CEQA Status: Article 19. Categorically Exempt per Section: 15303 - Class 1-(e) additions to existing
structures provided the addition will not result in an increase of more than 50% of the floor area of the structures
before the addition, is hereby approved.
History: Initially, the applicant received building and planning approval to add a new dormer to the east
elevation of the house. Because the initial dormer complied with the code requirements that if the enclosed area
under the roof addition is 100 SF or less; the roof addition's pitch matches the existing roof pitch; and the height
of the roof addition is not higher than the highest ridge of the existing roof; P.C. Commission review was not
required for this dormer addition. This first dormer measured 10' x 10' and encloses approximately 67.5 SF of
floor area.
On November 26, 2001, the Planning Commission approved an application to allow construction for a second
second story dormer addition at 110 Bloomfield Road. This approval for a second dormer was to allow the
construction of a second story dormer at the rear of the house and to convert existing attic space into habitable
living area. The attic living area created was 397 SF and increased the total square footage of the house to 2,951
SF (.37 FAR). The approved dormer measured 10' x 10' and encloses approximately 48.75 SF. The applicant
was required design review because the two dormers exceeded the 100 SF allowed, 116 SF.
Summary: The applicant is requesting design review amendment for the addition of a third second story dormer
to an existing single story house located on an interior lot at 110 Bloomfield Road, zoned R-1. The proposed
third dormer would measure 10' x 10', enclose approximately 54 SF, be located on the East side and will match
the exact design of the approved two dormers. The total square footage of the current house is 2,951 SF. The
new floor area created by the third dormer would increase the house to 3,005 SF (.37 FAR) where 4,020 SF (.51
FAR) is the maximum allowed. The applicants are not increasing the roof height or building envelope. The
dormers allow the attic area to be converted to living space. All other zoning code requirements have been met.
The applicant is requesting the following:

Staff Comments: See attached. Planning staff would note that because of the nature of the request it was
determined that this project could be brought forward directly to the action calendar. If the Commission feels
there is a need for more study, this item may be so directed.
Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the
Council on Apri120, 1998 are outlined as follows:
1. Compatibility of the architectural style with that of the existing character of the neighborhood;
2. Respect for the parking and garage patterns in the neighborhood;
3. Architectural style and mass and bulk of structure;
4. Interface of the proposed structure with the structures on adjacent properties; and
5. Landscaping and its proportion to mass and bulk of structural components.

Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action
should be by resolution and include findings made for design review, and the reasons for any action should be
clearly stated. At the public hearing the following conditions should be considered:
that the project shall be built as shown on the plans submitted to the Planning Department date
stamped August 27, 2002, sheets 1- 5, with three dormers on the second floor and that any changes to
the footprint or floor area of the building shall require an amendment to this permit;
2. that any changes to the size or envelope of the basement, first or second floors, which would include
adding or enlarging a dormer(s) and attic area, moving or changing windows and architectural features
or changing the roof height or pitch, shall be subject to design review;
that the conditions of the Chief Building Official's, City Engineer's and Recycling Specialist's September
3, 2002, memos shall be met; and
4. that the project shall meet all the requirements of the California Building Code and California Fire Code,
1998 edition, as amended by the City of Burlingame.

Design Amendment Proposal to 110 Bloomfield Road
To the Review Board.
Our proposal for this additional dormer is for both aesthetic and practical purposes.
From an architectural design standpoint: The added dorn7er will balance the look of the
Northern Elevation and hence the overall look of the home. Principally, this will add
interest to an ele��ation that suffers a dearth of windows.
From an interior design standpoiilt: Z'he added dormer, while not significantly increasing
the square footage, affords a more open, less narrow feel to the upper level. Additionally,
there will be an increase in access to preferred northern light.
From a practical standpoint: As we are currently in the construction process and not
quite near our rain season, it would be e�:tremely helpful to be able to commence ���ork on
this final element as soon as possible.

CP Monroe briefly presented the project description. There were no questions of staff. Chairman
Vistica opened the public comment. Rick Soss, 110 Bloomfield Road, applicant and property owner,
noted that he wanted to open up the attic area to add some habitable space, a second dormer is required
to meet building code requirements for light and ventilation, the second dormer will look the same as the
other dormer already added. There were no questions of the applicant and no other comments from the
floor and the public hearing was closed.
C. Bojues made a motion to place this item on the consent action calendar at a time when the following
revisions have been made and plan checked:
❑ would like to see clarification on the drawings so that they show how the proposed dormer and
elevations will look when it is built, could the plans be changed to provide a more accurate
representation.
This motion was seconded by C. Key. There was no comment on the motion.
Chairman Vistica called for a vote on the motion to place this item on the consent calendar when plans
had been revised as directed. The motion passed on a 6-0-1 (C. Osterling absent). The Planning
Commission's action is advisory and not appealable. This item concluded at 12:25 a.m.

RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for desi�n
review amendment for a second story dormer addition at 110 Bloomfield Road, zoned R-1, Rick and Carole
Soss, propertv owners, APN: 029-273-190;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
September 9, 2002, at which time it reviewed and considered the staff report and all other written materials
and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. (�n the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a significant effect on the environment, and categorical exemption, per
CEQA Article 19. Categorically Exempt per Section: 15303 Class 1-(e) additions to existing structures
provided the addition will not result in an increase of more than 50% of the floor area of the structures before
the addition, is hereby approved. •
2. Said design review amendment is approved, subject to the conditions set forth in Exhibit "A"

said meeting.
