At this meeting there was held a public hearing on a petition for variance
of zone on Lot 1A, Block 2, Town of Burlingame to allow its use as an automobile ser-
vice station. Attorney Albert A. Axelrod appeared for the owner Mrs. A. M. Blumer,
1935 Parkside Avenue, Burlingame and submitted the following reasons in support of a
variance from apartment zone td permit operation of a service station:
a. After many years of effort, attempts to utilize this property for an
apartment house site have been unavailing because of the lot's shape,
size, and location and because of patterns of neighboring land use
which were established in past years but are now continuing at an
accellerated pace in the direction of commercial use.
b. Similar locations in the City are used for service stations. Denial
of petitioner's application for an equal opportunity to use her pro-
perty in a comparable activity will deprive her of considerable in-
come, deprive the City of thousands of dollars in future taxes. The
Community will not receive a useful service; some of its residents
will be deprived of steady, gainful employment.
c. It is submitted that such heavy and direct economic loss is un-
necessary and inadvisable,- that the repercussions from gainful use
of this long idle property for the purpose to which it is most suited
will result in a considerable net benefit to this City and its resi-
dents.
In the discussion Attorney Axelrod expressed the belief that the operation of a
service station on this site would not be out of keeping with the neighborhood and
that it would be necessary to remove only one eucalyptus tree. Mr. Richard Nickell
appeared and stated that he has recently become the owner of property in the neighbor-
hood and he spoke in opposition to more service stations in this immediate locality.
City Attorney Karmel read the City Ordinance pertaining to service stations and
pointed out that the entire frontage on El Camino Real has been zoned for apartment
use and he advised the attorney for the petitioner and the Planning Commission that
the Planning Commission must be guided by the ordinances. Commissioner Brown stated
that apparently a service station on this property would be within /.90 feet of another
service station and therefore not in compliance with the ordinance and he moved that
the petition be denied. This motion was seconded by Commissioner Henderson. On roll
call the vote was as follows:

R. P. Etienne appeared with tentative plans and pictures for the proposed
construction of a hotel in the R. P. Etienne Industrial Area between Old Bay Shore
Highway and Bay Shore Freeway to contain 128 rooms and parking facilities for 203
cars. In the discussion Mr. Etienne stated that the business will. -be operated as a
first-class hotel with twenty-four hour office service similar to the E1 Rancho,
Sacramento, the same architect having designed both hotels and that the initial cost
with swimming pool will amount tD $750,000.00. City Engineer Fitch was present and re-
quested that the Planning Commission place in its records that the developer is to
provide adequate sanitary sewer facilities and water service. Commissioner Brown
made a motion that the tentative plans be approved which motion was seconded by
Commissioner Henderson. On roll call the vote was as follows:

There was received a communication from Mr. Claude Keck submitting a map
of proposed division of Lot 13, Block 1, subdivision #3, Burlingame Park. City
Attorney Karmel advised the planning commission that this should be referred back
to the applicant for submission to the City Council.
E. Eichenbaum presented tentative plans for remodeling the building at
251 Park Road to include arcade type of stores and medical offices. The Commissioners
voted tentative approval of the plans subject to compliance with the City Ordinances
and the Building Code.
There was read a communication June 21, 1950 from the City Council with
reference to a request from Leo Fagan to re -subdivide a parcel of land 112' 9" x 150'
into 3 lots in the corner of Peninsula Avenue and Bloomfield Road. After consideration
the Commissioners voted unanimously to recommend the proposed re -subdivision subject
to the approval of adjoining property owners.
A letter June 261 1950 was received from Mrs. S. Gittelsohn, 1500 Howard
Avenue, with an informal sketch requesting permission to combine two lots in the
northwest corner of E1 Camino Real and Howard Avenue for the purpose of building
rental units thereon. There were no plans of the proposed rental units or survey
of the property. Mrs.Gittelsohn was present and she was advised by the Chairman
that she should channel a request of this character through the City Council.
A communication June 28, 1950 was received from Leo Kriloff, 2315 Easton
Drive, with a plat requesting permission to re -subdivide Lot 12, Block 57, Easton
Addition #6. This property contains an area of approximately .891, acres west of
Vancouver Avenue extending from Easton Drive to the creek adjoining Jackling Drive,
Hillsborough. The sketch as submitted indicated improvements already on the pro-
perty and it was the consensus of the Commissioners that theshould channel this
request in the regular manner through the City Council. Nner
Mr. Dallinger presented plans for the proposed construction of an apart-
ment house to contain 21 units on Lot 5, Block 8, Burlingame, Land Company Map #2
on El Camino Real near Belleview Avenue. These were tentative plans and were
tentatively approved.

Mr. Nelson appeared to inquire about procedure for the re -subdivision of a
property and City Attorney Karmel advised that this should be channeled through the
City Council.
City Engineer Fitch read a letter from Attorney Luther Carr in discussion
of a proposed extension of a service station at Howard Avenue, California Drive and
Highland Avenue. City Attorney Karmel advised that this station is within 490 feet
of another service station and the circumstances rendered themselvesto a litigious
situation.
The Chairman referred to the joint meeting with the City Council June 21,
1950 with reference to the proposed Drive in Theatre at the southeast corner of
Millbrae Avenue and Southern Pacific Railroad. In the discussion which ensued City
Attorney Karmel advised the Planning Commission that a Drive in Theatre would re-
quire a variance of zone. Further in the discussion it was the consensus of the
Commissioners that there would be numerous factors from a planning consideration to
the location of such a project on the proposed site and the thought was expressed
that probably all of these factors would be resolved if it were feasible to change
the location to the old Bay Shore Highway. There is no formal petition before the
Commission and it was concluded that the Chairman will phone to Mr. Leslie Moore,
representing the owner of the property, to inquire their view.
