Since there was no appeal to or suspension by the City Council, the May 14, 2018, Planning
Commission approval of your application for Design Review became effective May 24, 2018. This
application was for a first and second-story addition to convert a single-family dwelling to a duplex,at 825
Edgehill Drive, zoned R-2.
The May 14, 2018, minutes of the Planning Commission state your application was approved with the
following conditions:
that the project shall be built as shown on the plans submitted to the Planning Division date
stamped April 27, 2018, sheets 1 through 9;
2. that prior to building permit issuance, the applicant shall submit an FYI for Planning
Commission review of revisions to the plans clarifying how the post at the front entry to the
rear unit appears on the front elevation and how it interfaces with the roof above;
3. that any changes to building materials, exterior finishes, windows, architectural features,
roof height or pitch, and amount or type of hardscape materials shall be subject to Planning
Division or Planning Commission review (FYI or amendment to be determined by Planning
staff�;
4. that any changes to the size or envelope of the first or second floors, or garage, which
would include adding or enlarging a dormer(s), shall require an amendment to this permit;
5. that the conditions of the Building Division's February 14, 2018 and December 12, 2018
memos, the Parks Division's December 19, 2017 memo, the Engineering Division's
February 9, 2018 and December 18, 2017 memos and the Stormwater Division's July 13,
2017 memo shall be met;
6. that any recycling containers, debris boxes or dumpsters for the construction project shall
be placed upon the private property, if feasible, as determined by the Community
Development Director;

7. that demolition or removai of the existing structures and any grading or earth moving on the
site shall not occur until a building permit has been issued and such site work shall be
required to comply with all the regulations of the Bay Area Air Quality Management District;
8. that prior to issuance of a building permit for construction of the project, the pro.ject
construction plans shall be modified to include a cover sheet listing ail conditions of
approval adopted by the Planning Commission, or City Council on appeal; which sFiall
remain a part of all sets of approved plans throughout the construction process.
Compliance with all conditions of approval is required; the conditions of approval shall n�ot
be modified or changed without the approval of the Planning Commission, or City Courn:il
on appeal;
9. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a singl�=
termination and installed on the portions of the roof not visible from the street; and that
these venting details shall be included and approved in the construction plans before a�
Building permit is issued;
10. that the project shall comply with the Construction and Demolition Debris Recycling
Ordinance which requires affected demolition, new construction and alteration projects to
submit a Waste Reduction plan and meet recycling requirements; any partial or full
demolition of a structure, interior or exterior, shall require a demolition permit;
11. that the project shall meet all the requirements of the California Building and Uniform Fire
Codes, 2013 Edition, as amended by the City of Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION
PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION:
12. that prior to scheduling the framing inspection the applicant shall provide a certification by
the project architect or residential designer, or another architect or residential design
professional, that demonstrates that the project falls at or below the maximum approved
floor area ratio for the property;
13. prior to scheduling the framing inspection the project architect or residential designer, or
another architect or residential design professional, shall provide an architectural
certification that the architectural details shown in the approved design which should be
evident at framing, such as window locations and bays, are built as shown on the approved
plans; architectural certification documenting framing compliance with approved design
shall be submitted to the Building Division before the final framing inspection shall be
scheduled;
14. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height
of the roof ridge and provide certification of that height to the Building Division; and
15. that prior to final inspection, Planning Division staff will inspect and note compliance of the
architectural details (trim materials, window type, etc.) to verify that the project has been
built according to the approved Planning and Building plans.
All site improvements and construction work will require separate application to the Building Department.
This approval is valid for one year during which time a building permit must be issued. An extension of

up to one year may be considered by the Planning Commission if application is made before the end of
the first year.
The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure Section
1094.6. If you wish to challenge the decision in a court of competent jurisdiction, you must do so within
90 days of the date of the decision unless a shorter time is required pursuant to state or federal law.

3. The proposed garage requires backup distance of 24' to enter and exit. This requirement applies to
the proposed garage on the lower level of the house.
The following comments do not need to be addressed now, but you should be aware of them as they
will need to be addressed at time of building permit submittal.
i. Based on the scope of work, this is a"Type I" project that requires a Stormwater Construction
Pollution Prevention Permit. This permit is required prior to issuance of a Building Permit. An initial field
inspection is required prior to the start of any construction (on private property or in the public right-of-
way).
z. Any work in the City right-of-way, such as placement of debris bin in street, work in sidewalk area,
public easements, and utility easements, is required to obtain an Encroachment Permit prior to starting
work.
3. Construction hours in the City Public right-of-way are'limited to weekdays and non-City Holidays
between 8:00 a.m. and 5:00 p.m. for all activities (including hauling).
a. The project shall comply with the City's NPDES permit requirements to prevent storm water
pollution.
s. Replace damaged and displaced curb, gutter and/or sidewalk fronting site.
6. All water lines connections to city water mains for services or fire line protection are to be installed
per city standard procedures and material specifications. Contact the city Water department for
connection fees. If required, all fire services and services 2" and over will be installed by builder. All
underground fire service connections shall be submitted as separate Underground Fire Service permit
for review and approval.
�. Sewer Backwater Protection Certification is required for the installation of any new sewer fixture per
Ordinance No. 1710. The Sewer Backwater Protection Certificate is required prior to the issuance of
Building Permit.
a. The sanitary sewer lateral (building sewer) shall be tested per ordinance code chapter 15.12.
Testing information is available at the Building department counter. A Sewer Lateral Test encroachment
permit is required.

Provide a residential fire sprinkler system throughout the residence:
Provide a 1-inch water meter or size to accommodate sprinkler system flow demand.
2. Provide a backflow prevention device/double check valve assembly — A schematic of water
lateral line after meter shall be shown on Buildinq permit plans prior to approval indicating location of
the device after the split between domestic and fire protection lines.
3. Drawings submitted to Building Department for review and approval shall clearly indicate fire
sprinklers shall be installed under a separate deferred fire permit, approved by the Fire Department
prior to installation.
4. Fire flow shall meet requirements of California Fire Code Appendix B. Contact Burlingame
Engineering Department for fire flow information.
5. Sprinkler riser equipment for the building shall be located in a commonly accessible area.

1) Place the followring information on the first page of the plans.
"Construction Hours"
Weekdays: 5:00 a.m. — 7:00 p.m.
Saturdays: 9:00 a.m. — 6:00 p.m.
Sundays and Holidays: No Work Allo�ved
2) As ofJanuary 1, 2014, SB 407 (2009) requires non-compliant plumbing fiYtures to be replaced by water-
conserving plumbing fiYtures �vhen a property is undergoing alterations or improvements. This law
applies to all residential and commercial properry built prior to January 1, 1994. Details can be
found at http://www.leginfo.ca.gov/pub/09-10/bill/sen/sb 0401-
0450/sb 407 bill Z0091011 chaptered.html. Revise the plans to show compliance with this
requirement.
3) On the first page of the plans specify the follo��-ing: "Any hidden conditions that require work to
be performed beyond the scope of the building permit issued for these plans may require further
City approvals includina revie�v by the Plannin� Commission." The building owner, project
desi;ner, and/or contractor must submit a Revision to the City for any �vork not graphically
illustrated on the Job Copy of the plans prior to performing the �vork.
4) Provide an existing main floor plan and a ne�v proposed main floor plan. Note: If sheet 2 is the
ne�v proposed main floor plan, than stipulate that on the dra�vin� and do the same for sheet 6 if
sheet six is the existin� main floor plan.
�) Provide existin� and proposed elevations. Note: elevation dra�vings on sheet 4 and on sheet 7
sho�v two right elevations.
6) This project �vill be considered a New Building because, according to the City of Burlingame
Municipal code, "when additions, alterations or repairs �vithin any t�velve-month period exceed
iifty percent of the current replacement value of an existing building or structure, as determined
by the buildinQ official, such building or stnicture shall be made in its entirety to conform �vith
the requirements for new btiildings or structures." This building must comply with the 2016
California Building Code for new structures. BMC 18.07.020
7) Due to the extensive nature of this construction project the Certi�cate of Occupancy �viill be
rescinded once construction begins. A ne�v Certificate of Occupancy �vill be issued after� the
project has been final. No occupancy of the building is to occur until a new Certificate o�f
Occupancy has been issued.
8) When you submit your plans to the Building Division for plan review provide a completed
Supplemental Demolition Permit Application. NOTE: The Demolition Permit �vill not be
issuecl until a Building Permit is issued for the project.
9) On the plans specify that the roof eaves �vill not project within two feet of the property line 2016
CRC § Table R302.1(1) or 2016 CBC Table 705.2
10) Provide details on the plans �vhich show that all roof projections ���hich project beyond the point
where fire-resistive constniction �vould be required �vill be constructed of one-hour fire-
resistance-rated construction per 2016 CRC § R302.1(1) or 2016 CBC §705.2.
1 1) Indicate on the f7oor plans that exterior bearing walls less than five feet from the property line
will be built of one-hour fre-rated construction. 2016 CRC Table R302.1(1) § or 2016 CBC,
Table 602)
12) On the plans show that all openin�s in exterior walls, both protected and unprotected, �vill

14) If shorin� is required, specify on the plans the licensed desi�n professional that has sole
responsibility to design and provide adequate shorin�, bracing, form�vork, etc. as required for the
protection of life and property during construction of the b�iildin�
15) Shoring and bracing shall remain in place until floors, roof, and �vall sheathing have been
entirely constructed
16) Shoring plans shall be �vet — stamped and signed by the en�ineer-of-record and submitted to the
city for revie�v prior to construction. If applicable, include surchar�e loads from adjacent
struct�ires that are �vithin the zone of intluence (45 dearee �vedae up the slope from the base of
the retainin� �vall) and / or drive�vay surcharge loads.�
17) Indicate on the plans that a Gradino Permit, if required, ���ill be obtained from the Department of
Public `Vorks. �
18) Provide the location of the fiirnace and the �vater heater for both the main floor and the lo�ver
floor.
19) Handrails from the nosing of the tread to the top of the handrail does not appear to be between
34" and 38". Revise the plans to show that all exterior handrails will be at a height between 34
inches and 38 inches per 2016 CRC R311.7.8.1 or 2016 CBC § 1014.2.
20) Provide lighting at all exterior landings.
18.10.100 Appendix C, Figure C amended—Exit terminals of inechanical draft and direct-vent
venting systems.
The Figure in Appendix C of the 2016 California Residential Code is amended by adding the
following note:
Note: Where the property line is less than ten (10) feet from the exit terminal of any newly installed or
replacement high efficiency mechanical equipment the pipe size of the final ten (10) feet of any terminal must
be increased to three inches (3") or, as an alternative, manufacturer-approved baftles must be installed.
