SUBJECT: LA PETITE CAFE, 851 BURLWAY ROAD
The Planning Commission held a public hearing February 25, 1980 to consider a special
permit application by John Douveas to operate a coffee shop in the "Wells Fargo
Building" at 851 Burlway Road. Minutes of that hearing are attached for review,
together with a copy of Mr. Douveas' January 18, 1980 letter describing the proposed
hours o�F operation, number of employees and menu format. At the conclusion of the
public hearing the permit was approved 6-0 with six conditions.
Among the original conditions attached to this special permit was the limitation that
"the permit be approved to John Douveas, and be nontransferable". Mr. Douveas has
recently sold his interest in this coffee shop to Harry Rose, who has been advised
that a new application to the City is required. The February 17, 1981 letter from
Mr. Rose describes the intended operation of the coffee shop, which is virtually
identical to the operational details reported in the January 18, 1980 letter from
John Douveas. In the absence of any change in the hours of operation, number of
employees or on-site parking, staff recommends that this new permit be approved.
No complaints have been received on the recent operation of La Petite Cafe and it
appears to provide a needed service to other businesses in this building.
Recommended conditions for Comnission review at the public hearing are:
1. that the permit be approved to Harry A. Rose and be nontransferable;
2. that the size of the coffee shop be consistent with the plan dated
February 18, 1981;
3. that not more than 6 tables/20 chairs be available for customer use;
4. that the hours of operation not exceed 8:00 A.M. to 4:00 P.M. and
5. that the permit be subject to review in one year and be subject to
possible modification at that time.

This will serve as verification of the fact that the
existence of the above tenant in our building at 851 Burlway
Road in Burlingame has not, in the past, caused any increase
in parking in our lot. For the most part, this cafe serves
the tenants in the building.

SUBJECT: REVIEW OF THE APRIL 7, 1981 SPECIAL PERMIT FOR A
SNACK BAR AT 851 BURLWAY ROAD
On March 23, 1981 the Planning Commission approved a Special Permit to allow
the operation of a snack bar at this address with the following conditions:
1. that the size of the coffee shop be consistent with the plans
dated February 18, 1982;
2. that not more than 6 tables/20 chairs be available for customer
use;
3. that the hours of operation not exceed 8:00 A.M. to 4:00 P.M.; and
4. that the permit be subject to review in one year and be subject
to possible modification at that time.
A site inspection was made on March 12, 1982. One employee was on the site
and the operation had not changed. Six tables and 18 seats were provided;
the hours and menu appeared to be as originally reviewed and approved.
