ORDINANCE N0. 1064
ESTABLISHING WASTE WATER COLLECTION
AND CHARGES
The CITY COUNCIL of the City of Burlingame, does hereby ORDAIN as
Section 1. Section 15.08.060 of the Burlingame Municipal Code is
hereby amended to read as follows:
"15.08.060 Sewer Rental - Definitions.
As used in Sections 15.08.070 through 15.03.011, the following
words shall have the meanings given in this section:
(a) 'Person' means and includes individuals, partnerships,
associations and corporations.
(b) 'Sewage' is defined as water or a combination of water and
waterborne wastes conducted from residences, commercial
buildings and institutions and which is known as domestic
sewage; also the liquid or water carried waste resulting
from commercial manufacturing or industrial operation or
process, which water or waterborne wastes enter the system
of sewerage, or any part thereof, of the City from any
premises having a connection therewith or thereto.
(c) 'Premises' refers to and includes a lot, parcel of land,
building or establishment.
(d) 'Industrial' means any user as defined in that publication
titled, 'Revenue Program Guidelines for Waste Water Agencies'
published by California State Water Resources Control Board,
1974, Article 3, Section 4, or as said publication may be
amended, which user consumes more than one point five (1.5)
million gallons of water per month."
Section 2. Section 15,08.070 of said Code is hereby amended to read

"15.08.070 Sewer Rental Service Cha
Every person whose premises in the City are served by a
connection with the system of sewerage of the City, whereby the
sewerage
or industrial
wastes or either or both are disposed of
by the City,
shall pay
a monthly sewer charge
based upon the
quantity
of metered water
per month as set
forth in the following
rate schedule,
whether
such water is derived
from a source other
than City
water supply
or all or any part
of such water is
Furnished
to the premises
without charges:
(1) Industrial
$250 per
million gallons effluent.
(Effluent
shall be based on 75%
of water
consumed or on actual
effluent
flow as measured by an
approved
meter.
$ 66 per
1,000 pounds of BOD
$ 76 per
solids.
1,000 pounds of suspended
(2) Residential (per dwelling
unit)
(3) Restaurants, cocktail
lounges, caterers, other
commercial food processing
(4) Combination hotel/restau-

water consumption.

Section 3. Section 15.08.080 of said Code is hereby amended to
read as follows:
"15.08.080 Sewer Rental Outside Premises.
Every person whose premises outside of the City are served by
a connection with the system of sewerage of the City shall pay a
monthly sewer rental charge based on the quantity of metered water
used per month in or upon said premises of $0.45 per thousand gallons
of water so measured."
Section 4. Section 15.08.090 of said Code is hereby amended to
read as follows:
"15.03.090 Sewer Rental - Industrial Sampling.
Every premises determined to be within the industrial class

shall provide a facility for the sampling of its effluent at
a location approved by the City Engineer."
Section 5. Section 15.08.010 of said Code is hereby added
to read as follows:
"15 08 O10 Sewer Rental - Charges Payable Bi -Monthly.
The sewer rental herein specified shall be charged, collected
and enforced in the same manner, at the time and by the same
persons as are the charges for water furnished by the City, and
the amount thereof shall be included in the total amount due for
water. All provisions of this code applicable to the charge,
collection and enforcement of rates for water furnished by the
City are made applicable to the provisions of Sections 15.08.060
through 15.08.011."
Section 6. Section 15.08.011 of said Code is hereby added to
read as follows:
"5.08.011 Sewer Rental - Fund.
All moneys received from the collection of the sewer rental
charges as authorized shall be deposited with the City Treasurer
evho shall keep a separate and distinct fund and account to be
known as 'The sewer rental fund.' This fund shall be used,
when appropriated by the Council, for the management, maintenance,
operation and repair of the sewage system, sewage pumping, treat-
ment and disposal works and for the planning, extension and
elargement of said works."
Section 7. This ordinance shall be effective July 1, 1976, and
shall be published as required by law.

hereby certify that the foregoing ordinance was introduced at a regular
meeting of the City Council held on the I7thday of February 1976,
and adopted thereafter at a regular meeting of the City Council held on the
1st day of March 1976.
