Summary: An application for Design Review and Special Permits for basement ceiling height and direct exit from a basement for a new, two-story single family dwelling at 1430 Drake Avenue, zoned R-1, was approved by the Planning Commission on February 27, 2017 (see attached February 27, 2017 Planning Commission Meeting Minutes). The applicant applied for a building permit in March 2017, but it has not yet been issued. With this application, the applicant is requesting approval of several interior and exterior changes, all of which are detailed in the attached explanation letter dated April 26, 2017. Staff would note that there will be a minor net increase in the floor area ratio (FAR), but the project wil� be in compliance with the maximum allowed FAR (3,411 SF originally approved; 3,420 SF proposed; 3,420 SF inaximum allowed). The applicant submitted plans showing the originally approved and proposed plans, date stamped April 26, 2017, to show the changes to the previously approved design review project. Other than the changes detailed in the applicant's letter and revised plans, there are no other changes proposed to the design of the house. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicant. Yr' :. �� We would like to request that the Planning Commission approve the following minor changes to the approved plans for our new home at 1430 Drake Avenue: • Reduce the two driveway bump-outs by six inches and increase the driveway clearance to ten feet. This will make it much easier for me to get my full-sized pickup truck in and out of the driveway and keep this vehicle off the street. • Change the two French doors off the master bedroom to a single French door and a pair of windows. This wiil allow us to open a window for cross ventilation in our bedroom and give us more natural light. • Modify the left gable to increase the size of bathroom 2. Bath 2 serves three bedrooms upstairs and we feel this modest change will make the bathroom much more useable for our two boys as well as any guests that might stay with us. On the exterior, this gable is shielded from view by the neighboring house and won't be visible from the street. • Reduce the size of the rear light well by five square feet. This small change will allow better access to the back yard from the driveway and will not be visible from the street. Taken as a whole, these changes are relatively minor and we believe they will have little or no impact on our neighborhood. We hope the Planning Commission can approve them at its next meeting. This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15303 (a).
