Applicant: Ella Meydbray and Elizabeth Yukhtman APN: 029-213-030 Property Owner: Isaac and Evelyn Baumelgruen Lot Area: 13, 186 SF/0.30 Acres General Plan: Service & Special Sales Zoning: C-2, Subarea D Adjacent Development: Auto Sales, Computer Store, Pet Grooming, Car Stereo Installation Previous Use: Proposed Use: Allowable Use: Photography Studio Retail Clothes Sales Automobile Sales, Service, and Storage Summary: The applicants are proposing to open a woman's retail clothing store at 210 California Drive, zoned C-2, Subarea D. Any retail use other than those related to automobile sales, service, and storage are allowed only with a special permit in Subarea D. The proposed retail store would occupy the entire 1,750 SF space and would carry casual women's clothing and shoes. There are no exterior changes proposed, so Commercial Design Review is not required for this project. There are however, interior alterations proposed. Most of the 1,750 SF space would be used for the sales area, with dressing rooms at the rear of the sales floor, a 216 SF storage room, a 90 SF office, and a 144 SF restroom behind the sales floor (all included in the 1,750 SF total). The store hours would be 10:00 a.m. to 7:00 p.m. Monday through Friday, and 11:00 a.m. to 6:00 p.m. Saturday and Sunday. There would be two employees working at the store, with an increase to three in the next two to five years. It is anticipated that there would be 10 customers visiting the site per day, and that number is anticipated to increase to 15 customers per day in two years, and 20 customers per day in five years. The maximum number of people expected on-site at any given time is between two and five. The subject property is a through lot with frontage on California Drive on the west side and West Lane on the east side, at the rear. There are a total of six retail spaces (including 210) that are on this parcel. Four of the spaces (including 210) front on California Drive and two of the spaces front on West Lane. The previous use of this space was a photography studio. The adjacent uses along California Drive include a rug store, a computer store, and the Pez Museum which is a part of the computer store space. The space at 216 California Drive is currently vacant. The businesses at the rear of the parcel along West Lane include a pet salon and a car stereo and alarm store. The building is non-conforming with no on-site parking available. The code requires retail uses to provide one on-site parking space per 400 SF. Based upon this standard, 5 on-site parking spaces 1 Special Use Permit 2l0 California Drive are required for a retail use in this space. The previous use of the space, a photography studio, was considered a retail use, therefore no additional parking is required and the nonconformity is not being increased. The applicants have stated that there will be about two merchandise deliveries a week between the hours of 12:00 p.m. noon and 3:00 p.m.. Proposed Existing Allowed/Req'd.
