The meeting was called to order at 8:00 p.m. - Chairman Mitchell in the
Chair.
The minutes of the previous regular meeting of September 24, 1953, and
the minutes of the study meeting of October 15, 1953, as submitted to
members of the Commission were approved.
UNFINISHED BUSINESS
Millsdale Subdivision No. 1
The Secretary read a letter from Wilsey & Co., Engineers for the proposed
subject subdivision, advising that the Pacific Gas & Electric Company
and the Pacific Telephone and Telegraph Company have notified them that
operational difficulties in installing, maintaining and operating lines
and poles in the rear of the lots, due to the high tension lines and to
the eucalyptus trees adjacent to the railroad tracks will be encoutered
if the project proceeds as now proposed.
Mr. Stewart and Mr. Imgrund, representing the Pacific Gas & Electric Co.
cited a number of problems involved - the main objection being that the
47 homes proposed to be erected would be within the immediate radius of
P G & E power lines and safety regulations prohibit placing a fill
through the P G & E 140 foot easement. It was also pointed out that
extra lines would be required for rear construction, many more easements
to carry the load as presebtly laid out, and trees along the railway
right-of-way would have to be removed. Considerable discussion also
arose on the construction of a drainage ditch, replacing easements, in
which the members concurred that it would create too much of a hazard.
Mr. Stewart stated that the power poles could be raised but that the
estimated cost would approximate 04,000 per tower. He also stated that
the P G & E favored the erection of power poles at the front of the
property rather than at the rear. Commissioner Mattock stated that in
his opinion it was a waste of time to consider anything but rear
construction. His opinion was concurred in by other members of the
Commission.
Following further consideration, and acting upon the recommendation of
Planning Consultant Mann and City Attorney Karmel, Commissioner 14attock
moved that the Commission rescind its previous action in the acceptance

of the tentative map and recommend to the City Council that the Council
rescind its action. The motion was seconded by Commissioner Rooth and
unanimously carried.
Mr. Lee E. Ham, representing the firm of Wilsey & Co., the Trousdale
engineers for the project, submitted a new map of Miilsdale No. 1,
which was accepted for study at the next study meeting of the Commission.
Maps No 2, 3 and 4, indicating plans for the development of the rest of
the property of the Mills Estate was also presented by Mr. Ham and
accepted for information only, by members of the Commission.
A letter dated October 26, 1953, was read from the City Clerk, in behalf
of the City Council, referring the Planning Commission to a petition for
the proposed annexation of uninhabited territory designated as the
"Scofield Property" near Hillside Drive, for Commission consideration
and action. Commissioner Stivers stated that he was of the opinion that
the annexation would be of benefit to the owners of the property as well
as to the City of Burlingame and therefore moved that the application be
recommended for approval to the City Council. The motion was seconded
by Commissioner i'lattock and unanimously carried.
Manning Cons.ultant Mann recommended that the following motion be
adopted by the Planning Commission: "That the Planni&g Commission
recommend to the City Council that those bay frontage areas now owned
by the City and any subsequently acquired for extension of the City Fill
and Refuse Disposal Plant be designated a city park area; that an amount
be earmarked each year in the funds appropriated for parks for the
development of the area by stages; that the City Planning Commission
and the Recreation Commission be requested to prepare a plan for such
development which will include harbor facilities for small boats, picnic
areas and other recreational uses." 'The motion was thereupon introduced
by Commissioner Stivers, seconded by Commissioner Diederichsen and
unanimously carried. The secretary was instructed to so notify the
City Council.
The next regular meeting was si heduled for November 19, 1g53 - the
study meeting to be held at 7:00 p.m. - the regular meeting, 8:00 p.m.
Members of the Planning Commission were invited to attend the meeting
of the City Council on November 2, 1953, at which time the matter of
zoning only, on the proposed Millsdale No. 1 Subdivision would be
considered.
City attorney Karmel Commented on one of the sub ects discussed by the
City Attorney's section at the recent League of alifornia Cities Con-
ference, in which it was recommended that City Councils refer all matters
pertaining to a city's master plan, to the Planning Commission for first
consideration.
There being no further business, the meeting was regularly adjourned at
9:45 p.ri•
