RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPOINTING
BARBARA A. DILLON AS AN INTERIM EMPLOYEE UNDER CALIFORNIA GOVERNMENT
CODE SECTION 21221(h)
WHEREAS, the City's Human Resources Director retired at the end of December 2016,
and the City is currently conducting a recruitment to fill the position; and
WHEREAS, in order to ensure that the Human Resources Department is fully staffed
during this transitional period, estimated to last until mid-February, the City Manager would like
to appoint Barbara A. Dillon as an Interim Employee in a manner consistent with the Public
Employees' Pension Reform Act. (California Government Code Section 21221(h)); and
WHEREAS, under California Government Code Section 21221(h), a CaIPERS retiree
may serve without reinstatement to the CaIPERS system when the services of a retiree
possessing specialized skills are needed during recruitment for a permanent appointment; and
WHEREAS, the compensation for the appointment of a retiree shall not exceed the
maximum monthly base salary paid to other employees performing comparable duties as listed
on a publicly available pay schedule for the vacant position divided by 173.333 to equal an
hourly rate; and
WHEREAS, a retired annuitant appointed to a vacant position pursuant to Section
21221(h) shall not receive any benefits, incentives, compensation in lieu of benefits, or any
other forms of compensation in addition to the hourly pay rate; and
WHEREAS, Ms. Barbara A. Dillon served 15 years as the Human Resources Director
for the City of Fairfield, retiring from that position in 2012, and is currently a Human Resources
consultant who has assisted other cities as an interim Human Resources Director; and
WHEREAS, Ms. Dillon has more than 25 years of experience in labor/employee
relations, recruitment and selection, compensation and pay, risk management,
organization/employee development, and benefits administration; and
WHEREAS, the annual salary range for the Human Resources Director in the City of
Burlingame is $150,637 to $183,533, and Ms. Dillon will be paid an hourly rate of $88.24, which
is within the salary range.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BURLINGAME RESOLVES AS
FOLLOWS:
The City Manager is authorized to appoint Barbara A. Dillon as an Interim Employee under
California Government Code Section 21221(h).

foregoing Resolution was introduced at a regular meeting of the City Council held on the V day of
January, 2017, and was adopted thereafter by the following vote:
