MINUTES

August 27, 1953.

Meeting called to order at 8:00 P.M. - Chairman Mitchell in the Chair.
The minutes of the regular meeting of July 30, and the Study Meeting
of August 13, 1953, as submitted to members of the Planning Commiss-
ion were approved and adopted.
UNFINISHED BUSINESS:
Report of Committee on Burlingame Civic Center, The Secretary re-
ported that more time was requested by several Department Heads to
determine departmental requirements.
NEW BUSINESS:
Chairman Mitchell stated that at the study meeting, the Commission
had approved an application submitted by Wilsey and Co., engineers,
for a;gone classification of a portion of unimproved lands south of
Millbrae Avenue and had scheduled a public hearing on this date.
The chairman questioned the City Attorney as to the status of the
application, now that there is a possibility of a portion of the
unimproved lands going into the City of Millbrae. Following a dis-
cussion on this point, the City Attorney stated that there would be
a question of the validity of the Commission taking action on the
approval of a final map but the fact that the unimproved property is
still within the confines of the City of Burlingame, there would be
no legal objection to the holding of a hearing. Planning Consultant
Mann also advised that the map is being formally submitted this even-
ing for consideration as far as zoning is concerned but that no action
need be taken for thirty days.
Chairman Mitchell invited interested persons to speak. Mr. Oscar
Person, industrial property owner, stated that he believed the dis-
trict below the Southern Pacific tracks and the Bayshore should be
retained in the industrial zone and that the construction of low
priced homes be prohibited. He further stated that it would be
wiser to permit light industry that Burlingame needs, and as such
would bring in three times the revenue in taxes.

Roy W. Seagraves stated that some questions should be answered
before the Commission may adequately consider the matter - that
the type housing proposed for the area should be considered before
the question of zoning. He continued by stating that the proposed
division of the Mills Estate wherein a portion would go to the City
of Millbrae and a portion into the City of Burlingame should be
discussed at a joint meeting of the Planning Commissioners of each
city asking Millbrae whether they would want residential in that
section.
Mr. H. Jay Burns, Chairman of the Burlingame Elementary School
Board called attention to the fact that the proposed construction
of 650 homes would result in having to consider that approximately
900 school children would have to be housed. Mr. Burns suggested
that very serious consideration should be given before approval is
given to a subdivision designed to erect low-priced homes and thus
eliminate the only possible industrial area which would alleviate
the tax burden.
Mr. Hamm answered several inquiries - (1) that approximately 45
acrea were planned for industry, 125 acres residential, 7 acres
school and remainder acres commercial - (2) that the type houses
proposed would be practically the same as those in Burlingame Vil-
lage and (3) that the site of the school indicated on the tent-
ative map within the jurisdiction of the Millbrae Elementary School
District had been selected by them. He further stated that the
developers would provide whatever school sites may be needed.
Mr. James Himmel, president of the Civic Welfare League, stated
that in his opinion the Millsdale area is suitable for housing
provided that standards of construction and architecture are main-
tained. He stated he was concerned with the question of industry
being permitted and suggested that the voters be given the oppor-
tunity to vote on the type of industry to be allowed.
Fbllowing further discussion, the subject was postponed until the
next study meeting and an invitation to be extended to the members
of the Millbrae Planning Commission to meet with the Burlingame City
Planning Commission. Planning Consultant Mann requested Mr. Hamm
to supply the Commission with information as to the type of housing
proposed, and the developers plan to take care of drainage problems.
There being no further business, the meeting was regularly adjourn-
ed at 9:15 P.M.
