This was a Special Meeting called by the City Council. Mayor Atwater ex-
plained the purpose of the meeting was to review and consider changes in the Ordi-
nance Code to modernize the zoning ordinances. A general discussion on this subject
was carried on at some length. George A. Mann, who has been employed by the City
for special planning advisory services presented a memorandum proposing the follow-
ing:
"Sections 615, 616, 617, and 1397 of the Ordinance Code of the City of
Burlingame are hereby repealed. The following sections shall be added;
Section 615. The Planning Commission of the City of Burlingame is hereby
created. It shall consist of seven voting members, one ex-officio member,
and three advisory members. The voting members shall be appointed by the
Mayor with the approval of the Council and shall hold office for a term of
four years, or until their respective successors shall have been qualified.
However, upon the adoption of this Ordinance, the members shall be ap-
pointed: two for one year, two for two years, two for three years, and one
for four years.
The ex-officio member shall be a member of the Council and shall be chosen
by the Council. He shall have all the rights and duties of membership ex-
cept the right to vote.
The three Advisory Members shall be the City Attorney, the City Engineer,
and the City Building Inspector. The Advisory Members shall attend such
meetings as they may be required by the Commission to attend but shall
have no right to vote in its deliberations or conclusions. The terms of
the Advisory Members shall be concurrent with their respective office
tenures.
Section 615.1 Appointed members may be removed by a four -fifths affirma-
tive vote of the City Council. Successors to fill vacancies of appointed
members shall be appointed for the unexpired portion of the term of office.
Section 615.2 The Commission shall elect its Chairman and Secretary from
among the appointed members for a term of one year and, subject to other
provisions of law, may create and fill such other offices as it may deter-
mine. The Commission shall hold at least one regular meeting in each
month. It shall adopt rules for the transaction of business and shall keep
a record of its resolutions and determinations which shall be a public
record. The Commission may, with the approval of the City Council, employ
or contract with planning consultants and other specialists for such

services as it may require.
Section 615.3 The Planning Commission shall have such powers, duties,
authority and procedure as provided by State laws and other provisions of
the ordinances of the City of Burlingame."
It was concluded that some temporary measure should be adopted pending the
time the zoning ordinances can be revised. A group comprised of the following:

was selected and they agreed to meet Saturday, 9 a.m., February 2, 1952, to formulate a
recommendation to the City Council and City Planning Commission.
