PROJECT DESCRIPTION/STUDY PURPOSE PROJECT DESCRIPTION The proposed live theater is to be located in the existing building at 247 California Drive, midway between Burlingame Avenue and Howard Avenue in downtown Burlingame. See Location Map, page 2. The site contains no off-street parking spaces. All parking generated by the theater will have to be accommodated off-site. The theater is expected to have a seating capacity between 150 and 200 persons with performances planned for 8:00 p. m. on Thursday and Friday nights, 7:00 p. m. and 9:30 p. m. on Sat urdays and 6:00 p. m. on Sundays. STUDY PURPOSE Because the project will have no on-site parking, one of this study's purposes is ta determine the availability of parking spaces to accommodate the project's parking dQmand. There is virtually no data availabl� on live theater �raffic and parking generation. Other purposes of thi� study are to quantify the probable traffic and parking gen�ration of the proposed theater and to quantify the project's traffic and parking im- pacts. In order to develop a reasonable projfction of traffic generation, the study includes vehicl� occupancy caunts at three live theaters including one op�rated by th� project proponent. i RKH F�GURE 1 Map courtesy CSAA 'CSAA 2 LO C AT I O N M A P SECTION II. PARKING OCCUPANCY SURVEYS SURVEY AREA DEFINED It was assumed that patrons of the live theater would� if neces- sary, walk the equivalent of three blocks from their parked vehicle to the theater. Figure 2, page 4, shows the parking study area as determined by the three block walking distance. An average block face is assumed to be 400 feet so that a one block walking distance is defined to be within 400 feet of the project site (247 California Drive), a two block walking distance is within 800 feet and a three block walking distance is within 1200 feet of the site. The study canservativ�ly assumes that theater patrons will park in the public facilities of the central business district to the west of the Southern Pacific Railroad tracks. On-street and off- street parking facilities within the 1200 foot walking distance were quantified and are also shown in Figure 2. (Circled numbers> After 6:00 p.m., parking spaces both on-street and off-street, are not limited by time. Therefore, all spaces carry equal weight and are of equal availability, their only difference being the walking distance to the sit�. SURVEY DATES AND TIMES Occupancy surveys of public on-stre�t and.off-street parking facilities were conducted in downtown Burlingam� on four Qvenings in Novembers 7:00 - 8:30 p.m., Thursday, Nov�mber 7, 1991, 7:00 - 6�30 p.m., Friday, November 8, 1991, 6 s 00 - 9= 00 p. m. , Sat urday, Nov�mber 9� 1991, and 7:00 - 8s40 p.m., Sunday Novemb�r 24, 1991. The survQyed �tre�ts and parking lots ar� shown in Figure 3, pagQ 5. Detailed summary she�ts of the parking occupancy surv�ys ar� provided in App�ndix A. EXISTING TRAFFIC CONDITIONS Weekday intersection traffic volumes were counted at California Dr. & Burlingame Ave. and at California Dr. & Howard Ave. during the 7:00-8:00 p.m. hour, the hour preceding the proposed weekday 8:00 p.m. performance time. The turning movement volume diagrams of the two intersections are provided in Appendix H. Traffic volumes during the studied hour are shown in Figure 4, page 8. These valumes averaged around 200 vehicles per hour per lane. Both intersections are signalized and ar� operated with fixed time cycles. Operating levels of service (LoS) have been cal- culated using the operational analysis methodology as presented in Chapter 9 of the 1985 Highway Capacity Manual CTransportation Research Board, Special Report 209, 19857. PROJECT TRAFFIC PROJECT TRAFFIC GENERATION In arder to quantify the vehicle trips expected to be generated by the project, vehicle occupancy surveys were made at three live theaters. The first theater surveyed was the Hillbarn Theater in Foster City on Saturday November 16, 1991, during the hour preceding the 8:00 p.m. performance time. The second theater surveyed was the Burgess Theater in Menlo Park on Saturday November 23, 1991 during the hour preceding the 6:00 p.m. perfor- mance time. The third theater surveyed wa� the project propon- ent's theater, The Opry House Theatre, in New Almaden, San Jose, on Saturday November 30, 1991. Details of the vehicle occupancy surveys are provided in Appendix D. A summary of the survey is shown in Table C below. For purposes of this atudy it is �ssumed that the s�ating capacity is 200 p�rsons and that th� theater i� fully occupied. It i� further assum�d that th� number of staff, ictors snd crew will b� 20 p�rsons ov�r and abov� th� 200 patrons. The Hillbarn and Hur��ss theaters ar� c�ntrally locat�d in peninsul� cities, whereas th• Opry Hous� Th�:tr� is located in a remote, rural area of south San Jos�. Accordinyly, v�hicle occupancies at th• Opry House Theatr� w�re found to b• sip- nificantly high�r than thos• of th� oth�r two th�at�rs. For purposes of this study it is assum�d that vehicl� occupancies for staff, actors and cr�w will b• 1.5 p�rsons p�r v�hicle and 9 will be 2.0 persons per vehicle for patrons. It is further assumed that all persons coming to the theater will use private transportation. Thus, the total number of vehicle trips per performance is conservatively projected to be 226. The parking demand per performance is projected to be 114 vehicles. It is assumed that 95% of the patrons, staff, actors and crew will arrive during the hour immediately preceding the performance. These assumptions also do not take into consideration the pos- sibility that some restaurant patrons will stay after dinner to attend a performance and, thus, not add to the overall parking demand. These "linked purpose" parking demands could account for as much as 20% of the parking demand of the thQater alone. On Saturdays with double performances, the peak parking demand is expected to occur between 9 and 10 p.m. wher� parking demands will overlap from the first to the second performance. The parking demand during this hour is projected to b� 220 vehicles. PROJECT TRAFFIC DISTRIBUTION The great majority (90%) of vQhicle trips to the theater are expected to be distributed uniformly from within a five mile radius of the site. The assumed assi�nment of v�hicl� trip� to the surraunding street system is shown in Figure 5, page 11. PROJECT TRAFFIC AND PARKING IMPACTS TRAFFIC IMPACTS The addition of some 100 vehicles to the streets in the downtown area of Burlingame in the one hour preceding the performance will not cause a perceptible change in traffic flow except for possi- bly right at the theater. The project added traffic will not change the operating levels af service at the two study area intersections. See Table D below. The losdinp zon� ne�d not interrupt daytim� parkinp us� as it will only b� n��d�d in th• evenin� from 6:00 p.m. until midnight. 12 PARKING IMPACTS Only a portion of the maximum anticipated parking demand of 114 spaces can be accommodated within th� first "block" (400 ft. walking distance from the theater). However, within two "blocks" (800 ft. walking distance) of thQ proposed theater there are� according to the occupancy surveys an adequate number of vacant parking spaces to accommodate the parking demand. The minimum number of vacant sp�ces within 800 feet was found to be 193 at 7:00 p.m. during the Friday survey. See Table A, page 6. Of particular note are parking lots "N" and "O" and California Dr. betwe�n Bayswater and Howard. These thre� facilities have sufficient vacant parking spaces to easily accommodate the projected demand. � 13 SECTION VI. CONCLUSIONS AND RECOMMENDATIONS CONCLUSIONS The proposed live theater at 247 California Drive could generate nearly 230 vehicle trips p@r performance and create a parking demand of as many as 114 spaces per performance. However, there are adequate vacant parking spaces within 600 feet walking distance of the sit� to accommodate the dem�nd. The add�d traffic will not significantly affect traffic flow in the down- town area except possibly the area immediately in front of the theater. The levels of service of the two adjacent signalized intersections on California Drive will not change as a result of project added traffic. RECOMMENDATIONS i. Provide a 50 ft. passengQr loading zone immediately in front of the theater, the hours of which should be from 6s00 p.m. to midnight. 2. Extremely goad progression with most vehicles arriving during the green phase. Short cycle lengths may also contribute to low delay. LaS H- Delay in the range of 5.1 to 15.0 seconds per vehicle. Good progression and short cycle lengths. More vehic- les stop than under LoS A conditions.
