Categorically Exempt per Section: 15303 - Class 1-(e) additions to existing structures provided the addition will not result in an increase of more than 50% of the floor area of the structures before the addition, is hereby approved. Summary: The applicant is requesting design review for a second story dormer addition to an existing single story house located on an interior lot at 110 Bloomfield Road, zoned R-1. The total square footage of the current house is 2,554 SF (.324 FAR) where 4,020 SF (.51 FAR) is the maximum allowed. The applicant is proposing to convert existing attic space into habitable living area. The attic living area would add 397 SF to the habitable area of the house; the house would increase to 2,951 SF (.37 FAR). The applicant has recently received building and planning approval to add a new dormer to the east elevation of the house. Because the initial dormer complied with the code requirements that if the enclosed area under the roof addition is 100 SF or less; the roof addition's pitch matches the existing roof pitch; and the height of the roof addition is not higher than the highest ridge of the existing roof; P.C. Commission review was not required. The approved dormer measures 10' x 10' and encloses approximately 67.5 SF of floor area. The applicant is presently finishing construction on the approved dormer. With this proposal the applicant is requesting approval for a second dormer located at the rear of the house. The proposed dormer would measure 10' x 10', enclose approximately 48.75 SF and will match the exact design of approved dormer. The applicant is required design review because with the proposed dormer they will exceed the 100 SF allowed, 116 SF proposed. Included in this proposal is the addition of stairs to access the newly created habitable space in the attic. The applicants are not increasing the roof height or building envelope. All other zoning code requirements have been met by the proposed addition. Minutes): • Would like to see clarification on the drawings so that they show how the proposed dormer and elevations will look when it is built, could the plans be changed to provide a more accurate representation. This item was placed on the consent calendar for the next meeting when plans had been revised as directed. The applicant submitted revised plans, date stamped November 19, 2001 (sheets 1-6), to address the Comnussion's concerns with the project. The applicant has provided plans which indicate what the proposed dormer will look like after being built. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: CompatiUility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 2 Design Review for a Second Story Dormer Additio►2 5. Landscaping and its proportion to mass and bulk of structural components. 110 Bloomfield Road Findings for Design Review: Based on the findings stated in the attached minutes of the Planning Commission's November 13, 2001, design review study meeting, the project is found to be compatible with the requirements of the City's five design review guidelines. Planning Commission Aetion: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include fmdings made for design review, and the reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped November 19, 2001, sheets 1- 6, and that any changes to the footprint or floor area of the building shall require an amendment to this pernut; 2. that any changes to the size or envelope of the basement, first or second floors, which would include adding or enlarging a dormer(s) and attic area, moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to design review; 3. that the conditions of the Chief Building Of�icial's October 15, 2001 and the City Engineer's October 15, 2001, memos shall be met; and 4. that the project shall meet all the requirements of the California Building Code and California Fire Code, 1998 edition, as amended by the City of Burlingame.
