Gilman. 7he proposal has th� support of Glenn Stewart, Business Services Director for the Burlingame School District; individual comments from the school principals are not available. The gymnasiums and multi-purpose rooms to be used at BIS, Franklin and Roosevelt School have been inspected by the Fire Department. The May 9 memo from the Chief Fire Inspecior advis�s that "we have no objection to this proposal, provided the exit doors, which are provided with panic �ardware, be maintained op�nable from the inside at all times". The Buildirig �epartment had no comment on the application. The proposed exercise�clases appear to be a reasonable use of the school facilities during those early morning or late afiernoon periods when classes and other recreatien programs are n�t scheduled. There are several concerns, however, which should be discussed at the public hearing: - Preliminary class schedules are provided in Ms. Gilman's April 24 let�er. It is noted, however, that "our classes are made flexible enough to w�rk around (other school commitments)". There are both advantages and disadvantages to this flexibility. - Dance Ergetics is a new program for the Burlingame area. Average class size is likeiy to be small at first, and grow with time. The April 24 letter states that established programs in other communities average 50 persons per class. A maximum practical class.size may be substantially higher than 50. - Each of the three schools has a different location in the commur�ity, and different on-site facilities. Exercise programs with large attendance may not be appropriate at all the schools, unless a substantial number of the persons enrolled walk from th� �immediate neighborhood. If the above concerns about operating hours (and the implied coordination between the exercise classes and public school programs), class size and vehicle traffic on the adjacent neighborhood streets can be satisfactorily resolved, staff has no objection to the approval of a specia� permit at Burlingame Intermediate and Franklin Schools. Suggested conditions for Corranission review at the public hearing are: 1. that the permit be approved to Dance Ergetics and be nontransferable; 2. that the exercise programs be consistent with the April 24, Apri1 25 and May 15, 1980 letters from Laura Gilman filed with this application; 3. that enrollment in each class be limited to 50 persons; Y.� 4. that the exercise classes be held at times when public school or recreation programs are nat scheduled, and on-site parking is available; 5. that the final scheduling of each class be agreed with the principal of the school prior to the beginning of the program; and 6. that the permit be subject to review and possible amendment or cancellation in six months. • The proposal to hold exercise classes at Roosevelt School should receive a more careful review, and may require an amended set of conditions if approved. The May 20 memo from the Director of Public Works notes that this site "presents some prDblem in that the traffic capacity on adjoining streets is not that great". In addition, the air photo confirms that there is no on-site parking at Roosevelt, except when the paved playground is used. Ms. Gilman acknowledges this potential problem in her May 15 letter, when she advises that "each instructor has a class assistant to handle operational details (and) Roosevelt School (will require) a parking monitor to separate Children from cars as they park in the play yard". If on-site parking on the playground is not desirable in the afternoons, only 20 on-street spaces are conveniently available (April 25 letter from Ms. Gilman). After reviewing the site plan for Roosevelt School, staff believes that the playground should not be used as a parking lot on a regular basis. The limited �n-street parking and residential character of adjacent streets may also suggest that an exercise program at this school should be significanily smaller than those at either BIS ar Franklin; a maximum enrollment of 20-25 is suggested for the first six months. If, at the conclusion of the Wednesday, May 28 public hearing, the Commission determines that a special permit for exercise classes at Rooseveli: School shoulu be approved, the following conditions are recorrmended: 1. that the permit be approved to Dance Ergetics and be nontransferable; 2. that the exercise programs be consistent with the April 24, April 25, and May 15, 1980 letters from Laura Gilman filed with this application; 3. that enrollment in each class be limited to 20 persons; 4. that the exercise classes be held at times when public school or recreation programs are not scheduled, and each class program shall be agreed with the principal of the school; 5. that all staff and student parking be on-street; and 6. that the permit be subject to review and possible amendment or cancellation in six months. We propose renting local school gymnasiums and/or multi-purpose rooms from the school district in which to conduct our one- hour classes. These classes have received wide-spread support and participation from the communities they serve. We now have a waiting list for our classes in Burlingame. Each instructor presents aerobic exercise routines choreographed to music for all ages and levels of fitness. Class participation averages 50 per day. Our classes are taught by locally qualified residents. Your local school gymnasiums and/or multipurpose rooms provide ideal lo- cations for surrounding residents. Good parking, safe grounds and easy access invite resident participation. Classes will be offered in the mornings and early evenings, four or five days per week at each facility. Specific times will be coordinated with each principal so that a school's program would not be interrupted. Space rental will be set by the school district. Some specific locations and schedules have already been arranged with school principals. Burlingame Intermediate School has made available their large cafeteria space for evening classes; Monday through Thursday, 5:30 - 6:30 P.M. and 6:30 - 7:30 P.M. Also, their office suggested their gymnasium for a morning class, ��1onday through Friday during summer if their gymnasium is not undergoing floor refurnishing. Roosevelt Elementary School auditorium is available on Monday, Tuesday and l�ednesday in the evenings from 6-7 P.M. and after June 14, a morning class could be offered Monday through Friday at 8:30 A.P1. Our organization has a central office that coordinates the national program, each Area Manager and his or her local instructors. Instructors are hired from the local community and trained two months with us. All of our monthly new routines that are taught to each instructor first are reviewed by a licensed physical therapis�t employ- ed by our company. We pride ourselves on our instruct- or's quality of training and presentation. Each instructor also has a class assistant to handle operational details before, during and after each session. • Such as, Roosevelt School requires a parking monitor to separate children from cars as they park in the play yard. This responsibility would belong to the class assistant. Also, for your information, we use either the exist- ing sound systems or comparable record players used by most schools. Typically, these are the standard Califone models. Our sound levels are never so loud that an instructor cannot speak clearly and be heard by the participants. When the class begins, the doors are shut to contain the sound and not annoy a neighborhood. I also spoke with Mr. Glenn Stewart and he assured me you would be receiving his letter of program recommendation shortly. The response in Pleasanton has been for record turn-outs in the rnmlber of participants.
