Applicant: Elizabeth Koh, Valerio Architects, for Fresh Latitudes/World Wrapps Cafe Property Owner: Shirley King Trust Building Width: 17'-0" General Plan: Shopping and Services Zoning: C-1, Subarea A Adjacent Development: Commercial Summary: The applicant, Elizabeth Koh representing Fresh Latitudes Cafe (formerly World Wrapps), requests an exception from the sign ordinance to permit an increase in the number of signs on the primary frontage to 6, where 3 are allowed; and to increase the area (square footage) of signage permitted on this site to 63.38 SF where a maximum area of 50 SF is permitted, at 1318 Burlingame Avenue, zoned C-1, Subarea A(C. S. 22.14.040; 22. l 4.020). The copy and size of the three existing signs (one wall sign and a double-sided blade sign), would change to reflect the new name, Fresh Latitudes Cafe. Three additional signs are proposed including an awning valance sign and two window signs. There were no staff comments regarding the application, but the City Engineer commented (memo dated November 8, 1999) that an encroachment permit may be required to be issued from the Department of Public Works for the installation of any approved signage. Study Meeting: This sign exception application was initially reviewed at the December 13, 1999 study meeting. The restaurant, "World Wrapps", is changing its na�ne to "Fresh Latitudes Cafe". As a result of the name change, the applicant proposes to change the copy and design of the signage and logo to reflect the new name and image. The location and size of the signs proposed in the new sign program is nearly the same as the original request reviewed at the study meeting on December 13, 1999, except that the new proposal reduces the square footage proposed in the sign exception by 4 SF. At the December 13, 1999 study meeting, the commission asked the applicant whether the signage could be reduced by combining the tag line proposed on the awning valance with the restaurant name on the wall sign above the awning. The applicant responded to the commission's suggestion in a letter dated Api-il l9, 2000. ln this letter, the applicant states that they would prefer not to combine the copy on the awning as a tag line to the wall sign because they wish to maintain a distinct restaurant name and image, and to use the awning sign to separately highlight the products sold in the restaurant. The commission asked for clarification of whether the menu sign on the window would change in size, or would the number of items offered on the menu change. The size of the menu sign in the window would remain the same, but the selection of items would fluctuate based on the introduction of new items, seasonal specials and the removal of less popular items � The commission asked the applicant to clarify the size of the lettering on the awning/valance sign. The lettering has changed since the project was last reviewed on December 13, 1999, and the new text says, "Wrapps Bowls Bentos Smoothies" with letters measuring 8" in height over a length of 15'-9" (10.5 SF). The commission asked staff to clarify the method used to measure the area of blade signs. If text is visibie on both sides of a blade sign, staff measures the area of the lettering * A sign exception is rec�uired for six signs where a maximum of three are permitted, and for a total area of 63.38 SF where 50 SF is permitted. on both sides of the blade sign (area of lettering x 2). Finally, the commission asked staff for a summary of the use permit that had recently been issued for the World Wrapps restaurant. The previous use permit approved by the commission on March 8, 1999, was to expand the seating area from 322 SF to 432 SF to provide seating area for 42 people where previously only 28 seats were available (this does not include any seating on the sidewalk). Findings for a Sign Exception: In order to grant a sign exception to permit an increase in the number of signs and the sign area permitted on a primary frontage, the Planning Commission must apply the following circumstances (Code Section 25.06.110 a-b): (a) any exception granted shall be subject to such conditions as will assure that the adjustment thereby authorized shall not constitute a grant of special privilege inconsistent with the limitations upon other properties in the vicinity and the district in which the subject property is situated; and (b) because of special circumstances applicable to the subject property, including size, shape, topography, street frontage, location or surrounding land use; the size or height of the building on which the sign is to be located; the classification of the street or highway on which the sign is located or designed to be primarily viewed from, the strict application of zoning regulations is found to deprive subject property of the privileges enjoyed by other properties in the vicinity and under identical zone classification. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reasons for any action should be clearly stated. At the pubiic hearing the following conditions should be considered: Conditions: that the signage shall be installed as shown on the plans submitted to the Planning Department and date stamped April 19, 2000 (building elevations and sign elevations) and as described in the sign permit application materials dated April 19, 2000; 2. that all existing signage shall be removed before any new signage is installed; that no additional signage shall be installed on the primary frontage of this building without approval of a sign exception by the Planning Commission; 4. that the project shall meet all the requirements of the municipal code and of the California Building and Fire Codes, 1998 Edition, as amended by the City of Burlingame. World Wrapps' current exlsting sign square fnotage is 44.39 sq.ft., which includes both sides of the blade sign and the wall sign. The square fnotage calculation 6or the wall sign, based on the sign code/criteria, requires that the sign height be measured from the tallest letter point. Unlike most signs (i.e. Starbucks) World Wrapps has a symbol/logo (Globe) included in the sign which creates a higher point than the actual letters. Thus, the area calculation was measured beyond the actual letter height. If the sign area was measured based on the actual letter height the wall sign area would be 22.6 sq.ft. rather than 28.39 sq. ft. Also the blade sign, based on the slgn criteria, was dimensioned from the blade frame and not the blade face. If the area were measured around the blade face it would be 5.8 sq.ft. per face rather than the current 9.0 sq.ft. per face. If World Wrapps was allowed to dimension the sign area at letter height and at blade face, Worid Wrapps should have an excess of 15.8 sq.ft., which then can be used/transferred for the awning valance tag line and the two window posters. 4. The exception is necessary for World Wrapps to create a consistency for their customers. The tag line is used on all their sites to introduce the types of food served. The window posters, which were recently installed, further presents and explains visually the types of food served. The familiarlty and consistency fer the customers are very important to attract and maintaln a customer base. 5. The use of the tag line has always helped World Wrapps increase their customer base with the introduction of the rypes of fnod. Without the tag line customers are less likely to try World Wrapps or may confuse World Wrapps wlth other wrap restaurants. Also the window posters visually introduces the types of food, which can change seasonally with new menu items.
