Applicant and Designer: Tim Raduenz, Form+One Design Property Owner: 1336 Drake Ave LLC General Plan: Low Density Residential APN: 026-062-180 Lot ��rea: 6,000 SF Zoning: R-1 Environmental Review Status: The project is Categorically Exempt from review pursuant to the California Environmental Quality Act (CEQA), per Section 15303 (a) of the CEQA Guidelines, wh�ich states that construction of a limited number of new, small facilities or structures, including one single-family residence, or a second dwelling unit in a residential zone, is exempt from environmental review. In urbani:zed areas, this exemption may be applied to the construction or conversion of up to three (3) single-family residE�nces as part of a project. Project Description: The applicant is proposing to demolish an existing one-story single famiily dwelling and detached garage to build a new, two-story single family dwelling with a detached garage. The proposed house will have a total floor area of 3,416 SF (0.57 FAR) where 3,416 SF (0.57 FAR) is the maximum allowed (including an 85 SF covered front porch exemption). The new single family dwelling will contain four bedrooms. Two parking spaces, one of which must be covered, are required on-site. One covered parking space is provided in the detached garage (17'-3" x 21'-2" clear interior dimensions) and one uncovered parking space (9' x 20') is provided in the driveway. Therefore, the project is in compliance with off-street parking requirements. The applicant submitted an arborist report, which was prepared by Kielty Arborist Services, d��ted August 14, 2019 (attached). The report includes an evaluation �f ten existing trees on the site and two street trees. Two of the trees on the property are protected size, including a 16.3-inch diameter Redwood and an 18.0-inch diameter Bay. The applicant is proposing to remove all existing trees on the subject property. The applicant has applied for a Protected Tree Removal Permit with the City Arborist (see attached). The two existing street trees are also proposed for removal and replacement. The City Arborist is requiring that they be replaced with two new 24-inch box Red Maple trees. The proposed Landscape Plan shows a total of nine trees to be planted throughout the site including 3, 24-inch box size and 6, 15-gallon landscape trees and therefore complies with Chapter 11.06, Urban RE:forestation and Tree Protection requirements. All other Zoning Code requirements have been met. Staff Comments: None. Design Review Study Meeting: At the Planning Commission Design Review Study meeting on October 28, 2019, the Commission had the following comments and suggestions regarding this project ancl voted to place this item on the regular action calendar when all information has been submitted and reviewed by the Planning Division (see attached October 28, 2019 Planning Commission Minutes). • Provide articulation on front fa�ade. • Coordinate with neighbors on both sides of property regarding landscaping and fencing. • Revisit setbacks on site plan to be more easily read. • Break up massing on second floor. • Revisit front door and add additional features. The applicant submitted a response letter, dated February 20, 2020, and revised plans, date st�imped March 4, 2020 and April 16, 2020, to address the Planning Commission's comments. Please refer to the attached October 28, 2019 Planning Commission minutes included in the staff report for a detailed Ilist of Planning 2 Design Review 133E� Drake Avenue Commission comments. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: 1. Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; 3. Architectural style and mass and bulk of structure; 4. InterFace of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Suggested Findings for Design Review: That the architectural style, mass and bulk of the new house (featuring a variety of materials including composition shingle roofing, cedar shingle siding, stone veneer chimney, wood doors, and aluminum clad wood casement windows with simulated true dividec� lite and wood trim) is compatible with the character of the neighborhood; that the proposed project includes a de�tached garage at the rear of the property, which is consistent with the garage patterns within the neighborhood; that the articulation provides visual interest on all elevations and the architectural elements of the pro��osed structure compliments the neighborhood; that the windows and architectural elements of the propose�� structure are placed so that the structure respects the interface with the structures on adjacent propertie:�; and that the proposed landscaping, include new shrubs and trees to be planted throughout the site, are proportionate to the mass and bulk of the structure. For these reasons, the project may be found to be comp�atible with the requirements of the City's five design review criteria. Planning Commission Action: The Planning Commission should conduct a public hearing on the application, and consider public testimony and the analysis contained within the staff report. Action should include specific findings supporting the Planning Commission's decision, and should be affirmed by resolution ��f the Planning Commission. The reasons for any action should be stated clearly for the record. At the public hearing the following conditions should be considered: that the project shall be built as shown on the plans submitted to the Planning Division date stamped March 4, 2020, sheets T1.0 through L1.1 and revised sheets T1.0, A2.0, A3.1, and FAR; stamped April 16, 2020; 2. that tree protection measures shall be installed on-site prior to demolition or construction commencing per the Kielty Arborist Services August 14, 2019 report for all trees remaining on-site; 3. that any changes to building materials, exterior finishes, windows, architectural features, roof height or pitch, and amount or type of hardscape materials shall be subject to Planning Divisic�n or Planning Commission review (FYI or amendment to be determined by Planning staf�; 4. that any changes to the size or envelope of the first or second floors, or garage which would include adding or enlarging a dormer (s), shall require an amendment to this permit; 5. that any recycling containers, debris boxes or dumpsters for the construction project �>hall be placed upon the private property, if feasible, as determined by the Community Development Director; that demolition or removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; 6. that prior to issuance of a building permit for construction of the project, the project construction plans shall be modified to include a cover sheet listing all conditions of approval adopted by the Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved plans throughout the construction process. Compliance with all conditions of approval is. required; the Design Review 133ti Drake Avenue conditions of approval shall not be modified or changed without the approval of the Planning Commission, or City Council on appeal; 7. that ail air ducts, plumbing vents, and fiies shall be combined, where possible, to a sin�gle termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; 8. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan and meet recycling requirements; any partial or full demolition of a structure, interior o�r exterior, shall require a demolition permit; 9. that demolition for removal of the existing structures and any grading or earth moving c�n the site shall not occur until a building permit has been issued and such site work shall be required to� comply with all the regulations of the Bay Area Air Quality Management District; 10. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, in effect at time of building permit submittal, as amended by the City of Burlingame; THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION: 11. that prior to scheduling the framing inspection the applicant shall provide a certificatioi� by the project architect or residential designer, or another architect or residential design prc�fessional, that demonstrates that the project falls at or below the maximum approved floor area ratio for the property; 12. that prior to scheduling the foundation inspection, a ficensed surveyor shalf locate the property corners, set the building footprint and certify the first floor elevation of the new structure(s) based ��n the elevation at the top of the form boards per the approved plans; this survey shall be accepted by thE� City Engineer; 13. prior to scheduling the framing inspection the project architect or residential designer, or another architect or residential design professional, shall provide an architectural certific;ation that the architectural certification that the architectural details shown in the approved design v�✓hich should be evident at framing, such as window locations and bays, are built as shown on the a�pproved plans; architectural certification documenting framing compliance with approved design shalt be submitted to the Building Division before the final framing inspection shall be scheduled; 14. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Division; and 15. that prior to final inspection, Planning Division staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been build according to the approved Planning and Building plans. (Raduer�z: Currently proposing a door and /arge sidelrte, wiN make the panes more symmetrical.) > On sheet A3.0, the numbers on the right and front elevations aren't adding up on the left-hand side. 9 feet from the top of the plate to the grade is shown on one elevation and 8'-6" plus 1'-6" is :shown on the other elevation; please review and correct. > You designed a similar house on the 1000 block of Drake Avenue. Would you say this design similar to that? (Raduenz: It's a very similar design, however we are bumping out the second floor and the colors wrll definitely be drfferent. We did change a few things on the inside. 1 try to get a side entry, which is something different that what you typically see, but it works really well for a family. On the front elevation, we have the four brackets thaf support the articulation of the second floor bedroom.) > When we reviewed that project, I really liked it in plan, thought it was a cool looking hou:�e. However when it was burlt, I was concerned with the massing and thought it was ouf of proportion to the houses around it. So i'm just wondering if there's anyway to break up that second floor massrng more. (Raduenz: 1 can look into it.) > Would benefit to have a rendering for the proposed house. (Raduenz: Will provide a renciering. One concerns 1 have is that there are a lof of the frees that are dead along our fence line, so glad to hear theyre being removed. Would like to review the new landscape plans fo see where the nine new trees will be planted and to what extent that would provide privacy or shielding. A/so concerned with the massing of the roofline along the right side of the house; would like to see where the windows line up with my son's window. Otherwise, don't have serious objections, but am glad to hear the property will get refreshed (andscaping and new fencing. Chair Comaroto closed the public hearing. Cypress tree #4 is growing within the public right of way, and is considered to be a protected tree. Cypress tree #5 is not a protected tree. When demolishing the existing driveway, it is recommended to carefully remove the concrete and base rock within 10 feet from these trees. Only hand tools should be permitted in this area. Any exposed roots must be covered by soil as soon as possible. Exposed roots should be kept moist by wrapping the roots in burlap and wetting down the burlap multiple times a day. This will help to avoid root desiccation. tt. � �`.. � Trees #6-10 consist of bottle brush trees and Hollywood junipers. These trees are in poor to fair condition. All 5 trees are growing against the existing driveway on site, and have caused damage to the concrete driveway. None of these trees are of a protected size in the city of Burlingame. The tree is covered in ivy (sign of poor maintenance) with an abundance of dead wood observed within the tree canopy. A large ganoderma fungus fruiting body was observed on the tree trunk. This is often a sign of heart wood rot. This tree is at high risk of limb or trunk failure due to the observed fungus. Showing bay tree #11 Redwood tree #12 is in good condition. This tree is poorly located at 5 feet from the existing building on site. Future f�oundation damage is highly likely due to the tree's root crown being in contact with the foundation. There is not enough room to support future growth for the tree in its current location. 1336 Drake Avenue 8/14/19 (6) Proposed tree removals: Protected trees�roposed for removal Ginkgo street tree #2 is proposed for removal in order to facilitate the construction of a rlew driveway entrance and driveway apron. The tree is in the proposed foot print of the new driveway. The tree is of a transplantable size and can be moved on the property if needed. Bay tree #11 is proposed for removal due to the tree's poor health and high-risk rating for future failure due to heart wood rot. Also, the tree is in the footprint of the proposed drivewayigarage. Redwood tree #12 is proposed for removal to facilitate the construction of the proposed driveway. The tree is poorly located on the lot with not enough room to support future �;rowth. Protected tree removals for trees #2, 1 l, and 12 will need to first obtain a heritage tree re;moval permit before being removed. Non �rotected trees to be removed Birch tree #3 is to be removed to facilitate the new driveway construction. Trees #6-10 are planned for removal as removing the existing concrete driveway would likely have a high impact on tree health. Replacement trees A total of 9 new trees are proposed on this site, as seen on site plan A1.0. This means that for every protected tree being removed, 3 new trees are being planted. The following tree protection plan will help to reduce poteniial impacts to the retained trees on site. Tree Protection Plan: Tree PNotection Zones Tree protection zones should be installed and maintained throughout the entire length of the project. Prior to the commencement of any Development Project, a chain link fence shall be installed at the drip line of any protected tree which will or will not be affected by the eonstruction. The drip line shall not be altered in any way so as to increase the encroachment of the construction. Fencing for the protection zones should be 6-foot-tall metal chain link type supported by 2-inch metal poles pounded into the ground by no less than 2 feet. The su��port poles should be spaced no more than 10 feet apart on eenter. Signs should be placed on fencing signifying "Tree Protection Zone - Keep Out". No materials or equipment should be stored or cleaned inside the tree protection zones. Excavation, grading, soil deposits, drainage and leveling is prohibited within the tree protection zones. No wires, signs or ropes shall be attached to the protected trees on site. Utility services and irrigation lines shall all be place outsicle of the tree protection zones when possible. On this site the entire street tree planting pits near retained street tree #1 will need to be fenced off in order to protect the street tree. This is the onl�� protected tree on site to be retained. Italian cypress trees #4 and #5 are recommended to be protected by tree protection fencing once the existing driveway has been removed. Fencing is recammended to be placed at a radius of 5 feet from the cypress trees. 1336 Drake Avenue 8/14/19 (7) Landscape Barrier zone If for any reason a smaller tree protection zone is needed for access, a landscape buffer consisting of wood chips spread to a depth of six inches with plywood or steel plates pla.ced on top will be placed where tree protection fencing is required. The landscape buffer will rielp to reduce compaction to the unprotected root zone. Inspections The site arborist will need to verify that tree protection fencing has been installed beforf� the start of construction. The city of usual(y requires a letter stating the fencing is in place before any permits are to be granted. The site arborist must inspect the site anytime excavation vvork is to take place underneath the canopy of a protected trees dripline. It is the contractor's resp�onsibility to contact the site arborist if excavation work is to take place within this area. Large roots (2" in diameter or over) or large masses of roots to be cut, must be inspected by the Project Arborist. The Project A.rborist, at this time, may recommend irrigation the root zone as well as other mitigation measure�s when needed. All roots needing to be cut should be cut clean with a saw or lopper. Roots to be left exposed for a period of time should be covered with layers of burlap and kept moist to avoid root desiccation. The existing grade underneath the dripline of the trees shall be retained wh�;n possible. If to be changed the Project Arborist must review and give mitigation measures. T�enching and Excavation Trenching for irrigation, drainage, electrical or any other reason shall be done by hand when inside the dripline of a protected tree. Hand digging and the careful placement of pipes below or besides protected roots will significantly reduce root loss, thus reducing trauma to the tree. All trenches shall be backfilled with native materials and compacted to near its original level, as soon as possible. Trenches to be left open for a period of time, will require the covering of all exposed roots with burlap and be kept moist. The trenches will also need to be covered with plywood to help protect the exposed roots. Irrigation Normal irrigation should be maintained throughout the entire ]ength of the project. The iimported trees on this site will require irrigation during the warm season months. Some irrigation may be required during the winter months depending on the seasonal rainfall. During the summer months the trees on this site should receive heavy flood type irrigation 2 times a month. During the fall and winter 1 time a month should sufiice. Mulching the root zone of protected trees will help the soii retain moisture, thus reducing water consumption.
