Special Meeting of December 13,2006
1. CALL TO ORDER
A duly noticed special meeting of the Burlingame City Council was held on the above date in the Lane
Community Room at the Main Library. Mayor Terry Nagel called the meeting to order at 7:08 p.m.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
Led by Albert Guibara.

NEW BUSINESS
I. REMOVAL OF TREE IN FRONT OF EASTON BRANCH LIBRARY
Mayor Nagel announced that there will be a public hearing on the removal of the tree in front of the Easton
Branch Library on Tuesday, January 16,2007 . She requested expansion of public noticing by issuing a press
release, posting street signs by Public Works and including a notice in the City's e-Newsletter.
b. PLANNING COMMISSION APPEAL HEARING DATE ON 3 RIO COURT
CC Mortensen said three letters from neighbors of 3 Rio Court had been received each requesting Council to
postpone the appeal hearing date of January 2, 2007 . One neighbor requested changing the date to January 15
and one requested a date after January 17,2007 .
Council agreed to change the hearing date to Monday, February 5,2007.
4. PUBLIC COMMENTS
The following citizens spoke on the Easton Branch Library tree: Mike Dillon, 1715 Easton Drive; Jennifer
Pfaff, 615 Bayswater Avenue; Joanne Garrison, 2905 Adeline Drive; Diane Condon Wirgler, 1536 Cypress;
Sue Fuller, 2210 Poppy Drive; and. Jean Silveira, 2331 Poppy Drive, spoke on the Centennial monument.
George Chavez,1860 El Camino Real; Dan Andersen, 728 Vemon Way; Pat Giorni, 1445 Balboa Avenue,
and Mario Muzzi,1766El Camino Real, spoke on the proposed El Camino North ZoningDistrict. Albert
Guibara, 1400 Rollins Road, requested a study session on the Animal Shelter. Kevin Guibara, 1400 Rollins
Road, spoke on City documents he is reviewing as they pertain to the proposed El Camino North Zoning

District and the SPCA application. Jim Rowe, ll25 Killamey Lane, spoke on several issues. There were no
further comments from the floor.
5. CONSENT CALENDAR
Vice Mayor O'Mahony requested removal of Item a. from the Consent Calendar for further discussion; and
Councilman Cohen requested removal of Item c. from the Consent Calendar for further discussion.
b.ADOPTION OF RESOLUTION NO. 96-2006 APPROVING SALARY AND BENEFIT
CHANGES FOR IAFF LOCAL 2400. FIRE ADMINIS
ASSOCIATION OF MIDDLE MANAGERS GAMM). AND DEPARTMENT HEADS AND
UNREPRESENTED EMPLOYEES
HRD Dolan requested Council to approve salary and benefit changes for IAFF Local 2400, Fire
Admini strators, BAMM, Department Heads and Unrepres ented employees.
Councilwoman Baylock made a motion to approve Resolution No. 96-2006 approving changes to the Memo
of Understanding for IAFF Local 2400, Fire Administrators, BAMM, Department Heads and Unrepresented
employees; seconded by Councilwoman Keighran. The motion was approved unanimously by voice vote,
5-0.
a.DECLARING ELECTION RESULTS OF NOVEMBER 7. 2006 ELECTION
Vice Mayor O'Mahony congratulated all who had worked to promote Measure H and shared her analysis of
Burlingame precincts' vote results as provided in San Mateo County's Statement of the Vote.
Vice Mayor O'Mahony made a motion to approve Resolution No. 95-2006 declaring the results of the
Special Municipal Election held on November 7,2006; seconded by Councilwoman Baylock. The motion
was approved unanimously by voice vote, 5-0.
c. APPROVAL TO AWARD A SOLE SOURCE CONTRACT TO ROSS RECREATION FOR
IMPROVEMENTS TO VILLAGE PARK PLAYGROUND
Councilman Cohen asked about the resurfacing project for this site. P&RD Schwartz advised that the
resurfacing project would be a separate project and would be submitted to Council for approval at a later
date.
Councilman Cohen made a motion to approve Resolution No. 97-2006 authorizing the Parks & Recreation
Director to negotiate and execute a contract with Ross Recreation to install safety and ADA improvements to
the Village Park Playground; seconded by Councilwoman Keighran. The motion was approved unanimously
by voice vote, 5-0.
6. ADJOURNMENT TO STUDY SESSION
Mayor Nagel adjourned to Study Session at 7:50 p.m.

A. REVIEW OF EL CAMINO NORTH ZONING DISTRI REGULATIONS AND
PROPOSED CLARIFICATION TO THE EL CAMINO NORTH GATEWAY SUBAREA OF
THE NORTH INGAME/ROLLINS ROAD C PLAN
CP Monroe reviewed the proposed provisions of the new zoning with Council

were no further comments from the floor.
b STUDY SESSION O FINANCIAL OPTIONS FOR CAPITA IMPROVEMENTS
CM Nantell discussed with Council financial options for needed capital improvements that are currently
unfunded.
The following citizens spoke on this item: Pat Giomi, 1445 Balboa Avenue; John Root, 728 Crossway Road;
and Stephen Hamilton, 105 Crescent Avenue. There were no further comments from the floor.
7. ADJOURNMENT
Mayor Nagel adjourned the Study Session at 10: 15 p.m.
