Environmental Review Status: The project is Categorically Exempt from review pursuant to the California
Environmental Quality Act (CEQA), per Section 15301 - Existing facilities, Class 1(a) of the CEQA Guidelines,
which states that interior or exterior alterations involving such things as interior partitions, plumbing, and
electrical conveyances are exem pt from environmental review.
Allowable Uses 1846 Rollins Road: Permitted uses include trans-shipment services, ambulance services, light
industrial such as biotechnology or manufacturing uses, labs, office uses in conjunction with a permitted use,
service businesses, warehouses; uses allowed with a conditional use permit include commercial recreation.
Allowable Uses 1860 Rollins (Drainage Easement): Publicly owned drainage facilities or privately owned
electric transmission lines; uses allowed with a conditional use permit include supplemental parking for uses in
the district, storage of operable vehicles, recreation vehicles, or boats, straight storage, and fencing.
Site Descriptions: The applicant is requesting a conditional use permit and a conditional use permit
amendment to operate a dispatch center and dispatch vehicle parking at two adjacent sites. The two sites
currently have the same property owner and are located in the Rollins Road zoning district.
The first of the two sites is a single parcel with the address of 1846 Rollins Road, which contains a 5,254 SF
building on the site (including mezzanine areas). Parking for this site is provided to the left of the building; a
fence encloses the left and rear portions of the site.
The second site included in the application is comprised of three parcels and has the address of 1860 Rollins
Road. It is a drainage and PG & E easement, with a culverted drainage channel that runs along the northeast
side of the site. There are no buildings on this site.
Site Histories: The most recent recorded use on site at 1846 Rollins Road was a beverage distribution
business that was a combination of office, warehouse, and retail uses. A conditional use permit for retail sales
of alcoholic beverages was issued for the site in 2015.
The history of the drainage easement at 1860 Rollins Road includes Planning entitlements granted in 1997,
(negative declaration, special permit, and landscaping variances) to pave and fence the site for use as vehicle
storage for long-term parking for guests of the EI Rancho Inn in Millbrae. The most recently recorded use at
1860 Rollins Road was a conditional use permit and conditional use permit amendment approved in 2001. This
most recent approval was for a field operations �enter for Pacific Bell at 1832 Rollins Road that used the
drainage easement at 1860 Rollins Road to store dispatch vehicles.
!t appears that at some time since the 2001 permits were approved, the use on site at 1860 Rollins Road has
reverted from a field operations center for Pacific Bell back to vehicle storage for EI Rancho Inn without the
required amendment to the conditional use permit. 1860 Rollins Road is currently operating independently from
1832 Rollins Road and is used solely for vehicle storage for EI Rancho Inn and operates in general compliance
with the conditions of approval granted with the original 1997 approval of vehicle storage.
Conditional Use Permit and Conditiona/ Use Permit Amendment 1846 and 1860 Rollins Road
Proposed Project: The applicant, Facebook, proposes to remove the fencing between the two adjacent sites at
1846 and 1860 Rollins Road, to re-lay the top layer of asphait and re-stripe both sites, to install new curb cuts
and re-align the driveways at both sites, to install new outdoor lighting at 1860 Rollins Road, and to use the
combined sites for a dispatch facility and associated bus and vehicle parking for Facebook employee shuttles.
There are no proposed changes to the interior or exterior of the existing building at 1846 Rollins Road. The
existing uses in the building at 1846 Rollins Road will not change, except that the areas previously used for retail
will now be used as office. The applicant states that there will be a maximum of 10 employees using this
building to monitor and dispatch transit drivers and vehicles, as well as conduct light cleaning of the vehicles in
the evenings. All regular mechanical maintenance and heavy cleaning of the interior and exterior of the vehicles
will take place off-site.
There are a total of 102 employees projected to use the combined sites; 92 transit vehicle drivers and 10
dispatch employees.
A conditional use permit is required for a service business that does not meet the development standard
requiring on-site parking for all company vehicles dispatched from the site (C.S. 25.44.020(j)(1)). A conditional
use permit amendment is required for supplemental parking for a permitted or conditional use in the RR district
in the drainage easement at 1860 Rollins Road (C.S. 25.44.060(b)(1)}.
Proposed Parking and Circulation: The applicant is proposing to adjust the curb cuts to meet current code
standards and to re-stripe the finro sites to allow entry of all vehicles (including transit shuttles and personal
employee vehicles) through the driveway at 1846 Rollins Road and exit of all vehicles through the driveway at
1860 Rollins Road (see Proposed Site Plan on sheet A1.2).
There are 12 existing parking spaces (1 of which is a disabled-accessible space) on site at 1846 Rollins Road,
where the existing uses in the building require only 8 parking spaces. With the proposed change in existing
retail space that will be utilized as office at 1846 Rollins Road, there are 11 parking stalls required on-site forthe
uses in the building. The applicant is proposing 20 on-site parking stalls (2 of which are disabled-accessible
spaces), or 9 spaces in excess of the minimum required number of parking spaces. While all of the proposed
parking spaces are located within the property boundaries for 1846 Rollins Road, not all of the proposed 20
spaces can be entered or exited without crossing over the property line between 1846 and 1860 Rollins Road.
In the event that future uses on site at 18�46 Rollins Road are proposed to operate independently of the site at
1860 Rollins Road, the required number of on-site parking spaces (11 spaces) for the existing office and
warehouse uses in the building are provided on site and can be entered and exited without crossing the property
lines; therefore the parking spaces currently striped that are in excess of the required 11 parking spaces can be
removed and a new business with similar office and warehouse uses can move into the site and erect new
fencing to separate 1846 Rollins Road and 1860 Rollins Road, and no additional parking will be required under
current code standards. Future independent uses of the site in the drainage easement at 1860 Rollins Road are
limited to vehicle storage, require a conditional use permit, and no buildings can be erected on this site.
There are 402 existing standard vehicle parking stalls on site at 1860 Rollins Road. The applicant proposes to
restripe the site to provide 92 stalls for bus and van parking for the shuttles. There will be a total of 92 transit
shuttles stored at 1860 Rollins Road, which include single and double deck buses and vans. The proposed
operations include shuttle drivers arriving and parking their personal vehicles in available parking at the rear of
1846 Rollins Road (in the non-required parking stalls for this site). The drivers will then remove their shuttle
vehicle from the 1860 Rollins Road site and start their shuttle routes. The applicant indicates that when the
standard vehicle spaces at 1846 Rollins Road are full, bus drivers will be parking in empty shuttle parking
spaces at 1860 Rollins Road, or will move their designated shuttle vehicle from its parking stall and park their
personal vehicle in that same stall.
Peak traffic periods for the Rollins Road Area are defined as 7 a.m. -10 a.m. and 4 p.m. - 7 p.m. Because the
majority of the proposed vehicle and shuttle operations will occur outside the a.m. and p.m. peak vehicle traffic

periods (of 7 a.m. -10 a.m. and 4 p.m. - 7 p.m.), a full traffic study was not required by the City Traffic Engineer
for the project. The applicant has submitted memos by Fehr & Peers, dated August 18 and October 29, 2018, to
review the site conditions and the proposed impacts of the project.
The drivers for the shuttles are scheduled to arrive at the sites in their personal vehicles and to depart in the
shuttles between the hours of 3:30 a.m. to 7:00 a.m. The shuttles will return to the sites and drivers will exit in
their personal vehicles after 8:00 p.m. The shuttles will serve only Facebook employees and will be picking up
employees from designated stops throughout the San Francisco Peninsula (from San Francisco in the north to
San Jose in the south). The employees will be transported to Facebook campuses, a list of which is on page 3
of the Fehr 8� Peers Traffic and Parking Analysis. During the day after employee drop off, the shuttles will be
stored in designated holding areas or on Facebook campuses and not at the Burlingame storage site.
Additional Site and Project Information: There is an existing power line tower and storm drains on site at
1860 Rollins Road that will remain with the minor site improvements that are proposed with the project. The
existing on-site lighting is indicated on Sheet A1.1 and will be removed and re-located to allow for the parking
and circulation of the transit vehicles, however the applicant has not yet clarified the pole locations or the power
source for the lighting on the plans; condition of approval #4 for the project specifies that a lighting plan shall be
reviewed as part of the building permit and that a final shall be issued for this permit prior to the proposed use
operating from the site.
The existing sites are paved and the proposed improvements do not intensify the existing conditions, therefore
on-site landscaping was not evaluated. However, the Parks Division requires that the applicant install two street
trees along Rollins Road, which the applicant has shown on sheet A1.2.
The drainage easement is subject to flooding, Condition of approval #9 for the project requires the applicant
and property owner to execute a separate hold-harmless and indemnification agreement in regard to the
proposed parking at 1860 Rollins Road. This agreement shall be executed and recorded with San Mateo
County privr to issuance of the building permit. The applicant has been made aware of and agrees to
comply with this condition of approval for the project.
All other Zoning Code requirements have been met. The applicant is requesting the following applications:
■ Conditional Use Permit for a service business that does not meet the development standard of on-site
parking for employees and dispatch vehicles (CS 25.44.020(j)(1)); and
■ Conditional Use Permit Amendment for supplemental parking for a permitted or a conditional use in the
RR zoning district (CS 25.44.060(b)(1)).

Study Meeting: At the Planning Commission study meeting on October 9, 2018, the Commission had several
questions about the operations for the business and voted to place this item on the regular action calendar (see
attached October 9, 2018, Planning Commission Minutes).
The applicant submitted a traffic memo, dated October 29, 2018, to provide information about existing Facebook
shuttls facilities Iocated elsewhere in the Bay Area. An additional email from a Fehr & Peers traffic engineer,
dated November 8, 2018, provides anatysis of the October 29, 2018 memo as applied to the proposed
Burlingame shuttle operations. Listed below are the Commission's comments and responses by the applicant
and Planning Staff.
9. Provide the details of the arrival and departure sfaging for the proposed shuttle vehicles.
Table 1 in the October 29, 2018 traffic memo provides a preliminary list of the routes for the shuttles that
will operate from the subject site in Burlingame.
The October 29, 2018 traffic memo from Fehr & Peers notes that a specific schedule for the buses could
not be provided because the facilities and the Burlingame site will share operations with other existing
Bay Area facilities and that these operations are dynamic.
o The November 8, 2018 email specifically states that all buses at the Burlingame facility will depart
between the hours of 4 a.m, to 8 a.m.
o The November 8, 2018 email extrapolates data from Table 2* in the �ctober 29, 2018 memo to
specify that approximately 8 buses are expected to depart the Burlingame facility during peak
morning traffic hours (7 a.m. -10 a.m.) and 8 buses are expected to return to the Burlingame
facility during peak evening traffic hours (4 p.m. -7 p.m.).
Table 2 provides bus departure and arrival informafion for the Newark Enferprise site.
Alfhough 120 buses are stored af this sife, the number of shutfle buses fhat depart fhe site for
daily routes is only 54-56 buses; the remaining 64-66 buses remain on site for maintenance
and then a portion of these remaining buses deparf in the /ate morning or earJy afternoon
hours (outside peak traffic hours). The bus distribution pattern in Table 2 for the Newark
Enterprise sife takes into accounf only the dailyshuttle bus operafions and this information is
then extrapolated to the proposed operations at the Burlingame sife (which wil! only have
shuttle buses and no on-site mainfenance of buses).

The October 29, 2018 memo states that the bus drivers park their personal vehicle near their bus,
perform and inspection of the bus and pull it out of the parking space, and then the driver briefly leaves
the bus in the circulation aisle to move their personal vehicle into the recently vacated parking space; the
reverse of this happens in the evenings when the drivers return to the site.
3. What will happen to the E/ Rancho Inn vehicles current/y stored at 1860 Ro/lins Road?
• The property owner, Mr. Michael, noted at the hearing that EI Rancho Inn is closing and the land will be
developed as housing so there will no longer be a need for Inn vehicle storage.
4. Request fhat staff provide a list of permifted uses on these properties.
• Planning Staff has added two sections on Page 1 of the staff report to list permitted and conditional uses
for the two properties. Planning Staff would note that although both properties are zoned RR and are
within the North Rollins Road Overlay, drainage easement uses have additional use restrictions per
Municipal Code Section 25.44.060.
5. The proposed use will have a significant impact on the roadways; do impact fees apply?
• Planning Staff notes that City of Burlingame pubtic facility impact fees cannot be applied to the
application because the project does not result in any new building square footage, nor do the changes
in use result in any intensification of the required parking on the sites. A full description of the fees and
their application and exemptions can be found in Burlingame Municipal Code Section 25.80.
Findings for a Conditional Use Permit: In order to grant a Conditional Use Permit, the Planning Commission
must find that the following conditions exist on the property (Code Section 25.52.020, a-c):
(a) The proposed use, at the proposed location, will not be detrimental or injurious to property or
improvements in the vicinity and will nat be detrimental to the public health, safety, general welfare or
convenience;
(b) The proposed use will be located and conducted in a manner in accord with the Burlingame general plan
and the purposes of this title;
(c) The planning commission may impose such reasonable conditions or restrictions as it deems necessary
to secure the purposes of this title and to assure operation of the use in a manner compatible with the
aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general
vicinity.
Suggested Conditional Use Permit Findings for a non-retail service business that provides supplemental
parking for dispatch vehicles (1846 Rollins Road): The proposed use of this site as a dispatch center with a
maximum of 10 (ten) employees complies with the permitted uses for the zoning district and is compatible with
the surrounding industrial-type uses. The proposed supplemental parking for the dispatch vehicles in the
adjacent drainage easement site will allow for a permitted use of the drainage easement as vehicle storage while
supplying employees with nearby building for facilities at 1846 Rollins Road. There is no proposed additional
building square footage or intensification of uses in the existing building on site and therefore there will be no
detrimental effect on properties in the vicinity. The re-striped parking on site at 1846 Rollins Road will meet the
needs of any future permitted uses that operate with a similar combination of office and warehouse uses so that
any future independent operation of the two subject sites will not negatively affect the existing traffic conditions in
the area. Given the conditions of approval to insure operation of the use in the manner noted above, the
proposed use may be found to be compatible with other uses in the general vicinity and will not be detrimental or
injurious to property or improvements in the vicinity and will not be detrimental to the public health, safety,
general welfare or convenience.

Suggested Conditional Use Permit Amendment Findings for parking in the drainage easement (1860
Rollins Road): Because this easement is important to the area as it serves as a detention basin to prevent
flooding it will be in full compliance with National Pollution Discharge Elimination requirements. The drainage
easement is currently paved and was previously approved for parking and the only improvements proposed for
the drainage easement include striping for parking spaces, and re-located site lighting. The propased use of the
drainage easement at 1860 Rollins Road for supplemental parking for a non-retail service business at 1846
Rollins Road is consistent with the currently permitted use of the site for vehicle storage. The proposed use is
compatible with the surrounding storage, service, commercial recreation and other industrial-type uses in the
area and will therefore not be detrimental to the surrounding properties. The proposed bus departure and arrival
schedules indicate that eight {8) buses will be circulated to and from the site during the defined peak vehicle
traffic hours in the morning and in the evening and these 8 buses will not have a significant impact on existing
traffic conditions in the area. The proposed shuttle routes will access the freeway, U.S. Route 101, using
Millbrae Avenue and the routes do not include any non-arterial streets in the City of Burlingame.
Planning Commission Action: The Planning Commission should conduct a public hearing on the application,
and consider public testimony and the analysis contained within the staff report. Action should include specific
findings supporting the Planning Commission's decision, and should be affirmed by resolution of the Planning
Commission. The reasons for any action should be stated clearly for the record. At the public hearing the
following conditions should be considered:
that the project shafl be built as shown on the plans submitted to the Planning Division date stamped
October 3, 2018, sheets A0.0 to C3.0 and sheet EXH; including two new landscape trees on Rollins
Road;
2. that the business owner shall apply for a Burlingame Business License prior to submitting to the Building
Division for the required Building permit;
3. that the total number of buses to be parked or stored on the site at 1860 Rollins Road shall not exceed
92 buses and that all vehicles dispatched from and arriving to the site will utilize the access to U.S. Route
101 at Millbrae Avenue; and that any changes in operation, floor area, and/or use at either 1846 Rollins
Road or 1860 Rollins Road shall require an amendment to this application;
4. that upon submittal of the required Building permit for both sites, the applicant shall provide a complete
lighting plan for the drainage easement area at 1860 Rollins Road, including compliance with BMC
Section 18.16.030; and that no buses or personal vehicles shall be stored or parked on site at 1860
Rollins Road until the Building permit is finaled;
5. that no buses or personal vehicles associated with the business operations shall queue on Rollins Road
or block any portion of the public right-of-way at any time; and that documented non-compliance with this
condition will result in re-evaluation or revocation of the approved Conditional Use Permits;
6. that the existing signage posted on site at 1860 Rollins Road denoting that the area is subject to flooding
shall remain in place;
7. that no fencing at 1860 Rollins Road shall obstruct existing flow of water into and through the easement
from the adjacent parcels;
8. that during any flood situations, that all the vehicles parked at 1860 Rollins Road shall be relocated and
shall be the responsibility and liability of the applicant and/or property owner;
9. that the applicant and property owner execute a separate hold-harmless and indemnification agreement
in regard to the proposed parking at 1860 Rollins Road, as supplemental parking for the dispatch facility
at 1846 Rollins Road, and that the agreement shall be in a form approved by the City Attorney and

executed prior to issuance of the permit); this agreement shall be recorded by the City in the Official
Records of the Recorder of San Mateo County;
10. that demolition or removal of the existing structures and any grading or earth moving on the site shall not
occur until a building permit has been issued and such site work shall be required to comply with all the
regulations of the Bay Area Air Quality Management District;
11. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan
and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall
require a demolition permit;
12. that both 1846 Rollins Road and 1860 Rollins Road shall be maintained regularly and any loose trash or
litter removed from the property;
13. that all runoff created during construction and future discharge from the site will be required to meet
National Pollution Discharge Elimination System (NPDES) standards;
14. that if the approved uses on the two sites, including a dispatch center at 1846 Rollins Road and
supplemental parking for the dispatch center at 1860 Rollins Road, are discontinued or replaced the City
of Burlingame Planning Division shall be notified by the business owner and/or the property owner and
the conditional use permits as well as any other exceptions to the code granted here will require an
amendment or may become void; and
15. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, 2016
Edition, as amended by the City of Burlingame.

Per our conversion and in response to your questions in the email below:
All of the buses at the Buriingame facility will be dispatched during the four hour peak period in the morning.
The buses will remain on the road unfiil their return in the evening. Mid-day they will layover at or near one of
the campuses for their evening return trip. This operation is different than the Newark operation that has
maintenance facilities and dispatches buses mid-day.
Table 2 shows the distribution of vehicles at the existing Newark site demonstrate how the buses are released at
Newark during the morning peak period and arrive in the evening peak period.

Using the Newark time schedule there would be eight vehicfes released in the hour of 7:00 — 8:00 am. Due to the
distance that the vehicles travel to their starting points, most of fihe vehicles must leave before 7:00 AM. The
dispatchers can control the departures and can balance the 5:00 am and 6:00 am hours in Burlingame if needed.
Similarly, in the afternoon most of the buses will arrived after 7:00 pm since they vehicles have to travel back to
the facility after completing their routes. Based on the Newark arrivals it would be 8 vehicles.

This memorandum provides supplemental transportation information for a proposed bus storage
and dispatch facility located at 1846-1860 Rollins Road in Burlingame, California. This information
is provided based on comments raised at the October 9, 20'!8 Burlingame Planning Commission
public hearing on the project. Several of the questions focused on the specific bus operations at
the proposed facility and other similar locations that support Facebook empfoyee shuttle
aperations.
General Bus Operatlons
Facebook, and their contractors, operate three existing facilities locaied in San Francisco, South San
Francisco and Newark, A fourth facility, also located in Newark, will begin operations saon. Figures
1- 3 show the layouts of the three existing bus facilitie's. The existing facilities are as similar to and
would have the same operations at the proposed facility in Burlingame. The number of vehicles
located at each facility are:
• San Francisco (Mississippi Street) 95 vehicles
• South San Francisco (Tanforan Street) 74 vehicles
• Newark (Enterprise prive) 120 vehicles
• Newark (Boyce Road) 60 vehicles
Facebook`s internal transportation group works with their service providers to coordinate and
dispatch buses from all of the facilities to various routes on the San Francisco peninsula, ta the East
Bay, and to the South Bay areas. The earliest bus service for Facebook employees {pick up) begins

depending on the location of the route's starting point. Since route scheduling is dynamic and
vehicle storage will be shared by all five locations, a specific departure schedule has not been
prepared for ihe proposed Burlingame facility.
Table 1, from the Fehr & Peers memorandum dated August 98, 2018, provides a preliminary list of
the shuttle routes operating out of the proposed bus storage facility. Based on this preliminary list
of routes, the majority of the buses will be traveling to points south of the storage facility. The buses
will access US 101 from the MiElbrae Avenue interchange.

As shown in Figures 1— 3, the existing locations have similar bus parking areas as proposed in
Burlingame. Each facility has a smalf number of auto parking spaces and the bulk of the parking is
bus parking. Figure 2(South San Francisco) includes an insert in the upper left hand corner that
shows examples of how drivers park personal vehicles in their bus space while they are working.
The process for drivers is as follows:
Upon arrival, they park their personal vehicle near their bus.
They perform this daily inspection of the vehicle and pull the vehicle out of the parking
space.

This fiype of parking arrangement is common at bus storage facilities to maximize tha efficiency of
the site to store vehicles without additional pavement. Further, since the private autos accessing
the site are the bus drivers, the mixing autos and buses is not the same as when an average driver
encounters a bus in a confined area.
At the proposed Burlingame facility there will be no maintenance operations; therefore, the buses
remain in circulation or at staging areas near the campus for day. Some drivers may return during
the mid-day using smaller shuttles that pick up and drop off drivers as need. In the evening, as
buses return to the facility the drivers move their personal vehides, park their bus, and leave in their
personal vehicles.
Bus Departures & Arrlvals
The schedule of departures and arrivals at the proposed facility will u Itimately depend on the routes
serviced from the facility. Data was provided for the existing morning departure schedule and
evening arrivals for the existing Newark facility located on Enterprise Drive. This facility includes
maintenance functions and is located near Facebook's Menlo Park Campus; therefore, it is has
departures and arrivals throughout the day. A review of the departure and arrivals times showed
the following:
• Of 120 vehicles stored at the facility approximately 50% of the vehicles (56) depart during
the four hours between 4:fl0 AM and 8:00 AM.
• Similarly, approximately 50% of the vehicles (54) vehicles return to the facility between the
four hours between 6:00 PM and 10:00 PM.
Table 2 shows the breakdown of vehicle departures and arrivals during the morning and evening
peak period. For this facility with its mixture of routes, the majority of the departures {40 vehicles)
occur in a single hour, However, in the evening the majority of the arrivals (44 vehicles) occur over
a two-hour period. Morning departure times are scheduled by the bus operator; therefore, the
scheduling of departure times can be used to control the number of departures from the facility
base to the internal operations of the facility and traffic on the adjacent roadways. In the evening,
vehicle arrivals are less predictable since they are subject to the traffic conditions on the area
roadways.
Departures and arrivals at the proposed facility may not be uniform aver each hour of the morning
and evening peak periods, but the bus operators can control the departures from the facility and
roadway congestion and travel times will generally spread out the return times.

Rollins Road, Burlingame, California
This memorandum describes the traffic and parking conditions for a proposed bus storage and
dispatch faci[ity located at 1846-1860 Rollins Road in Burlingame, California. The proposed bus
facility will support Facebook's employee shuttle system that transports Facebook employees
between their residence and work place, The proposal is to park up ta 92 buses at the facility
overnight. During the day, the buses will be dispatched throughout the San Francisco Bay Area
serving the Facebook campuses located in San Francisco, Menlo Park, Mountain View, Sunnyvale,
and Fremont. Buses from the facility will also serve a proposed new campus within the City of
Burlingame located at 300 Airport Boulevard, In addition, to storing the vehicfes overnight, an
existing building on the site wifl be used as a dispatch center. There wiil be between six to eight
employees working at the dispatch center.
Existing Uses
The 3-acre site located at 1860 Rollins Road is currently a surface parking lot that is used by
employees and guests of the EI Rancho Inn & Suites hotel. The hotel is located approximately 1.3
miles north of the site on Ef Camino Real. The existing parking lot has approximately 415 parking
stalls. The proposed bus storage facility will displace all of the hotel parking. The existing building
at 1846 Rollins Road is a 4,800 square foot warehouse and office building. There are 10 parking
spaces on the site. There are no existing traffic counts for the site.

Proposed Bus 4perations
The proposai is to use the site at 1860 Rollins Road as an overnight storage area for ninety-two
Facebook employee shuttle buses. On weekdays, shuttle drivers wifl arrive at the site and the buses
will leave the storage facility to begin their routes between 4:00 AM and 7:00 AM. Once in service,
the buses will be on the road or at remote layover focations near the Facebook campuses in
preparation for the evening commute. The buses typically will not return to the storage facility until
after 8:00 PM. 1"herefore, bus departures/arrivals and employee trips to/from the site will occur
outside the normal peak commute periods of 7:00 AM — 10:00 AM and 4:00 PM — 7:00 PM.
The existing warehouse/of#ice building at 1846 Rollins Road will house 8 to 10 Facebook employees
that will help to dispatch the buses, supervise the drivers, and monitor the employee shuttEes
throughout the day. Maintenance of the bus fleet will not be performed at this facility; hawever,
there could be some interior cleaning of the vehicles at the end of the service day,
The buses stored at this facility will serve Facebook employees living on the San Francisco peninsula
and south Bay Area extending from San Francisco in the north to San Jose in the south. The buses
stored at this location will likely serve all of Facebook's Say Area campuses. The precise routes and
distribution of the buses to the north or south wil! depend on the transportation needs of Facebook
employees. Table 1 is a preliminary fist of the shuttle routes operating out of the proposed bus
storage facifity. Based on this preliminary Eist of routes, fihe majorifiy of the buses will be traveling
fio points south of the storage facility. The buses will access US 101 from the Millbrae Avenue
interchange. 7he distance from the interchange to the storage facility is approximately �/z mile,
Parking
As previousfy noted, there are approximatefy 425 standard parking stalls on the two parcels at 1846
and 1860 Rollins Road. The proposed bus storage facility will have 92 bus stalls (12 feet by 45 feet)
and 20 standard parking stalls (8.5 feet by 18.0 feet). This is a reduction of almost 300 parking stalls.
The number of employees parking at the site will be approximately 1Z5 employees (92 drivers plus
up to 10 dispatchers). Shuttie drivers can park their personal vehicles in the bus stalls once the
buses enter service for the day. Therefore, all employees assigned to the storage facility will park
on-site.

Because of the unique characteristics of the proposed bus storage faciliry, will be minimal impact
on the surrounding roadways, For the following reasons:
• The majority of the employee trips and bus operations will occur before or after the normal
commuter peak periods of 7:00 AM - 10:00 AM and 4:00 PM - 7:00 PM.
• Once the fleet in service in the morning, the majority, if not all, of the bus fleet will be
remain in service for the entire day. Therefore, minimal mid-day traffic to and from the site,
• Sufficient parking is provided at the site for both bus drivers and dispatchers. Drivers will
be able to use the vacant bus parking stalls once the fleet is in service.

non-compliance with this condition will result in re-evaluation or revocation of the approved
Conditional Use Permits;
6. that the existing signage posted on site at 1860 Rollins Raad deno#ing that the area is subject
to flooding shall remain in place;
7. that no fencing at 1860 Rollins Road shall obstruct existing flow of water into and through the
easement from the adjacent parcels;
8. that during any flood situations, fhat all the vehicles parked at 1860 Rollins Road shall be
relocated and shall be the responsibility and liability of the applicant and/or property owner;
9. that the applicant and property owner execute a separate hold-harmless and indemnification
