ORDINANCE AS2ENDING TITLE 13 OF THE
BURLINGAME MUNICIPAL CODE CONCERN-
ING VEHICLES AND TRAFFIC, MAKING
TECHNICAL CHANGES
The CITY COUNCIL of the City of Burlingame does ORDAIN
as follows:
Section 1. Section 13;08.015 is hereby added to the
Burlingame Municipal Code to read as follows:
°'13.08.015 Authority of Parking
Enforcement Officers
Parking enforcement officers shall have the author-
ity to issue notices to appear for the violation of any
section of this title or the Vehicle Code governing the
standing or parking of vehicles."
Section 2. Section 13.16.120 is hereby added to
the Burlingame Municipal Code to read as follows:
"13.16.120 U -Turn Restrictions
No vehicle in the central traffic district shall
be turned so as to proceed in the opposite direction
except at intersections; provided, however, that no
such turn, or U-turn, shall be made at the intersection
of the following streets:
(a) Burlingame Avenue and Primrose Road
(b) Burlingarme Avenue and Park Road
(c) Burlingame Avenue and Lorton Avenue
(d) Burlingame Avenue and California Drive
(e) Broadway and Capuchino Avenue
(f) Broadway and Paloma Avenue
(g) Broadway and Laguna Avenue"

Section 3. Section 13.32.070 of said Code is hereby
amended to read:
"13.32.070 Parking Pdiacent to Schools
(a) The City 1ngineer is hereby authorized to erect
signs indicating no parking upon that side of any street
adjacent to any school property when such parking would,
in his opinion, interfere with traffic or create a
hazardous situation.
(b) T��zen official signs are erected prohibiting
parking upon that side of a street adjacent to any school
property, no person shall park a vehicle in any such
designated place."
Section 4. Section 13.32.080 of said Code is hereby
amended to read as follows;
"13.32.080 Overnight Parking
(a) Permit required. It is unlawful for the owner
or driver of any vehicle to park such vehicle upon any
street or alley in the city between the hours of 2:00
a.m. and 6:00 a.m, without a permit therefor.
(b) Issuance of permit. In cases of hardship where
the owners of vehicles cannot. obtain suitable storage or
parking facilities, permits for parking between 2:00 a.m.
and 6:00 a.m. may be issued by the chief of police. The
application for a permit shall be signed by the applicant,
shall state the make, model and license number of the
vehicle and shall contain a statement of the necessity
and reasons for the permit. If, upon investigation, it
is found that the necessity exists therefor and that the
applicant has no reasonable means for night storage of
the vehicle during the above stated hours, the chief of
police shall issue the permit for an annual or semi-annual

period, as the
applicant
may request, based upon a
calendar
year.
The fee
for such permit shall be four
dollars ($4.00)
payable
annually in advance, or two
dollars ($2.00)
payable
semi-annually in advance, to
the chief
of police.
The Hermit shall not be transferable and shall be
displayed on the left side window to the rear of the driver
of the vehicle for which it is issued at all times during
which the vehicle is parked upon the street between the
hours of 2:00 a.m. and 6:00 a.m. The chief of police
shall revoke the permit when the necessity under which it
was issued and the reasons therefor cease to exist, or
may renew such permit if the hardship still exists.
(c) Exemptions. The provisions of this section
shall not apply to a commercial vehicle of any regularly
licensed business in a commercial or .industrial zone or
to public utility vehicles while on service or emergency
calls, or to vehicles of any regularly licensed physician
when actually engaged in making professional calls."
Section 5. Section 13.32.170 is added to said Code
to read as follows:
"13.32.170 Vehicles of Excessive Length
No
vehicles, including trucks, tractors, trailers,
camping vehicles or combination thereof which exceed
twenty (20) feet in overall length shall be parked at
any time upon a public municipal parking lot or in a
diagonal street parking space. This prohibition shall
not apply to trucks or delivery vehicles which are stopped
or parked temporarily for loading or unoading merchandise
and materials.."

Section 6. Section 13.36.043 of said Code is hereby

to read as follows:
"13.36.049 D2oving Vehicles in Municipal Parking Lots
It is unlawful for any person to move a vehicle
within a municipal parking lot so that it remains therein
for a period of time in violation of Section 13.36.050
hereof. Any vehicle observed at two or more parking
spaces within such period of time and having an observed
odometer change of less than 1/10 mile, shall be presumed
to have remained within said lot. A Vehicle parked with
the odometer obscured from view from without the vehicle
shall be presumed to have remained stationary."
Section 8. Section 13.36.050 of said Code is amended
to read as follows:
"13.36.050 Municipal Parking Lots
It is unlawful for any person to park any vehicle
on any property owned, possessed, or maintained by the
city as a public municipal parking lot for a period of
time longer than may be fixed and determined by resolution
or ordinance of the city council.
No such ordinance or resolution shall become effective
prior to the installation of appropriate signs giving
notice of the provisions of such resolution or ordinance."
Section 9. Section 1'4 065
of said Code is amended
to read as follows:
"13.36.065 Parking of Commercial Vehicles
Prohibited in Residential Districts
(a) No person shall park or leave standing on any
streetI
or portion thereof, or upon private property in
a residential district, a commercial vehicle having a

manufacturer's gross vehicle weight rating of ten thou-
sand (10,000) pounds or more.
(b) This ordinance shall not apply to a commercial
vehicle parking or standing while making pick-ups or
deliveries of goods, wares, or merchandise, or for the
purpose of delivering materials to be used in the actual
and bona fide landscaping, grading, repair, alteration,
remodeling or construction of any building or structure
for which a building permit has been obtained.
(c) This ordinance shall not apply to parking upon
private property of such vehicles by a licensed contractor,
or of one such vehicle by an owner -builder, for a period
not to exceed thirty (30) continuous days, when such
vehicle or vehicles are used during the course of land-
scaping, grading, repair, alteration, remodeling or con-
struction of any building or structure upon such property
for which a building permit has been obtained."
Section 10. Section 13.38.010 of said Code is amended
to read as follows:
"13.38.010 Authoritv to Establish Loading Zones
(a) The City Engineer is hereby authorized to
determine and to mark freight zones and passenger load-
ing zones as follows:
1. At any place in the central traffic district
or any business or commercial district.
2. Elsewhere in front of the entrance to any place
of business or in front of any hall or place
used for the purpose of public assembly.
(b) In no event shall more than one-half of the total
curb length in any block be reserved for loading zone
purposes."

Section 11. Section 13.38.020 of said Code is amended
to read as follows:
"13.38.020 Curb Markings to Tndicate
Stopping and Parking Regulations
The City Engineer is hereby authorized, subject to
the provisions and limitations of this title, to place,
and when required herein shall place, the following curb
markings to indicate parking or standing regulations,
and said curb markings shall have the meanings as herein
set forth:
1. Red shall mean no stopping, standing or parking at
any time except as permitted by the Vehicle Code or
this title, and except that a bus may stop in a red
zone marked or signed as a bus stop.
2. Yellow shall mean no stopping, standing or parking
at any time
between 800and
600of
any
day except
Sundays and
holidays for any purpose
other than
the loading
or unloading of
passengers
or freight.
3. White shall
mean no stopping,
standing
or parking
for any purpose other than loading or unloading of pass-
engers, or for the purpose of depositing mail in an
adjacent mail box, which shall not exceed three (3)
minutes; such restrictions shall apply between 8:00 a.m.
and 6:00 p.m. of any day except Sundays and holidays,
except that when such zone is in front of a hotel,
theater or public building, or in front of a mailbox,
the restrictions shall apply at all times.
4. Green curb marking shall mean no standing or parking
for longer than thirty (30) minutes, unless some other
period of time is indicated, between 8:00 a.m. and
6:00 p.m. on any day except Sundays and holidays."

Section 12. Section 13.38.065 is hereby added to
said Code to read:

"12.38.065 Limited Time Parking
When authorized signs, parking meters or curb
markings are in place giving notice thereof, no operator
of any vehicle shall stop, stand or park said vehicle
adjacent to any such legible curb marking or sign or
parking meter in violation thereof."
