HomeMy WebLinkAboutMin - PC - 1953.02.26BURLINGAME CITY PLANNING COMMISSION MINUTES Burlingame, California Regular Meeting February 26, 1953 Present Absent Others Present Brown Henderson Planning Consultant Mann Harris Stivers City Engineer Marr Mattock City Attorney Karmel Mitchell Building Inspector Watson Perkins Councilman Atwater The minutes of the previous meeting of January 29, 1953, as submitted to members of the Commission, were unanimously approved and adopted on motion of Commissioner Harris and seconded by Commissioner Mattock. A petition requesting that a variance be granted on the southeasterly portion of Lot 2, Corbitt Subdivision (709 Linden Avenue) was scheduled for hearing on this date. The Commissioners were advised by the petitioner, Mr. Buel G. Proffitt that the request was necessitated by the fact that the lot in question was two feet less than the required minimum depth of 150 feet. Questioned by the Commissioners, Ar. Proffitt stated that the existing improvements include a frame garage and work shop and he proposed to remove the existing building and (1) construct a modern two -bedroom apartment over concrete block gargges and (2) garages against an existing concrete block store building. Mr. W. Williams 711 Linden Avenue, stated that as the structure now exists, his driveway is being used by the petitioner, but that he would have no objection to the proposed construction if access to the new garage would front Carolan Avenue. Mr. Williams was informed that the plan was so proposed. Mr. Stanley Hulse, 725 Linden Avenue and Mr. M. Reynolds, 736 Linden Avenue both indicated that they had no objections. Following further dis- cussion in which the Commissioners expressed the opinion that the proposed construction would improve the present appearance of the property, Commissioner Perkins moved that the variance be granted and that a recommendation to that effect be submitted to the City Council. The motion was seconded by Commissioner Harris and unanimously carried. A proposal to erect two 48 by 141 foot wigns on top of the Golden Brands Distributing Company on Carolan Avenue in the industrial area, was sub- mitted by T. E. Donoghue, representing the Electrical Products Corpora- tion in San Francisco. Questioned by the Commissioners, Building Inspector Watson stated that he had recommended the submission of the proposal for the reason that there is nothing in the present ordinance code covering the proposed type of advertising sign. Chairman Mitchell expressed the opinion that the type of sign would not add to the develop- ment of good planning. Commissioner Perkins stated that the plan indicated that it would be constructed in a manner that could not be classed in the same category as a billboard sign and if such a sign were constructed and it would aid a local concern it would add a greater payroll to the City. Commissioner Brown also expressed approval. Minutes 2/26/53 - pg• 2 Commissioner Harris stated that he wasopposed to "glary" signs and questioned Mr. Donoghue as to the distance it would be visible from the Bayshore Freeway, to which he replied that it would be approximately 240 feet away. Following further discussion, Commissioner Mattock moved that the subject be delayed for discussion at the next study meeting of the Commission, seconded by Commissioner Harris and unanimously carried. A formal application was submitted by Andrew Waechter to build a concrete mixing plant in the tideland district of Burlingame. Mr. Waechter advised that it would consist of a ready -mix concrete plant to handle building materials for the construction of homes and commercial buildings and that the proposed plant would create no dust or nuisance whatsoever. Questioned by the Commissioners, Ar. Waechter stated the plant would be serviced by six trucks and a twenty-two foot high office building facing the highway would screen the plant. Action on the request was delayed two weeks for further study and Mr. Waechter was requested to submit as much detail on his plans as possible. A plan for the construction of a two-story office building to be erected at 308 E1 Camino Real near Chapin Avenue, was presented by Robert Etienne and S. W. Gates. Mr. Etienne advised that the present building would be razed and a modern building erected. Commissioner Harris moved that the plans be approved, subject to compliance with fire zone regulations and the twenty -foot setback limitation, seconded by Commis- sioner Perkins and unanimously carried. A master plan for the development of Burlingame's Industrial area, pre- pared by City Engineer Marr, subsequent to weeks of thorough study and investigation by both members of the Commission and the Council, was presented for the Commission's approval. Commissioner Mattock moved that the proposed plan for the commercial district of the City of Burlingame as presented by City Engineer Marr be approved and that a recommendation to that effect be forwarded to the City Council. The motion was seconded by Commissioner Harris and unanimously carried. Councilman Atwater called attention to the unsanitary condition --existing as a result of residents of apartments depositing garbage in containers along Burlingame Avenue and suggested that the Commission, when granting approval for construction of apartments, include the provision that adequate garbage disposal united by provided. Chairman 'litchell reminded the members of the J6 nt::meeting with representatives of Millbrae, "larch 11, 1953, to discuss the joint master plan for the Mills Estate.
