At the City Council meeting of November 4, 19�5 you withdrew your
Special Permit application for an insurance replacement auto rental
agency at 851 Burlway Road with the statement you would leave the
premises. Council discussed the time frame for departure and
established that the applicant must vacate the premises by January 1,
1986.

CALL TO ORDER
A duly noticed regular meeting of the Burlingame City Council was held
on the above date in the City Hall Council Chambers. The meeting was
called to order at 7:35 p.m, by Mayor R. David Martin.
PLEDGE OF ALLEGIANCE TO THE FLAG
Led by City Manager Dennis Argyres.
ROLL CALL
COUNCILMEMBERS PRESENT: AMSTRUP, BARTON, MANGINI, MARTIN, PAGLIARO
COUNCILMEMBERS ABSENT: NONE
SCHEDULE APPEAL HEARING FOR GARAGE AT 1204 PALM DRIVE
Mayor Martin acknowledged a letter from Esther Plavjian requesting an
appeal hearing on the denial by Planning Commission for a garage at
1204 Palm Drive. Hearing was scheduled for November 18, 1985.

PUBLIC HEARING - APPEAL OF SPECIAL PERMIT FOR AMERE% RENT A CAR AT
851 BURLWAY ROAD - APPLICANT WITHDRAWS APPEAL
City Planner reviewed her memo of October 15 in which she recommended
council hold a public hearing and take action. Agency Rent-A-Car is
requesting a special permit for an insurance replacement car rental
from an office building at 851 Burlway. Planning Commission denied
the special permit because of the difficulty of enforcement on this
multiple use site; the fact that parking on site does not now meet
current code; current demand for parking on this site is heavy; and
the parking demands of this use exceed the number designated by code.
Mayor Martin opened the public hearing.
Applicant Ginny Goodwind was present and indicated they intend to move
the business out of Burlingame. She requested 90 days to move out.
Mayor Martin closed the public hearing.
City Planner had no objections to 90 days in which to move business;
City Attorney said that was too long a time period. Council concurred
and requested they remove the business by January 1, 1986.
PUBLIC HEARING POSTPONED - AUTO LEASING OFFICE AT 1608 GILBRETH
City Planner reviewed her memo of October 28 in which she recommended
council hold public hearing and take action. Applicant is requesting
a special use permit to operate a car leasing and rental company at
1608 Gilbreth. The Planning Commission denied the application at its
meeting of October 15.
Cyrus McMillan, attorney representing applicant, requested
postponement until the next meeting. He stated it appeared they would
be able to acquire additional parking at the site.
Mayor Martin continued the hearing until November 18, 1985.
PUBLIC HEARING - REVIEW OF SPECIAL PERMIT TO REPLACE A GAS STATION AT
1101 BROADWAY (CALIFORNIA/BROADWAY) - RESOLUTION 122-85
City Planner reviewed her memo of October 28 in which Chevron is
requesting a new special permit to replace an existing gas station at
California and Broadway. The proposed facilities include a cashier
booth and 100 square feet of enclosed area from which food/snack items

SCHEDULE PUBLIC HEARING FOR APPEAL - SOUTHWEST LEASING 1608 GILBRETH
Mayor Martin acknowledged a letter requesting appeal of Planning
Commission's denial for auto leasing office. Hearing was scheduled
for November 4, 1985 meeting.
PUBLIC HEARING POSTPONED - AMEREX RENT-A-CAR - 851 BURLWAY
ayor Martin acknowledged a letter requesting postponement of the
public hearing because the appellant was called out of town
, unexpectedly. Hearing was rescheduled for November 4, 1985 meeting.
CEREMONIAL MATTERS - APPEARANCE BY SUPERINTENDENT OF THE SAN MATEO
UNION HIGH SCHOOL DISTRICT
Nicholas Gennaro, Superintendent of SMUHSD, conveyed the thanks of the
School Board and the District for the financial aid provided by the
City of Burlingame to the District and Burlingame High School, He
reviewed the athletic programs which had been improved or restored due
to the financial help. He stated that Burlingame High School has
always had an excellent relationship with the Burlingame Recreation
Department. He noted that the City of Burlingame exemplifies the type
of cooperation the district is looking for between the cities and the
schools.
PUBLIC HEARING - SECOND READING - ORDINANCE 1308 - AMENDING PUBLIC
EMPLOYEES RETIREMENT SYSTEM CONTRACT
City Manager reviewed his memo of October 1 in which he recommended
council hold public hearing and take action. On September 15 the City
Council adopted the required Resolution of Intention to amend our PERS
contract. On September 27 an employee election was held which
approved of this amendment.
Mayor Martin opened the public hearing. There being no comments, the
hearing was closed.
Councilman Amstrup moved adoption of ORDINANCE 1308. Seconded by
Councilwoman Barton, carried unanimously 5-0 by roll call vote.
PUBLIC HEARING - SECOND READING - ORDINANCE 1309 - ESTABLISHING STOP
SIGN AT ADELINE AND ALVARADO
Director of Public Works reviewed •his memo of September 17 in which he
recommended council adopt ordinance to establish this stop sign
westbound on Adeline at Alvarado as recommended by Traffic, Safety and
Parking Commission.
Mayor Martin opened the public hearing. There being no comments, the
hearing was closed.
