The minutes of the previous meeting of July 31, 1952, as submitted to members of the Commission were approved and adopted upon motion of Commissioner Stivers, seconded by Commissioner Harris and unanimously carried. The application of Dave Firenze for a building permit to construct a storage warehouse on the old Bayshore highway in the industrial area, sub- mitted at the last meeting of the Planning Commission, was again presented for Commission cons 'deration and action. Mr. Fisk, partner of Mr. Firenze, in attendance, upon being questioned by the Commission, stated that the 20 foot easement discussed at the previous meeting had been granted, confirmed by Mr. Dore, also in attendance. City Engineer Marr advised that the proposed elelvation of the warehouse and set back lines conform to zoning requirements. Commissioner Harris questioned whether provision had been made for landscaping, to which Mr. Fisk assured the Commission that appropriate landscaping would be provided and to the satisfaction of the Park :superintendent. "r. Fisk was questioned whether a set of plans were available and upon being advised they were not in his posses- sion, Mr. Fisk was excused to obtain the plans for approval prior to the ad';ournment of the meeting. No action was taken on the application for the remodeling of the premiczes of Mr. J. J. Morgan on Carmelita Avenue and El Camino Real upon being advised by Building Inspector Watson that Mr. Morgan has not requested a formal building permit. A letter was read from Dr. W. I. Petersen, requesting Commission approval to erect a medical building at Juanita Avenue and California Drive. Plans accompanied the letter. Dr. Petersen, present at the meeting was advised that the request required a public hearing and a fee of �25.00 should be depos ted with the City Clerk for the mailin; of appropriate notices to be mailed to property owners within the radius of 500 feet in conformity with ordinance regulations. A public hearing was thereupon scheduled for the next regular meeting of the Planning Commission. Planning Consultant Minutes 8/29/53 - pg• 2 Mann suggested that the plans remain with the Commission to be studied at the next study meeting. letter from the Jan Francisco Bay Area Rapid Transit Commission, was read, advising that the firm of DeLeuw, Cather and Company has been engaged to assist the Commission in its study and analysis of the .rapid transit problems of the Bay Area and requesting cooperation in the sub- mission of data and pertinent information. Commissioner Perkins moved that the Commission be notified that the Planning Commission of the City of Burlingame will be pleased to -cooperate when a survey is conducted on the Peninsula. The motion was seconded by Commissioner Harris and unanimously carried. A request, submitted by Emil Welt for a permit to convert his apartment at 121 Park Road into a jewelry store, was briefly di38cussed. Action was withheld until such time as a formal application for a building permit is received. The subject on the application of Dave Firenze was again continued, with Mr. Fisk's reappearance and presentation of the proposed plans. In viewing the plans, the Commission noted that the plans did not indicate the type of construction proposed and were otherwise incomplete. Mr. Fisk was advised that no action could be taken until an appropriate set of plans were submitted to the Building Inspector and to the Fire Chief for their approval and acceptance. Commissioner Perkins moved that the application, insofar as the set -back lines, the elevation and other zoning requirements have been conformed with, be approved and that the applicant apply for a formal permit, acceptable bo the Building Inspector and to the Fire Chief. The motion was seconded by Commissioner Harris and unanimously carried. A permit, approved by both the Building Inspector and the Fire Chief,was submitted by Gunnar Klint for the -construction of a six unit apartment house on the 1100 block on E1 Camino Real. In a discussion on the proposed construction, Chairman Mitchell stated that in his opinion certain features were sub -standard and questioned whether the three foot walkway to the entrance as indicated on the plans was too narrow. There being no conflict with ordinance regulations, Commissioner Perkins moved that the permit be approved, seconded by Commissioner Brown and carried. Secretary Perkins read reports oh: (1) the combined meeting of the Planning Commission, representatives of the Recreation Commission, the Recreation Department, the Burlingame Elementary School and High School, held for the purpose of discussing and reviewing the proposed Master Plan for the development of the Mills Estate. It was recommended that the County Planning Commission be notifiedof the Commission's acceptance of the report that the Commission desires to reserve the right to question any zoning changes outlined in the Master Plan. I'he Secretary was instructed to send a copy of the report to Mr. Frank Skillman, Planning Engineer for the County of San Mateo, together with the views expressed by the Commissioners; (2) the recent quarterly meeting of the Tri C ounty Planning Council held at the Adobe Creek Lodge, Los Alto, with the City of Sunnyvale as the host city; Minutes 8/20/53 - pg. 2 (3) Tri County Planning Council announcement that planning courses are scheduled for every Thursday evening at 7:30 P.M. at the,San Mateo Junior College Campus, for a series of eight sessions, 500 registra- tion fee. . Building Inspector Watson advised that protests have been received on the carports being constructed on an apartment on Fairfield Road. The Secretary was instructed to communicate with Mr. Ross Robison, the architect, advising him that the carports must be enclosed. Questioned by the Commission, Councilman Love stated that in response to an inquiry on the establishment of a "Parking Authority" the Council had approved the appointments of the several intere-ited property owners to serve as a it fact-finding" committee. Planning Consultant Mann advised that the work on the recodification of the ordinances has reached the stage that public hearings may be scheduled in the near future. Councilman Simonds emphasized the importance of plans for the construc- tion of buildings, etc., requiring Commission attention, being submitted to the Commission for consideration at its study meetings. he also suggested that the City Clerk, the Building Inspector and the Fire Chief be informed of the Planning Commission's procedure to be followed in the future. City Engineer Marr suggested that the rules and regulations adopted by tn.e Commission, be mimeographed and submitted to all applicants when requesting planning consideration or approval. Commissioner Brown recommended that the Commission accept only proposed plans legibly presented on blue prints. Chairman Mitchell inquired as to the status relative to a contemplated rest home at 560 El Camino Real. Planning Consultant Mann que-tioned City Attorney Karmel as to whether a rest home is permissible in an apartment zone. The City Attorney advised that it is considered a commercial enterprise and no encouragement should be given to this type of activity unless it is in the commercial zone. After further discussion, it was determined that the matter required a public hearing for a change in zoning. The meeting was regularly adjourned at 10:15 P.M. Respectfully submitted, FRANK B.
