A regular meeting of the Burlingame City Planning Commission was held
on the above given date. Meeting called to order at 8:00 p.m. - Chair-
man i'litchell in the Chair.
The minutes of the regular meeting of February 26, 1953, were approved.
The minutes of the study meeting ref March 12, 1953, Were approved with
one minor correction noted.
Unfinished Business A. W. Sorich - resubdivision Buri Buri Rancho.
A letter dated Larch 10, 1953, was read from Anthony W. Sorich, sub-
mitting prints of a piece of acreage at the intersection of La mesa
and Hillside Drive, proposing to divide the property into four parcels.
The matter having been previous considered at thes tudy meeting of
March 12 and the site having been visited by members of the Commission
together with City Engineer °iarr, Commissioner Perkins moved that
tentative approval be given to the resubdivision, seconded by Commissioner
Brown and unanimously carried.
Wsmhter applictation for concrete mix plant.
Plans submitted by Mr. waeehter were as yet incomplete and Chairman
Mitchell suggested that any further discussion wetitit- be postponed until
the study meeting of April 16. A letter addressed to "Ir. Andrew L.
Waechter, dated March 21�, was read from the Noble Company, outlining and
describing certain engineering features and advantages of a ready -mix
concrete plant within the immediate locale of a community, and stating
that the installation would be an asset and a credit to the City of
Burlingame by reason of the additional economies ands ervice afforded
to the builders in this locality. Mr. Jack Hecht, President of the
Burlingame Civic welfare League questioned whether it was the Commissionea
policy to study plans in advance of a meeting to which Chairman Mitchell
advised that such was the policy. Questioned by the Commissioners as to
his presentation of final plans, 11r. waechter stated he would present a
satisfactory set of plans fifteen or twenty days prior to the next regular
meeting of the Commission. Commissioner Perkins stated that this was
his last meeting as a Commissioner, but that he wished to call attention
to a recent survey by the aan Mateo County Planning Commission, urging
consideration and the encouragement of industry in the county to absorb
some of the tax burden of property owners. he urged the encouragement of
industrial plant installations on marginal areas.

Commissioner Stivers stated he disagreed with Commissioner Perkins'
statements and that the property should be improved but not with
controversial projects.
Mr. J. P. larthold, operator of the Holland Boat Works, in the neighbor-
hood of the contemplated concrete mix plant questioned Commissioner
ativers as to what type of improvements he would suggest on marginal
areas to which Commissioner Stivers stated that he would suggest a high
class pro:Ject not projects of the nature proposed.
Mr. E. H. Sheehan, 1821 Ray -Drive, suggested that if the 400 acres idle
could bring in 480,000 per year,,it would mean a substantial tax
reduction to the property owners.
Mr. Elton Ruegg stated that every industry so far suggested has been
of the construction type which should be resisted.
Mr. William Nagle, attorney for F. W. Hanchett, owner of the property
sought for the concrete plant, stressed the importance of distinguishing
between a dry cement plant and a ready -mix plant and that the plant
proposed wq.s not a heavy industrial plant and should notbe considered as
such.
Mr. Jack aecht, Mr. dames Himmel and Ars. H. J. Otto, each in turn
spoke at length in opposition to the plant and referred to the opposition
of the citizens of Burlingame one year ago relative to a plant proposed b;
the Lowrie Paving Company to erect an aslahalt plant, urging that the
wishes of the people of Burlingame be considered.
Larry Taylor, engineer for the Noble Comp-iny, urged members of the
Commission, the City Council and civic leaders to inspect plants in
other locations to note that the plant so proposed was not considered a
nuisance.
Following further discussion, Chairman Mitchell stated that no further
action was necessary until such time as a complete plan is submitted.
New Busines
A letter dated March 16, 1953, addressed to the City Council and/or the
City Planning Commission was read from W. D. oule Co. requesting the
granting of a resubdivision of Lots 1 and 2, Block 48, Lyon and Hoag
Subdivision to the Town of Burlingame - the property located at the
southeasterly corner of Bayswater Avenue and Victoria Road. The
communication and subject matter was referred to the City Council for
the latter's action.
Planning Consultant i"lann advised that the proposed zoning ordinances of
the City of Burlingame were presently ready for public presentation and
according to law must be published and at least two public hearings held.
Commissioner Perkins moved that public hearings be held by the Planning
Commission on new zoning ordinances, beginning at the regular meeting of
=1pril 30, 1�53, and that the City Clerk cause the necessary legal
notifications advising of such hear' ngs to be published. The motion was
seconded by Commissioner Brown and unanimously carried.

A notice from the Housing aanitari,an of the San Plateo County Department
of Public health, was read, advising the Commission that subsequent to
a Council request, no violations were noted upon '.nvesti�ation of the
pre_mi s e s at 1408, Edgeaill L rive, upon which premises the idorma ' ooze
1'r"vate School is being conducted. 2he letter was received ana ordered
filed.
A letter dated Flarch 13, 1953, was read from the State of California,
Division of Real Estate, requesting information as to whether fienmar
Way and Summit Drive are dedicated city streets. The communication
was referred to the City Attorney for his interpretation and reply.
n letter dated "larch 13, 1953, was read from E. L. Lincoln, Superintenden-
of Recreation, suggesting a probable development of a small chain of
low level lakes in the industrial area north of Broadway to serve as
a catch basin and to be included in a municipal golf course. The
letter was filed for future reference the S ecretary was instructed
to acknowledge receipt of the communication with thanks.
A letter dated Aarch 16, 1953, was read from the Southern Pacific Co.
submitting copies of a reprint from the Traffic World on "Industrial
Locations dealing with the importance of new industries to
municipalities, for Commission information. The letter and accompanying
text were ordered filed.
Plans submitted by Building inspector vatson for additions to the
expansion of facilities on the property of Reuben �vhite in the
industrial area and for the erection of a lattice sign over a fence
of the British Motors Company on California Drive, were held for study
meeting consideration.
Chairman Mitchell and members of the Planning Commission paid tribute to
Commissioner Perkins, resigning from membership on the Planning Commis-
sion, thanking him for his outstanding services to the community and to
the citizens of Burlingame.
Mr. W. H. Diederichsen, newly appointed Commissioner to the Planning
Commission was introduced and welcomed b�j members of the Commission.
There being no further business, the meeting was regularly adjourned
at 10:10 p.m.
