This was a special meeting to continue the consideration of the petition to
rezone the property at 1321 Bayswater Avenue from "Apartment" to "Commercial" zone. A
public hearing was held on this petition at the Regular Meeting of the Planning Commis-
sion March 29, 1951. After that hearing the matter was put ahead 30 days for further
consideration. When the subject came up again at the meeting April 26, 1951 there was
not a quorum and it was concluded to hold a special meeting May 1, 1951. At this
special meeting consideration was given to the location of this property, the front of
which is on Bayswater Avenue and the sideline faces El Camino Real. There was a full
discussion of the objections to spot zoning and the granting of any variances for busi-
ness purposes affecting properties on El Camino Real which is zoned for "Apartments".
After discussion and consideration, Commissioner Harris introduced a motion to reject
the petition to rezone, which was seconded by Dr. Macomber. On roll call the vote was

he is unable to sell it for residential purposes and he urged rezoning or a variance
in order that the property might be used for limited business purposes. After further
