Kent Atwater Harris Councilman Hunt Brown " Love Henderson " Simonds 8:45 Stivers " Byrd 8:35 Macomber 8:15 City Attorney Karmel Chairman Mitchell introduced Paul Oppermann, Planning Consultant for San Francisco City Planning Commission, and President, American Institute of Planners. Chairman Mitchell outlined the history of the planning program in Burlingame during the past twenty years and explained the zone map on file in the City Council Chambers and spoke of the studies which have been made from time to time relative to Chapin Avenue and Donnelly Avenue and a pedestrian underpass to the high school. Mr. Oppermann explained the capital improvement program in San Francisco in connection with the master plan of that city.: Chairman Mitchell inquired how cities of our classification (sixth class) deal with the planning function; that is, do they generally engage a consultant or employ a planning director? Mr. Oppermann responded that some cities employ consultants or planning directors on a part or full-time basis depending upon local circum- stances. He recommended as probably the best for Burlingame at present, the employment of a young man from the University of California School of City Planning on a part-time basis. City Attorney Karmel was present and referred to Peninsula Avenue which is the dividing line between San Mateo and Burlingame. On this avenue, which is spelled "Peninsular" in San Mateo and "Peninsulaā€˛ in Burlingame there is property zoned for business in San Mateo and across the street in Burlingame, the property is zoned for residential purposes, and the owners of the latter want to rezone from "residential" to "commercial". In discussing situations of this character Mr. Oppermann pointed out that there is a real need for city and community planning for the entire bay area, which must be accomplished with a cooperative approach, and he graciously offered his own services and assistance in any way that he may be helpful. Granville Browning, Burlingame Chamber of Commerce, and Mr. Oppermann stated that they think it would be a good idea to enlarge the activity of the County Planning Commission to include a planning service for the City of Burlingame. Chairman Mitchell, in behalf of those present, thanked Mr. Oppermann for his attendance at the meeting and the.expression of his ideas which are very much appreciated and will be given earnest consideration in the study of this important subject.
