Project Description: The applicant is proposing to demolish an existing one-story single family dwelling and
detached garage to build a new, two-story single family dwelling with a detached garage. The proposed house
will have a total floor area of 3,392 SF (0.57 FAR) where 3,416 SF (0.57 FAR) is the maximum allowed
(including an 85 SF covered front porch exemption).
The new single family dwelling will contain four bedrooms. Two parking spaces, one of which must be covered,
are required on-site. One covered parking space is provided in the detached garage (18'-0" x 22'-0" clear interior
dimensions) and one uncovered parking space (9' x 20') is provided in the driveway. Therefore, the project is in
compliance with off-street parking requirements.
The applicant submitted an arborist report, which was prepared by Kielty Arborist Services, dated August 14,
2019 (attached). The report includes an evaluation of ten existing trees on the site and two street trees. Two of
the trees on the property are protected size, including a 16.3-inch diameter Redwood and an 18.0-inch diameter
Bay. The applicant is proposing to remove all existing trees on the subject property. The applicant has applied
for a Protected Tree Removal Permit with the City Arborist (see attached).
The two existing street trees are also proposed for removal and replacement. The City Arborist is requiring that
they be replaced with two new 24-inch box Red Maple trees.
The proposed Landscape Plan shows a total of nine trees to be planted throughout the site including 3, 24-inch
box size and 6, 15-gallon landscape trees.
All other Zoning Code requirements have been met. The applicant is requesting the following application:

Summary of Proposed Exterior Materials:

• Other: stone veneer chimney, wood columns.
Staff Comments: The proposed front setback to the second floor will be revised prior to Regular Action meeting
to comply with the required 22'-4" front setback.
Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the
Council on April 20, 1998 are outlined as follows:
1. Compatibility of the architectural style with that of the existing character of the neighborhood;
2. Respect for the parking and garage patterns in the neighborhood;
3. Architectural style and mass and bulk of structure;
4. Interface of the proposed structure with the structures on adjacent properties; and
5. Landscaping and its proportion to mass and bulk of structural components.

Dear Mr. Radunez,
As requested on Thursday, August 1, 2019, I visited the above site to inspect and comment on
the trees. A new home is proposed for this site, and your concern for the future health and safety
of the trees has prompted this visit Site plan A1.0 was reviewed for writing this report. A tree
protection plan will also be included at the end of this report.
Method:
All inspections were made from the ground; the trees were not climbed for this inspection. The
trees in question were located on a map provided by you. The trees were then measured for
diameter at 54 inches above ground level (DBH or diameter at breast height). The trees were
given a condition rating for form and vitality. The trees condition rating is based on 50 percent
vitality and 50 percent form, using the following scale.

30 - 49 Poor
50 - 69 Fair
70 - 89 Good
90 - 100 Excellent
The height of the trees was ineasured using a Nikon Forestry 550 Hypsometer. The spread was
paced off. Comments and recommendations for future maintenance are provided.

Birch tree #3 is in very poor condition. The
majority of the tree is dead with little live
foliage observed. The decline of the birch tree
is likely due to the fact that no supplemental
irrigation has been provided to the tree. This
tree is not of a protected size in the city of
Burlingame.

Italian cypress trees #4 and #5 are in good condition. The trees are growing against the existing
driveway on site. Cypress tree #4 is growing within the public right of way, and is considered to
be a protected tree. Cypress tree #5 is not a protected tree. When demolishing the existing
driveway, it is recommended to carefully remove the concrete and base rock within 10 feet from
these trees. Only hand tools should be permitted in this area. Any exposed roots must be
covered by soil as soon as possible. Exposed roots should be kept moist by wrapping the roots in
burlap and wetting down the burlap multiple times a day. This will help to avoid root
desiccation.
Trees #6-10 consist of bottle brush trees and Hollywood
junipers. These trees are in poor to fair condition. AIL 5
trees are growing against the existing driveway on site, and
have caused damage to the concrete driveway. None of these
trees are of a protected size in the city of Burlingame.

Bay tree #1 1 is in poor condition. The tree is covered in
ivy (sign of poor maintenance) with an abundance of dead
wood observed within the tree canopy. A]arge ganoderma
fungus fruiting body was observed on the tree trunk. This
is often a sign of heart wood rot. This tree is at high risk
of limb or trunk failure due to the observed iungus.

Redwood tree #12 is in good condition. This tree is poorly
located at 5 feet from the existing building on site. Future
foundation damage is highly likely due to the tree's root
crown being in contact with the foundation. There is not
enough room to support future growth for the tree in its
current location.

Proposed tree removals:
Protected trees proposed for removal
Ginkgo street tree #2 is proposed for removal in order to facilitate the construction of a new
driveway entrance and driveway apron. The tree is in the proposed foot print of the new
driveway. The tree is of a transplantable size and can be moved on the property if needed.
Bay tree #ll is proposed for removal due to the tree's poor health and high-risk rating for future
failure due to heart wood rot. Also, the tree is in the footprint of the proposed driveway/garage.
Redwood tree #12 is proposed for removal to facilitate the construction of the proposed
driveway. The tree is poorly located on the lot with not enough room to support future growth.
Protected tree removals for trees #2, 11, and 12 will need to first obtain a heritage tree removal
permit before being removed.
Non protected trees to be removed
Birch tree #3 is to be removed to facilitate the new driveway constructioi�. Trees #6-10 are
planned for removal as removing the existing concrete driveway would likely have a high impact
on tree health.
Replacement trees
A total of 9 new trees are proposed on this site, as seen on site plan A1.0. This means that for
every protected tree being removed, 3 new trees are being planted. The following tree protection
plan will help to reduce potential impacts to the retained trees on site.
Tree Protection Plan:
Tree Protection Zones
Tree protection zones should be installed and maintained throughout the entire length of the
project. Prior to the commencement of any Development Projec�, a chain link fence shall be
installed at the drip line of any protected tree which will or will not be affected by the
construction. The drip line shall not be altered in any way so as to increase the encroachment of
the construction. Fencing for the protection zones should be 6-foot-tall metal chain link type
supported by 2-inch metal poles pounded into the ground by no less than 2 feet. The support
poles should be spaced no more than 10 feet apart on center. Signs should be placed on fencing
signifying '`Tree Protection Zone - Keep Out". No materials or equipment should be stored or
cleaned inside the tree protection zones. Excavation, grading, soil deposits, drainage and
leveling is prohibited within the tree protection zones. No wires, signs or ropes shall be attached
to the protected trees on site. Utility services and irrigation lines shall all be place outside of the
tree protection zones when possible. On this site the entire sYreet tree planting pits near retained
street tree #1 will need to be fenced off in order to protect the street tree. This is the only
protected tree on site to be retained. Italian cypress trees #4 and #5 are recommended to be
protected by tree protection fencing once the existing driveway has been removed. Fencing is
recommended to be placed at a radius of 5 feet from the cypress trees.

Landscape Barrier zone
If for any reason a smaller tree protection zone is needed for access, a landscape buffer
consisting of wood chips spread to a depth of six inches with plywood or steel plates placed on
top will be placed where tree protection fencing is required. The landscape buffer will help to
reduce compaction to the unprotected root zone.
Inspections
The site arborist will need t� verify that tree protection fencing has been installed before the start
of construction. The city of usually requires a letter stating the fencing is in place before any
permits are to be granted. The site arborist must inspect the site anytime excavation work is to
take place underneath the canopy of a protected trees dripline. It is the contractor's responsibility
to contact the site arborist if excavation work is to take place within this area. Kielty Arborist

Root Cutting and Gradirrg
Any roots to be cut shall be monitored and documented. Large roots (2" in diameter or over) or
large masses of roots to be cut, must be inspected by the Project Arborist. The Project Arborist,
at this time, �nay recommend irrigation the root zone as well as other mitigation measures when
needed. All roots needing �o be cut should be cut clean with a saw or lopper. Roots to be left
exposed for a period of time should be covered with layers of burlap and kept moist to avoid root
desiccation. The existing grade underneath the dripline of the trees shall be retained when
possible. If to be changed the Project Arborist must review and give mitigation measures.
Trenching and Excavation
Trenching for irrigation, drainage, electrical or any other reason shall be done by hand when inside
the dripline of a protected tree. Hand digging and the careful placement of pipes below or besides
protected roots will significantly reduce root loss, thus reducing trauma to the tree. All trenches
shall be backfilled with native materials and compacted to near its original level, as soon as
possible. Trenches to be left open for a period of time, will require the covering of all exposed
roots with burlap and be kept moist. The trenches will also need to be covered with plywood io
help protect the exposed roots.
Irrigation
Normal irrigation should be maintained throughout the entire length of the project. The imported
trees on this site will require irrigation during the warm season months. Some irrigation may be
required during the winter months depending on the seasonal rainfall. During the summer
months the trees on this site should receive heavy flood type irrigation 2 times a month. During

ARBORIST DISCLOSURE STATEMENT
Arborists are tree specialists who use their education, knowledge, training and experience
to examine trees, recommend measures to enhance the beauty and health of trees, and attempt to
reduce the risk of living near trees. Clients may choose to accept or disregard the
recommendations of the arborist, or seek additional advice.
Arborists cannot detect every condition that could possibly ]ead to the structural failure of
a tree. Trees are living organisms that fail in ways we do not fully understand. Conditions are
often hidden within trees and below ground. Arborists cannot guarantee that a tree will be
healthy or safe under all circumstances, or for a specified period of time. Likewise, remedial
treatments, like a medicine, cannot be guaranteed.
Treatment, pruning, and removal of trees may involve considerations beyond the scope of
the arborist's services such as property boundaries, property ownership, site lines, disputes
between neighbors, landlord-tenant matters, etc. Arborists cannot take such issues into account
unless complete and accurate information is given to the arborist. The person hiring the arborist
accepts full responsibility for authorizing the recammended treatment or remedial measures.
Trees can be managed, but they cannot be controlled. To live near a tree is to accept
some degree of risk. The only way to eliminate all risks is to eliminate ai/ trees.
