URGENCY ORDINANCE ESTABLISHING
WASTE WATER COLLECTION RATES AND CHARGES
The CITY COUNCIL of the City of Burlingame, does ORDAIN as follows:
Section 1. Section 15.08.070 of the Burlingame Municipal Code is
hereby amended to read as follows:
"15.08.070 Sewer Rental Service Charges.
Every person whose premises in the City are served by a
connection with the system of sewerage of the City, whereby the
sewerage or industrial wastes or either or both are disposed of by
the City, shall pay a monthly sewer charge based upon the quantity
of metered water per month as set forth in the following rate schedule,
whether such water is derived from a source other than City water
supply or all or any part of such water is furnished to the premises
without charges:
(1)
Industrial
.$250 per million gallons effluent.
(Effluent shall be based on 75% of
water consumed or on actual effluent
flow as measured by an approved meter.)
$62 per 1,000 pounds of BOD.
$57 per 1,000 pounds of suspended
solids.
(2)
Residential
$0.36 per thousand gallons of water
(per dwelling
unit)
consumption.
(3)
Restaurants,
cocktail
$1.17 per thousand gallons of
lounges, caterers,
other
water consumption,
commercial
food process-
ing
(4)
Other commercial
$0.40 per thousand gallons of water
consumption."
Section 2,
Section 15.08.080
of said Code is hereby amended to
read as follows:
"15.08.080 Sewer Rental Outside Premises.
Every person whose premises outside of the City are served by
a connection with the system of sewerage of the City shall pay a

monthly sewer rental charge based on the quantity of metered water
used per month in or upon said premises of $0.53 per thousand
gallons of water so measured."
Section 3. Urgency.
It is hereby declared that this ordinance is an ordinance for the
immediate preservation of the public peace, safety, health and welfare and
is an emergency measure as provided by law, and shall take effect on August 1,
1977.
The facts constituting such urgency are as follows: This City's
sewerage rates are based upon water usage, and the volume of water has been
drastically reduced by the conservation measures of the community. The result
is substantially decreased income for the operation of sewage treatment
facilities, thereby endangering both the safe operation of such facilities and
other necessary programs which might have to be curtailed to provide sewage
treatment resources.
Section 4. This ordinance shall be published as required by law.

certify that the foregoing Urgency Ordinance was introduced and adopted at a
lar meeting of the City Council held on the 18th day of July, 1977, by
the following vote:
