C . 2/ 14/84 I tem #4 The Peninsula Family YMCA, represented by Liz Weiss, is requesting a special use permit to operate an afterschool childcare program in a vacant classroom in Franklin Elementary School, 2385 Trousdale Drive (Code Sec. 25.28.030 and 25.56.010-030). The program will serve a maximum of 35 children supervised by three adults (a ratio of 1:10) grade K-6. The facility wll open at 11:00 A.M. and close at 6:00 P.M., Monday through Friday. Parents will pick up children between 1:00 P.M. and 6:00 P.M., with no one picking up after 6:00 P.M. A YMCA van will pick up children three times a day at different locations in Burlingame and bring them to Franklin School. The Y is leasing a class- room at Franklin, the remainder of the school continues to be operated as a public school. City staff have reviewed the request. The City Ennineer (January 9, 1984 memo) and the Fire Marshal (January 9, 1984 memo) had no comments. School sites are regularly inspected for fire hazards. Liz Weiss submitted a memo (December 7, 1983) outlining the operation. A room with a separate entrance is used. Three times a day, 12:00 Noon, 2:00 o'clock and 2:30 to 3:45, children are picked up at other school sites in Burlingame and brought to Franklin. Some children in the program go to school at Franklin. All children are picked up on the site at the end of the day. Children are supervised and planned activities occur each day. Parents who pick up children park in the spaces at the front of the school. A follow-up call to Jane Stuart who works with Liz Weiss (February 3, 1984) shows that none of the children in the daycare program are released to play on school grounds until after sixth grade children in the school have been released for the day. A day's schedule at the daycare facility includes lunch and a rest hour for kindergarteners and then playtime/supervised homework time, outside play, snack and specialized activities, art,games, drama, group discussions, etc. James Black, superintendent of the Burlingame School District, writes (January 9, 1984) expressing his support as a representative of the property owner. The principal at Franklin School was very supportive of the afterschool program and indicated he would submit a letter (Towber phone January 30, 1984). At study Commission asked several questions: where was the room, what activities are offered, how many children are served, how is playground use coordinated and how does a representative of the school feel about the use. All of these concerns have been addressed above except the location of the room. The best diagram showing the location of the room is the aerial photograph. The applicant has submitted an additional diagram as well. The applicant has pointed out the room has a separate entrance and is at ground floor level. The room is currently not being used by the public school. Code Sec. 25.56.030 requires that in reviewing an application for non-public school use on a public school site the following items be addressed: a. impact on the neighborhood - since the majority of the site is currently in public school use and the children attending this program are limited to 35, some of whom come from Franklin School site, and are taken home in 35 trips spread over a five hour period, the impact of this additional use at the public school facility is limited. 0 -2- b. proximity of main streets and public transportation - access to the site is provided by Trousdale Drive, an east-west arterial. Site is about four blocks from E1 Camino Real. SamTrans provides north-south transit on E1 Camino Real. c. on-site facilities - the school facilities are available when not in use by the public school students. d. ty�e of activity, hours of operation and number of employees - afterschool daycare; 11:00 A.M. to 6:00 P.M., Monday through Friday; three employees. e. parking and traffic impacts - three employee cars (including the pick-up van) will be parked in the area, possible increase in trips to site of 41 between 11:00 A.M. and 6:00 P.M. f. chanaes to District facilities - none proposed, the classroom will be used as it is. g. continued availability of site to neighborhood children and adults - this use will have no impact on the availability of the school facilities after school. h. neighborhood criteria - none have been developed by the School District. The Planning Commission should hold a public hearing. The room has a separate entrance. The YMCA operates a nine passenger van to pick children up from Lincoln and Our Lady of Angels Schools. Three pick-ups are made each day for the Kindergarteners, pr�mary and secondary grades. These times are approximately 12noon, 2:00 and 2:30 to 2:45 each day. The YMCA does not transport participants back home or back to schools at the end of the ;day. Parents pick all children up prior to 6:OOpm each day. I have indicated the location for each YMCA room and the square footage. I understand the planning commission's interest in parking and possible traffic patterns at the two locations. I polled the parents at the Mc Kinley site. On an average day, since not all children attend each day, between the hours of 3:30 and 6:OOpm., twenty-five children are picked up by parents. Only one parent uses the Fairfield Street side of the school and arrives between 3:30 and 4:OOpm. On the Paloma side pick-ups broken down by z hour blocks of time, look like this: 4:00-4:30 3 pick-ups 4:30-5:00 5 " " 5:00-5:30 7 " " 5:30-6:00 5 " " Total 20* *The total does not equal 25, as some parents pick-up more than one child in the same family. In addition to the above numbers, 4-6 children walk home each day. Additionally, I have enclosed two letters sent to me from parents utilizing the program. My husband and I work each week day, from 8:30am to S:OOpm, and want our son, Nathan, to be well cared-for during the time he finishes school and we come home. I lrnow there are many other parents who are in the same situation and need this care also. The care my son receives is exceptional. He is always picked up on time from school and thoroughly enjoys his time at the Afterschool site. His counsellor, Skip, is wonderful with him. We feel that she really cares about him and he, in turn, is fond of her. The calendar for each month is innovative and fun for the children. I certainly wouldn't want him doing pudding painting at home! He also gets time to do his homework - thus saving tears in the evening when he is too tired to concentrate. I hope the Burlingame City Planning Co�nission will recognize both the tremendous need for such a program and that the Peninsula YMCA are doing an excellent job of providing afterschool care.
