In addition,- this hobby. shop would include a worki.n�__, scale model racetrack which would operate daily from 4 P.M. to 9 P.M. It is expected that this racetrack will be one of the main attractions of the store. The property is located in the Auto Row area of the City. Adjacent uses consist of a variety of auto dealership operations. To the rear of the property (east side) is the Southern Pacific right-of-way which separates the property from residential uses approximately 300� away from the site. The proposed hobby shop use will be completely contained within the existing building on the property, therefore there should not be any substantial increase in noise in the area. In addition, there are no changes proposed to the exterior of the building, therefore there should not be any significant changes in the appearance of the property. The retail nature of the business should be compatable with the other retail auto dealership uses in the area. --- It is expected that the hobby shop customers would fall into two major age categories, pre-teens and those 28-45 years old. One major difference between the auto dealership and the proposed hobby shop would be an increase in the number of younger, pre- teen customers coming to the area. No significant environmental effects are expected to result from this change. In terms of traffic impacts, it is expected that the proposed hobby shop will be similar to the existing auto dealership use on the property, except that the hobby shop will involve more activity in the evening hours and on weekends. The auto dealership operates Monday - Friday from 7 A.M. to 9 P.M. and Saturday and Sunday from 9 A.M. to 6 P.M.. The proposed hobby shop will be open from 9 A.M. to 9 P.M. Monday - Sunday. Compared to the auto dealership use, the hobby shop will begin operating later in the day and will remain open later on weekends. On a regular weekday the auto dealership has 36 employees on the property from 7 am to 9 pm and approximately 65-70 customers between the hours of 8 A.M. to 5 P.M., and an additional 10 customers between 5 P.M. and 9 P.M.. Therefore, this use has approximately 116 people coming and going from the site. On weekends the auto dealership has 16 employees on the premises and approximately 50 customers, for a total activity of approximately 66 people coming and going from the site. The proposed hobby shop, both weekdays and weekends, is expected to have up to 9 employees on the premises and approximately 60 customers between 9 am to 5 pm and an additional 60 customers between 5 pm and 9 pm. On weekdays, the traffic generated by the two uses should be very similar ( 116 vehicle trips for the auto dealership versus 129 vehicle trips for the proposed hobby shop). Weekend activity, however, will be greater for the hobby shop (129 vehicle trips for the hobby shop versus 66 vehicle trips for the auto dealership). This increase in weekend activity should not -Continued- 100 California Drive - Proposed Hobby Shop Use Negative Declaration ND-420P Page 2 create any significant traffic impacts in the area since the reduced activity of other businesses in the area reduces the traffic on California Drive and many of the other streets in the area. Weekday traffic may actually be reduced by the hobby-shop-- use since the added impacts of test driving of vehicles being repaired as well as the delivery of cars to the site will be elliminated. In addition, it is assumed that all the individuals who use the hobby shop would drive to the site. In reality, a significant number of the pre-teen customers may take public transit to the site. Parking for the hobby shop will be provided in the freestanding parking structure on the property. 53 parking spaces will be ____ designated for the hobby shop. The auto dealership has been using much of the parking structure for car storage. Once these stored vehicles are removed, there should be plenty of parking available in the structure. There are approximately 324 parking spaces in the structure, 28 of which are reserved for the Honda dealership at the north end of the property. Therefore, there should be sufficient room on the property itself to accomodate the parking demands of the proposed hobby shop. F r .
