was held on the above given date. The neeting was called together
at B!00 P.M., Mayor Viard in the Chai.r.
Councllnen Buck, Eives, Hunt, McDonalo & Ylard answered ro11 ea1l.
Absent: Councllmen, none.
'The mlnutes of the prevlous sesslon of March 20, 1939 were
approved as submltted to ttre Council, the readlng of same belng
dlspensed with.
The tA1111an Palmer Danclng Aca.demy sollclted a donatlon of $60.00to repeat a. Mothersr day festlval ln Washington Park for Sunde.y
Mary ?th, this belng an annual custom. 0n notlon by Councllman
McDonald, $60.00 was voted.

delegates Eanz1lk, Abbott and llalght was subnltted. It was unani, -
nously voted to wrlte the Councll expresslng appreelatlon of the
attltude of the connlttee and the approval of plan of actlon, also
pledglng their support and fullest cooperatlon. The conmunlcatlon
was ordered fIled.
A l-etter rvas read frorn the San Mateo County Bulldlng Trades Council
expresslng opposltlon to Vi.P.A. developneat of recreatlon, parlcs and
other proJects lnvolvlng work of the bu11d1ng and construetlon
lndustry. Mayor l/lard, 1n answer, belleved there was a nl sunderstandlng
as the Councll was consldering no constructlon proJect. The proposed
proJect lre polnted out n,as only a recreational supervlslon program.
If constructlon was rea11y planned It would be done urder sone other
method. The communlcatlon vras ordered fi1ed.
Police Chief Harper requested Trafflc Orrllnance No. 219 be amendeci by
Resofution as follows: --that Oak Grove Avenue at Bayshore Bouleva.rd be made an arterlal
stop.that a eertain part of the east side cf Chula Vlsta Avenue south
of Broadnay be decla.red witirin the one hour pi,rklng dlstrlct.
The matter was referred to Attorney Davls for Resolutlon.
On lootlon by Councllnan Buck and seconded by Councllman McDonald, an
appllcatlon was orderecl nade to the U.P.A. as set forth at a previous
meetlng for a recreatlonal progran ln consonance wlth the applicatlon
of the WIP.A. to do certaln work enbodied 1n sald appllcatlon.

been working regularly for the Clty slnce March 14, 1938.
Superlntendent Schuck stated the facts as submltted were correct
and reconnended that Blumerts appolntment be offlelally confirmed.It was so orclered. Councllman llives ralsed the potnt that theCouncll be notlfled by heads of departments yrhen ernployees are
