A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH TELECOMMUNICATIONS ENGINEERING ASSOCIATES
(“TEA”) TO PROCURE, MAINTAIN, AND SERVICE THE POLICE DEPARTMENT'S
EMERGENCY RADIO COMMUNICATIONS SYSTEM FOR $818,150
WHEREAS, the City of Burlingame's Police Department's radio communication
system, with core equipment installed in 2013, is nearing the end of its operational life;
and
WHEREAS, key components of the current system are no longer supported by
their manufacturers, and replacement parts are scarce; and
WHEREAS, the system relies on copper circuits from AT&T which are being
discontinued, and the existing dispatch console lacks the capability for essential modern
law enforcement features such as digital encrypted operations; and
WHEREAS, TEA has provided consulting and maintenance services for the City’s
emergency radio systems for over 30 years and possesses unique and specialized
knowledge of the Police Department's current infrastructure and the broader San Mateo
County law enforcement radio systems; and
WHEREAS, due to the complexity of radio equipment procurement, maintenance,
and servicing and the City's lack of internal resources to research and understand the
City’s radio system needs and manage multiple contractors and vendors for the varied,
and highly specialized equipment required, it has been determined that a sole source
contract with TEA is in the best interest of the City to ensure a single point of responsibility
for the project; and
WHEREAS, the total estimated cost for the radio system upgrade is $818,150, and
staff also recommends a $31,000 contingency fund to address any unforeseen event;
and
WHEREAS, these funds have been previously secured and allocated in the Fiscal
Year 2025-2026 Capital Improvement Program (CIP) budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Burlingame as
follows:

1. The City Council finds that the foregoing recitals are true and correct and are
incorporated by reference into this action.
2. The City Council hereby authorizes the City Manager to execute a Professional
Services Agreement with TEA, in the form attached hereto, to procure all
necessary equipment and parts and to manage the upgrade of the Police
Department's emergency radio communications system for a cost of $818,150
3. This Resolution shall take effect immediately upon its adoption.
