At the suggestion of the Connlssion they agreedto neet among themselves 1n an endeavor to flnd a solutlon At aspeclal meeting held on March 14, 1940, however, they reportedlnabi11ty to solve the problern and left the natter to thediscretlon of the Commission for dlsposltlon.
