile
- 28 spaces.
The City Ordinance requires 144 square feet, one space for each 15
seats in a Church. A motion was made that this parking plan be ap-
proved, seconded and unanimously carried.
A letter was received from the Cunningham Canvas Company, �42 El
Camino Real, San Carlos. Mr. Gordon McLeod, representing the firm,
stated that his firm believes a change should be made in the current
building code regarding awnings over City sidewalks to provide for
modern type installations of awnings on commercial buildings.
This will be studied by the Commission, under Signs, Marquees, Awn-
ings, Etc.
Planning Commissioner Simonds made a motion that Mr. McLeod be notif-
ied that this matter will be studied and will welcome any suggestions
in connection with awnings. The motion was seconded and unanimously
carried.
UNFINISHED BUSINESS:
The application for variance for the operation of a boarding house
by Mrs. Marian Hoonan, the Lessee of the premises located at 901-907
Burlingame Avenue.
Planning Commissioners Simonds, Mattock and Henderson visited the
property and found everything in very good order and recommended
that the application should be granted with certain restrictions,
such as no use of Signs, and thgt•.th� application be granted to
Mrs. Hoonan only.
THIRD ORDER OF BUSINESS:
Leo Kriloff, Block 57, Lot 12, Easton Addition, made application for
re -subdivision. Mr. Kriloff intends to purchase property along tack-
ling Drive in the City of Hillsborough in order to have access to the
southerly portion of Lot 12.
Planning Consultant Mann indicated that the above re -subdivision
could be allowed under certain circumstances. The Commission should
be required to have actual commitments, some documents should be pre-
sented before the Commission of the actual purchase, etc., before ap-
plication is granted. These matters should be conditions of the re -
subdivision, and Mr. Marr should be instructed not to sign the map
until it is in order regarding water and access.'
Commissioner Martin made a motion that we accept the application with
the stipulation that the Commission have written evidence that the
owner can have access and water; subject to the approval of Mr. Marr.
Seconded by Commissioner Mattock and unanimously carried.
FOURTH ORDER OF BUSINESS:
Mrs. H. Furrer, submitted application for re -subdivision of Lot 5,
Block 54, Easton Addition #5, thereby subdividing into .two lots.
This has been checked by the City Engineer's Office and all found
to be satisfactory.
Mr. Marr wrote to Mrs. Furrer requesting that a five foot sewer
easement be recorded with the City of Burlingame.
Planning Commissioner Simonds made a motion that the re -subdivision
be granted with the stipulation that the easement as outlined by
Director of Public Works George Marr be certified. Motion was second-
ed and unanimously carried.
FIFTH ORDER OF BUSINESS:
Atlantic Life Insurance Company requested and made application for
subdivision of two blocks, Mills Estate #3• Inasmuch as the Atlantic
Life Insurance Company is owner of property contiguous to the prop-
erty, a telegram was received from Chas. H. Church, Attorney for At-
lantic Life Insurance Company, waiving its right to be*notified of
hearing.
Mr. Brett stated that five acres out of the 16•acres, will leave 11
acres for further subdivision. They have a buyer who is going to
make quite an investment in excess of $600,000: in two office build-
ings and they are ready to consumate the purchase right now with the
understanding the purchase would be completed by the end of the year.
Action will be taken on Block 7, first.
Planning Commissioner Martin firmly stated the application should
first come before the study meeting. If one party is permitted to
forego the study meeting, others will ask for the privilege.
Planning Commissioner Mattock made a motion that the re -subdivision
of Block 7, be an proved, seconded by Commissioner Diederichsen and
carried by the following vote:

Commissioner Diederichson, who also visited the boarding house, also
suggested a periodical inspection by our Building Inspector and the
Fire Chief.
Planning Commissioner Mattock made a motion that Mrs. Hoonan be grant-
ed a variance for her use only, provided that no signs be used on the
building, and that an inspection be made once a year by the Building
Inspector and the Fire Department. The motion was seconded and all
Commissioners voted in favor of granting the Variance.
HEARINGS:
A tentative map of the Millsdale Industrial Park was submitted which
modifies the former map and makes for a more workable plan for selling
the land. A final map will be submitted later. It was suggested by
Rlanning Consultant Mann that another thhough street should be includ-
ed on the map.
Planning Commissioner Martin made a motion that the tentative map be
approved with the stipulation that Lots 1 through 18, Block 6, be
made 100 feet instead of 60 feet as shown. All Commissioners voted
in favor of this tentative map.
Application for reclassification of Lots 14-24, Block 3, and Lots
3-4-5-6-7-0-9-11._& 12, Block 4, Easton Addition #i,.Subdivision, be
re-classified from R-2, second residential, to R-3, third residen-
r tial (Multi -family)
Mr. Peterson, 1104 Paloma Avenue, believes the zoning should go
back to the R-3 zone. Mr. Loomen, 1106 Laguna Avenue, would like
to see it go back to Multiple zoning.
Planning Consultant Mann stated this change in zoning does not
affect any other area but the Paloma Avenue lots.
Planning Commissioner Diederichsen made a motion that the property
requested in the application be granted the reclassification from
R-2 to R-3 zone. The motion was seconded and unanimously carried.
Planning Commissioner Mattock made a motion that the three lots re-
maining R-2 in the same block, namely lots 10-13-14, be reclassi-
fied to R-3, with a public hearing set for the next regular meeting
of the City Council, January 17, 1955• The motion was seconded and
unanimously carried.
Amendments to Zoning Ordinance to Section 1926'by adding a new
paragraph to sub -section "A" to read as follows:
4. Office of physicians, surgeons, dentists, chiropractors,
drugless practitioners, and members of similar occupations,
when operated in conjunction with their respective dwell-
ings.
Thus repealing paragraph #3 of sub -section "B" of Section 1928.
Planning Commissioner Henderson believes it would be best to keep
these types of offices out of the residential areas.

Planning Commissioner Stivers stated he was of the opinion the Supreme
Court had taken action which made it permis sable to practice in their
own homes.
Planning Commissioner Martin made a motion that this matter be put
over to the next regular meeting of the Planning Commission in Jan-
uary. Motion was seconded and passed unanimously.
RECLASSIFICATION OF UNCLASSIFIED LANDS:
A motion was made by Planning Commissioner Simonds that the area that
is known as the Peninsula Hospital sight be classified as C-3, second-
ed and unanimously carried.
A motion was made that all of the unclassified land east of the Bay -
shore including tidelands, be classified as M-1, seconded and unan-
imously carried.
SUGGESTIONS and COMMENTS:
Commissioner Mitchell brought before the Planning Commission the
city ouned tidelands as a park area. The Planning Commission recom-
mended that the City set aside funds to develop the portion of tide-
lands for park area. It was suggested the Planning Commission write
a letter to. the new Park Commission advising them of the proposed
plan and.seeking their co-operation.
Planning Commissioner Mitchell suggested that the property should be
dedicated so that it will be used for a park, and he stated that it
would not cost anything to have it do -dedicated.
A motion was made that a joint meeting be held with the City Council,
Planning Commission and the Park Commission, to go over the plans
suggested by Planning Commissioner Mitchell for a park area. The
motion was seconded and unanimously carried.
NEW BUSINESS:
Re the unfinished building on the property of Al Marion, at Paloma
and Mills Avenues, Planning Consultant Mann suggested that the Plan-
ning Commission invite the owner to attend the next study meeting of
the Planning Commission to discuss the matter and requesting that all
material should be brought to the meeting for discussion.
There being no further business the meeting adjourned at 10:45 P. M.
