3. PROJECT DESCRIPTION SPECIAL PERMIT to operate a snack bar in the M-1 District
on the second floor of the "Ulells Fa rgo Building" at 851 Burlway Road. The snack bar
seats 18-20 peo�le and will be operated by Harry Rose and his wife from 8 AM to 4 PM
P1onday through Friday. Sandwiches. salads and soft drinks will be served. A microwave
oven wil.l be used to heat some foods; no cookinq will be done. A special permit for this
snack bar was first aaproved to Mr. John Douveas by the Commission February 25, 1980;
although no changes in hours or menu are planned, a new application has been filed b
Mr. Rose because the 1980 permit was nontransferable.

completed a review of the proposed project and determined that:
( X) It will not have a significant effect on the environment.
( ) No Environmental Impact Report is required.
Reasons for a Conclusion: The modest floor area and limited seating of this snack
bar would seem to confirm the applicant's intent to provide services to
businesses in the immediate area. Little drive-in traffic is expected. The
snack bar has operated at this location (under a previous owner) for more than
a vear; no problems or complaints have come to the Cit_v's attention.
