A regular meeting of the Burlingame City Planning Commission was held
on the above given date. Meeting called to order at 8:00 p.m. -
Chairman Mitchell in the Chair.
The'minutes of __the, previous meeting of April 24, 1952, as submitted to
members of the Commission were unanimously approved and adopted upon
motion of Commissioner Harris and seconded by Commissioner Perkins.
The regular order of business was temporarily dispensed with in order to
permit Mr. Glenn 0. Smallcomb, owner of Smallcomb Motors, to submit an
application for the Commission's consideration and approval, for a permit
to erect a continuous sign panel on the used car lot at the corner of
Peninsula Avenue and California Drive. Mr. amallcomb addressed the
Commission, stating that the proposed length of the sign was to be
350 feet in length and 12 feet in height. He presented plans for the
plot lay -out and stated that he proposed to use 1,000 watt elongated
lights instead of a series of lights. He further informad the members
that the Fire Chief has expressed his approval to the type of lighting
qs indicated on the plans. Planning Consultant Mann questioned the fact
as to whether such plan would be in conflict with zoning requirements.
He suggested that before any action is taken by the Commission, the
following facts should be taken into consideration:
1. Proper surfacing of the lot.
2. Erection of sign to conform with the City's sign ordinance.
3. Establish whether it shall be designated a sign or a fern e. If
determined it is a fence, the ordinance requires that it may not be
over xix feet in height.
4- If a matter of variance in zoning, adjoining property owners should
be notified of the proposed change at a public hearing.
5. Whether material proposed to be used in the construction is
acceptable.
Following further discussion, the subject was held for further review
and study to determine whether the application for such construction
will conform to the city's ordinances. Mr. Smallcomb was advised that
the City Engineer and the Building Inspector would so advise him as
soon as such determination was made.
Reporting on a review of the plans submitted by J. R. Dore for a ware-
house to be constructed in the industrial area, City Engineer Plarr

advised that it was his recommendation that the application be approved,
with the stipulation that when improvements are made in that area, 14r.
Dore be required to install sewer laterals in accordance with the
Engineer's specifications and such installation to be at the expense of
Mr. Dore. Commissioner Perkins thereupon moved that the permit be
granted, subject to the provision that Mr. more install new laterals
to the proposed new sewer lines in Marston Road as stipulated and
according to the Engineer's requirements. The motion was seconded by
Commissioner Harris and carried. The Secretary was instructed to
sign the application for the building permit.
4 petition addressed to the City Council, dated May 28, 1952, was read
from property owners of industrial properties between Bayshore Highway
and California Drive, North of Broadway, requesting permission to
petition the City Planning Commission to establish an assessment district
for the entire drainage area affected by flood conditions, from the
Skyline to the Bayshore. Chairman Mitchell stated that the matter of
establishing an assessment district was a matter for Council considera-
tion. The petition was therefore referred to the City Council for its
disposition.
4uestioned by the Commission for a .report on the industrial development
plan, City Engineer Plarr acquainted the Commissioners with the drainage
problem in that area and advised that plans were still being formulated
for the future development of the industrial area. The matter was con-
tinued for further discussion at a later date.
Chairman Mitchell questioned whether improvements were being made to the
abandoned building and deteriorated condition of property in the
industrial area. Acting upon a recommendation by Planning Consultant
4ann, Commissioner Harris moved that the Commission recommend to the
City Council that the Council cause a survey to be made of the property
south of Broadway and east of Carolan Drive in the industrial area of
the city in a preliminary effort to remove abandoned structures and to
improve the unsightly appearance of the area in question. The motion
was seconded by Commissioner Perkins and unanimously carried.
Committee Reports.

Rules - Commissioner Harris stated/had read the proposed rules to be
effective as a guide for Commission members and voiced hip approval.
Budget - Commissioner Stivers informed the members that the budget had
been prepared by City Engineer Marr and had been submitted to the
Mayor. Planning Consultant Mann advised that the Committee had con-
sidered all items that are required to be done by the Commission, i.e.
eppense for League of California Cities meetings, Tri County Planning
Commission meetings,s ecretarial services, etc.
Ordinance - Chairman Mitchell stated that several meetings have been
held on the proposed revisions in ordinance regulations. '-jr. Mann also
reported progress on the subject, with one or two meetings to be
scheduled a month. He stated that it may be possible to hold public
meetings in September. Following a discussion on the order in which
consideration would be given to the proposed revisions to the ordinance
code, Chairman I,1itdhell scheduled a meeting with the Ordinance Committee
for June 11.

Acting upon the recommendation of Planning Consultant Mann, no action
was taken on the communication from R. R. Hanna regarding the parking
lot and sign on E1 Camino Real between Burlingame Avenue and Howard
Avenue inasmuch as Mr. Hanna is not the owner of the property in
question.
An application submitted by Ray 0. Driskell for a permit to subdivide
an acre lot at 3016 Hillside Drive, was read. Upon motion of Commissione:
Perkins, seconded by Commissioner Harris and carried, the application
was approved, subject to compliance with the Engineer's requirements
as to sewer installation, etc., and that the subdivision map be drawn
and prepared for recording.
Chairman Mitchell advised that several meetings were scheduled for June
4, with the City Council and the Recreation Commission and owners of
property in the industrial area to discuss (1) the rehabilitation of
the Guns t Mansion and 0 ) the industrial area. Planning Consultant Mann
suggested that the former be discussed informally at this time and
questioned whether the members of the Commission approve the proposed
rehabilitation of the Gunst Mansion. Several members having voiced their
approval, subject to certain provisions, Commissioner Harris moved that
it was the consensus of the Commission that if the City Council and
the Recreation Commission approve the plans submitted by the Lions
Club, the Commission submit a recommendation that the approval be
subject to (1) a strict inspection for termit and dry rot (2) the
parking situation and (3) lighting facilities. The motion was seconded
by Commissioner Perkins and carried.
There being no further business before the Commission, the meeting was
adjourned at 10:00 p.m.
