Present Absent CITY PLANNING COMYISSION Burlingame, California Regular Meeting February 23, 1950--7:55 p.m. Others Present Mitchell Macomber Mayor Love Harris City Clerk White Brown City Attorney Karmel Henderson City Engineer Fitch Stivers Chairman Mitchell stated that, in order to give further study to the matter of rezoning to permit construction of a shopping center on Oak Grove Avenue, the matter is put ahead for the next meeting of the Planning Commission. Reuben White appeared with plans for the proposed construction of an addition to a building in the Broadway industrial area. City Engineer Fitch brought up the ques- tion of sewer and water facilities, and members of the Planning Commission objected to the appearance of the proposed construction including the use of galvanized iron. The plans were referred back to the owner without prejudice for further consideration. At this meeting there was held a public hearing of petition for change of zone from "First Residential" to "Second Residential" of the property described as follows: "All of Block No. 32, as deggignated on the map entitled 'Lyon and Hoag' said block bounded by Dwight Road, Clarendon Road, Howard Avenue and Bayswater Avenue." The petition on file is dated February 1/+, 1950 and bears nineteen signatures. ATTORNEY LUTHER M. CARR appeared for one of the petitioners, ROLAND ZILLMER, 123 Dwight Road, Burlingame. Mr. Carr spoke at length in favor of rezoning Block No. 32 from "First Residential" to "Duplex" zone, stating that houses in that area are getting old and that already there are a number of structures accommodating more than one family, and while he favored the permission to build duplex houses, he would recommend in the re- zoning that it should be prohibited to build apartments over garages. He outlined the view that,with three vacant lots in the block and six lots with two distinct family dwell- ings, and another lot with an apartment or rooms for rent, this is not likely to attract a desirable type of new single family residences. Chairman Mitchell outlined the history of the duplex zoning in Burlingame and expressed the view that it is not good planning to rezone a single block. CECIL BLISS and ROBERT CLARENDON appeared at the meeting and stated they lived in houses located across the street from the block proposed to be rezoned and that they were not in favor of the rezoning. ROGER RACE, a resident on Dwight Road, also across the street from Block 32, stated that he did not believe it would be good for the neighborhood to rezone the block from "First Residential" to"Duplex." MARGARET WILLIAM, Block 29, said that she was definitely against the rezoning. HUGH KEVILLE, resident in Block 30, bounded by Bayswater, Peninsula, Clarendon and Dwight Road, spoke in favor of the rezoning. And CHRISTIAN HAYES, a resident at the corner of Bayswater and Bloomfield Road, favored rezoning the entire area. MR. SKREDEN said that he was opposed to duplexes in that area. FIVE other individuals spoke, each stating he is a resident of that area, giving their addresses as follows: 509 Bayswater Avenue; 128 Clarendon Road; 60,E Howard Avenue; 208 Clarendon Avenue; 516 Howard Avenues All of these five individuals voiced - I - Continuation - MINUTES - Burlingame City Planning Commission February 23, 1950 opposition to rezoning. ATTORNEY CARR in answering the opposition stated that he believed thirty and forty year old houses are not going to be a credit to the neighborhood much longer even if they are kept up now. In the discussion that ensued Commissioner Harris said that he could see things to be said on both sides of the proposition to rezone, noting that in the general neighborhood there are a number of lots improved with new homes. Chairman Mitchell stated that he was not in favor of rezoning a single block, and Commissioner Brown added that he would be opposed to doing so on the ground that it is not good planning. Commissioner Henderson made a motion that in view of a preponderance of protest, the petition be denied, which motion was seconded by Commissioner Harris, and on roll call the motion was unanimously adopted. Following the above hearing City Attorney Karmel spoke in response to some of the statements that had been made during the hearing to the effect that there already are a number of violations of zoning ordinances and pointed out that good citizenship is a matter of living up to the law. GEORGE MANN, SAN MATED CITY COUNCILMAN, and former Chairman of the San Mateo City Planning Commission, appeared at this meeting as a visitor and outlined the pur- poses of the Tri-County Planning Council with the object of encouraging meetings to discuss planning problems of communities on the peninsula to help in the coordination of planning in this area. The members of the Commission expressed a sincere interest in this subject and a desire to cooperate. The meeting adjourned at 10:25 p.m. , D. A.`Stivers, Secretary - 2 -
